Council Minutes June 15, 2017 – 7:00 p.m. Regular Meeting The Pinson City Council met in regular session in Council Chambers at 4410 Main Street on Thursday, June 15, 2017. Mayor Sanders led the invocation. Councilor Tanner led the Pledge of Allegiance to the Flag of the United States of America. Roll Call: Acting City Clerk, Pat Wise, called roll of Pinson City Council with the following council members present: Mayor Sanders Councilor Tanner Councilor Galamore Councilor Roberts Councilor Churchwell Councilor McCain Minutes: Councilor Roberts offered a motion to waive the reading of the June 1, 2017, minutes. Councilor Galamore duly seconded the motion. Mayor Sanders called for all opposed to say "no", all in favor say "aye." Councilor Roberts made a motion to accept the minutes as written of the June 1, 2017, meeting. Councilor Churchwell duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders" Let the record reflect both motions passed unanimously." Pre-Meeting Comments: Mike Sullivan, Park Director gave an update on the Splash Pad. Splash Pad has only been open for 18 days and has made $3,500.00. Rentals are up from last year. We have already made $3,965.00 and last year total rentals was only $4,295.00. Last weekend we had a softball tournament. We made $2,400.00 at the gate. Football registration is slow. We have 48 cheerleaders and 12 football players as of now. Mike indicated that we will have spring soccer at PYSC. Committee Chair Comments: Finance: Councilor Tanner made a motion to approve payment of the bills in the amount of $200,207.32 a copy of the bills schedule is attached. Councilor McCain duly seconded the motion. Councilor Tanner made a correction on Deputy Smiths total, should have been $380.00 not $210.00. Mayor Sanders called for any other discussion. Councilor Tanner made a motion offering the 2017-2018 budget. Councilor Roberts duly seconded the motion. Mayor Sanders stated the budget included a four percent cost of living for eligible employees. Mayor Sanders called for any discussion. Annexation: Councilor Churchwell offered an ordinance annexing certain territory into the corporate limits of the City of Pinson, Alabama, located at 6128 Summer Side Drive. Councilor Tanner duly seconded the motion. Mayor Sanders called for unanimous consent to consider: Mayor Sanders- yes; Councilor Tanner-yes; Councilor Galamore- yes; Councilor Roberts- yes; Councilor Churchwell- yes; Councilor McCain-yes. Mayor Sanders, unanimous consent passes. Mayor Sanders called for any questions on the main ordinance. Mayor Sanders ordinance passes unanimously as Ordinance 2017-25 Enhancements: Councilor McCain mentioned the movie scheduled for June 16nd will be “Sing”. A makeup movie will be July 7, “Moanna” will be showing. Councilor McCain mentioned “Blue Bayou Band will perform Friday June 23rd and the 30th the “Memories Band”. Music will begin 7:00 p.m. both events will be held at Bicentennial Park. Mayor Sanders informed everyone that Life South’s Blood Mobile will be at the Rock School Center parking lot on Saturday, July 1st for a blood drive. Chick-Fil-A will give away a cookie to everyone that donates blood that day. Mayor Sander stated the Veterans Day lunch will be Friday, November 10th. Actual Veterans day is Saturday, the 11th. Mayor’s Report: Mayor Sanders talked about the city vehicles were purchased from Center Point Fire Department about 10 years ago. The Tahoe’s is about 20 years old now, and needs replacing. Mayor Sanders provided information from the state bid for the purchase of new F350 Ford Trucks. Councilor Roberts made a motion to purchase a truck for the Public Works Department. Mayor Sanders stated contract #T193A for a F350 in the amount of $35,764.00 in the color Red. Councilor Galamore duly seconded the motion. This truck comes with the led system, we are looking at putting a bar or a directional sign on it. This could be used for storm response and traffic issues. Mayor Sanders suspended the rules, Eric Winfrey made a couple of comments about new trucks. Mayor Sanders reinstated the rules. Mayor Sanders ask for any other comments. Mayor Sanders-yes; Councilor Tanner-yes; Councilor Galamore-yes; Councilor Roberts-yes; Councilor Churchwell-yes; Councilor McCain-yes: Mayor Sanders, resolution passes unanimously, as Resolution 2017-39 Old Business: Erik Hendon, Architect, spoke about the Rock School Center flat roof bid. He presented us with the specs and breakdown of pricing. Work will start next week on sloped root. Councilor Galamore offered a resolution to accept bids for flat roof areas. Councilor Tanner duly seconded. Mayor Sanders requested any other discussion. Mayor Sanders resolution passes unanimously, as Resolution 2017-40 Mayor Sanders and council discussed several issues with the design of the Rock School. Councilor Churchwell made a motion to authorize Erik Hendon to proceed with design as presented including the change for mechanical, incorporation of windows and alternate for the lunchroom. Councilor Roberts duly seconded the motion. Mayor Sanders requested any other discussion. As there was no other discussion, Mayor Sanders called for all opposed say “no”, all in favor ”aye”. Mayor Sanders informed Erik to move on with the design and he can get council another pallet of the Rock School. New Business: Mayor Sanders had the first reading for the 99 year lease with the Board of Education for the Palmerdale Property. We had a 20 year lease which began in 2010. The Board of Education and Principle approved the form today. Allison, Director of the Library gave us and update on the Summer Reading Program. Last year library signed up 953 participants. As of now, we have 927 signed up with 5 more weeks to go. Last week we had 207 participate when the Zoo Staff and animals came out. Public Comment: Wayne Hyche, Miles Spring Road wanted to know if we had appointed an ADA Coordinator, Mayor Sanders stated no, we are still working on that. Mr. Hyche ask if they still had a board appointed for PHCC. Mayor Sanders stated he assumed so. Mr. Hyche informed council that there are two handicapped parking spaces that are hard to get into at PHCC. Mayor Sanders said he would look into that the next time he is at PHCC. Mayor Sanders also stated we would be making one of those a van parking space. Councilor McCain moved to adjourn. Councilor Churchwell duly seconded the motion.
