Council Minutes July 6, 2017 – 7:00 p.m. Regular Meeting The Pinson City Council met in regular session in Council Chambers at 4410 Main Street on Thursday, July 6, 2017. Mayor Sanders led the invocation. Councilor Tanner led the Pledge of Allegiance to the Flag of the United States of America. Roll Call: Marie Turner, City Clerk, called roll of Pinson City Council with the following council members present: Mayor Sanders Councilor Tanner Councilor Galamore Councilor Roberts Councilor Churchwell Absent: Councilor McCain Pre-meeting comments: Allison Scanlan, Library Director, recognized Keith Eggleston for his time employed with the library. Ms. Scanlan stated Keith has been with the library from the beginning and will be leaving, July 22nd, to pursue a job in Florida. Mayor Sanders reinstated rules. Minutes: Councilor Roberts offered a motion to waive the reading of the June 15, 2017, minutes. Councilor Galamore duly seconded the motion. Mayor Sanders called for all opposed to say "no", all in favor say "aye." Councilor Roberts made a motion to accept the minutes as written of the June 15, 2017, meeting. Councilor Churchwell duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders" Let the record reflect both motions passed unanimously." Committee Chair Comments: Finance: Councilor Tanner made a motion to approve payment of the bills in the amount of $58,843.09 a copy of the bills schedule is attached. Councilor Galamore duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders "Let the record reflect the motion passed unanimously." Enhancements: Mayor Sanders mentioned the following events in the Park: July 7th Moana July 14th Blue Bayou Band July 21st Memories Band July 30th Deidra and the Ruff Pro Band Mayor’s Report: Mayor Sanders opened a Public Hearing regarding property located at 3828 Venus Avenue. Mayor Sanders stated No one was present to speak for or against Mayor Sanders closed the Public Hearing. Councilor Roberts offered an ordinance changing the zoning classification of real estate located in the City of Pinson, Alabama, 3828 Venus Avenue, from Jefferson County R2 to City of Pinson RM. Councilor Churchwell duly seconded the motion. Mayor Sanders called for unanimous consent to consider. Mayor Sanders-yes; Councilor Galamore-yes; Councilor Roberts-yes; Councilor Churchwell- yes. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for a roll call vote with the following results: Mayor Sanders-yes; councilor Tanner-yes; Councilor Galamore-yes; Councilor Roberts-yes; Councilor Churchwell-yes. Mayor Sanders, ordinance passes unanimously as, Ordinance 2017-26. Mayor Sanders suspended rules and asked Bob Jones, Zoning Administrator, to speak regarding abatement of property located at 3152 Sleepy Hollow Drive. Mr. Jones stated the inoperable vehicle has been removed and some of the debris and overgrown yard have also been removed. Mr. Jones added the work is not complete but the home owners are working on completion. Mayor Sanders opened a Public Hearing regarding abatement of property located at 3142 Sleepy Hollow Drive. Mr. Pruitt, 3142 Sleepy Hollow Drive, stated the rain has put a stop to what he has been doing. Mayor Sanders asked Mr. Pruitt if he thought he could have the work completed in a couple more weeks? Mr. Pruitt stated, yes he could. Mayor Sanders closed the Public Hearing and reinstated rules. Councilor Roberts offered motion to table the resolutions regarding the abatement of 3142 Sweeney Hollow Drive for two weeks. Councilor Galamore duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders "Let the record reflect the motion passed unanimously." Old Business: Councilor Churchwell offered a resolution authorizing the Mayor to execute a lease amendment for the Palmerdale School property with the Jefferson County Board of Education, regarding a 99-year lease. Councilor Roberts offered duly seconded. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for a roll call vote. Mayor Sanders-yes; Councilor Tanner-yes; Councilor Galamore-yes; Councilor Roberts-yes; Councilor Churchwell-yes. Mayor Sanders resolution passes unanimously, as Resolution 17-42. New Business: Mayor Sanders offered a first reading regarding items for Bicentennial Park. Councilor Tanner offered a motion to renew the Salary Grant for PVHS Principal. Councilor Roberts duly seconded the motion. Mayor Sanders called for any discussion. After brief discussion Mayor Sanders called for a roll call vote with the following results: Mayor Sanders-yes; Councilor Tanner-yes; Councilor Galamore-abstain; Councilor Roberts-yes; Councilor Churchwell-yes. Mayor Sanders, motion passes unanimously. Councilor Roberts offered a motion to pave School Drive from the Waffle House to the Bus Ramp with the annual school allocation for Pinson Elementary, per Ms. Jones request. Councilor Churchwell duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders "Let the record reflect the motion passed unanimously." Mayor Sanders offered a first reading of an amended Sublease agreement, regarding PHCC. Public Comment: None. Councilor Tanner offered a motion to enter executive session to discuss Real Estate and Trade and Commerce. Councilor Churchwell duly seconded the motion. Mayor Sanders, I provide certification in regard to Trade and Commerce it would be detrimental if items were discussed in open forum. Mayor Sanders called for all opposed say “no”, all in favor say “aye”. Mayor Sanders, “Let the record reflect the motion passed unanimously. Mayor Sanders stated we will not reconvene other than to adjourn. Mayor Sanders called council out of executive session. Councilor Roberts moved to adjourn. Councilor Tanner duly seconded the motion. Mayor Sanders called for all opposed to say “no”, all in favor say “aye”. Motion carried.
