June 1, 2017 – 7:00 p.m.
Regular Meeting
The Pinson City Council met in regular session in Council Chambers at 4410 Main Street on
Thursday, June 1, 2017. Mayor Sanders led the invocation. Councilor Galamore led the Pledge
of Allegiance to the Flag of the United States of America.
Roll Call: Marie Turner, City Clerk, called roll of Pinson City Council with the following
council members present:
Mayor Sanders
Councilor Galamore
Councilor Roberts
Councilor Churchwell
Absent:
Councilor Tanner
Councilor McCain
Minutes: Councilor Roberts offered a motion to waive the reading of the May 18, 2017,
minutes. Councilor Galamore duly seconded the motion. Mayor Sanders called for all opposed to
say "no", all in favor say "aye." Councilor Roberts made a motion to accept the minutes as
written of the May 18, 2017, meeting. Councilor Churchwell duly seconded the motion. Mayor
Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all
opposed to say "no", all in favor say "aye." Mayor Sanders" Let the record reflect both motions
passed unanimously."
Committee Chair Comments:
Finance: Councilor Galamore made a motion to approve payment of the bills in the amount of
$36,952.85; a copy of the bills schedule is attached. Councilor Roberts duly seconded the
motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders
called for all opposed to say "no", all in favor say "aye." Mayor Sanders "Let the record reflect
the motion passed unanimously."
Annexation: Councilor Churchwell offered an ordinance annexing certain territory into the
corporate limits of the City of Pinson, Alabama, located at 8151 West Hill Road. Councilor
Roberts duly seconded the motion. Mayor Sanders called for unanimous consent to consider:
Mayor Sanders- yes; Councilor Galamore- yes; Councilor Roberts- yes; Councilor Churchwell-
yes. Mayor Sanders, unanimous consent passes.
Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for
a roll call vote on the main ordinance with the following results:
Mayor Sanders- yes; Councilor Galamore- yes; Councilor Roberts- yes; Councilor Churchwell-
yes.
Mayor Sanders, ordinance passes unanimously as, Ordinance 2017-19.
Enhancements: Councilor McCain mentioned the movie scheduled for June 2nd will be Secret
Life of Pets. Councilor McCain mentioned Deidra and the Ruff Pro Band will perform Saturday,
June 3rd beginning at 6:00 p.m. both events will be held at Bicentennial Park.
Mayor’s Report: Mayor Sanders reported that at the Council meeting held on, May18, 2017,
Council voted to go into Executive Session to discuss real estate and litigation. Attorney Black
provided certification in regard to litigation and after a unanimous vote by Council to enter into
Executive Session, Mayor, Council and Attorney Black left chambers for the Executive Session.
Before leaving chambers, Mayor Sanders stated, “We may or may not have items to discuss
when we return from executive session”. When Council returned to chambers and was called out
of Executive Session, there were three (3) items brought before Council for a vote and they were
as follows: 1.) A Vacation Payout for April Wallace, previous Library Director no longer
employed by the City of Pinson. 2.) A transaction Deed for property located near the
Bicentennial Park. 3.) A Resolution regarding a Long-Range Agreement with ADA and City
facilities. Attorney Black stated that the city had reached a voluntary compliance agreement
with the Department of Justice concerning the long-range plans for bringing existing facilities
into compliance. Mayor Sanders added, because since most citizens had left the meeting at the
time council reconvened, council decided that the mayor would summarize the items handled in
the next regular council meeting in an effort to keep the citizens informed.
Mayor Sanders opened a Public Hearing regarding properties located at 3803 Osage Lane &
5196 Clay Palmerdale Road.
Mayor Sanders stated No one was present to speak for or against
Mayor Sanders closed the Public Hearing.
Councilor Roberts offered an ordinance changing the zoning classification of real estate located
in the City of Pinson, Alabama, 3803 Osage Lane, from Jefferson County RT to City of Pinson
CU. Councilor Galamore duly seconded the motion. Mayor Sanders called for unanimous
consent to consider.

yes.
Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for a
roll call vote with the following results:

yes.
Mayor Sanders, ordinance passes unanimously as, Ordinance 2017-20.
Councilor Roberts offered an ordinance changing the zoning classification of real estate located
in the City of Pinson, Alabama, 5196 Clay Palmerdale Road, from Jefferson County A1 to City
of Pinson RL. Councilor Churchwell duly seconded the motion. Mayor Sanders called for
unanimous consent to consider.

yes.
Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for a
roll call vote with the following results:
Mayor Sanders-yes; Councilor Galamore-yes; Councilor Roberts-yes; Councilor Churchwell-
yes.
Mayor Sanders, ordinance passes unanimously as, Ordinance 2017-21.
Old Business: Councilor Roberts offered a resolution of the City of Pinson, Alabama
authorizing employee participation in a Flexible Benefit Plan at no cost to the City. Councilor
Churchwell duly seconded the resolution offered. Mayor Sanders called for any discussion. As
there was no discussion, Mayor Sanders called for a roll call vote on the main resolution with the
following results:
Mayor Sanders-yes; Councilor Galamore-yes; Councilor Roberts-yes; Councilor Churchwell-
yes.
Mayor Sanders, resolution passes unanimously as, Resolution 17-38.
New Business: Councilor Roberts offered a motion to release the yearly allocations to our local
Fire Districts, Center Point Fire District $12,500.00; Palmerdale Fire District $12,500.00; and
Glenwood Fire District $500.00. Councilor Churchwell duly seconded the resolution offered.
Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for
all opposed to say "no", all in favor say "aye." Mayor Sanders" Let the record reflect the motion
passed unanimously."
Allison Scanlan, Library Director, Gave the current Library Report stating at this time there are
513 people signed up for the Summer Reading Program.
Public Comment: None.
Councilor Galamore moved to adjourn. Councilor Roberts duly seconded the motion. Mayor
Sanders called for all opposed to say “no”, all in favor say “aye”. Motion carried.
