Council Minutes July 20, 2017 – 7:00 p.m. Regular Meeting The Pinson City Council met in regular session in Council Chambers at 4410 Main Street on Thursday, July 20, 2017. Mayor Sanders led the invocation. Councilor Tanner led the Pledge of Allegiance to the Flag of the United States of America. Roll Call: Marie Turner, City Clerk, called roll of Pinson City Council with the following council members present: Mayor Sanders Councilor Tanner Councilor Galamore Councilor Roberts Councilor Churchwell Councilor McCain Minutes: Councilor Roberts offered a motion to waive the reading of the June 27, 2017, minutes. Councilor Galamore duly seconded the motion. Mayor Sanders called for all opposed to say "no", all in favor say "aye." Councilor Roberts made a motion to accept the minutes as written of the June 27, 2017, meeting. Councilor Galamore duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders" Let the record reflect both motions passed unanimously." Councilor Roberts offered a motion to waive the reading of the July 6, 2017, minutes. Councilor Galamore duly seconded the motion. Mayor Sanders" Let the record reflect both motions passed unanimously." Jefferson County Sheriff’s Deputy Michael Morton was sworn in by Mayor Sanders as the City of Pinson’s newest contract deputy. Mayor Sanders stated Deputy Morton will be replacing Deputy Sutton, who has taken another position with the Jefferson County Sheriff’s Office. Committee Chair Comments: Finance: Councilor Tanner made a motion to approve payment of the bills in the amount of $68,556.30 a copy of the bills schedule is attached. Councilor McCain duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders "Let the record reflect the motion passed unanimously." Enhancements: Councilor McCain mentioned the Memories Band will be performing at the Park on July 21st. Councilor McCain mentioned the date for the Senior Citizens Day Out is July 25th from 10:00 a.m.- 12:00 p.m. at the Community Center, with a Hawaiian Luau Theme. Mayor Sanders mentioned the Float your Boat event held at Turkey Creek Nature Preserve hosted one of the largest crowds to date. The City gave away 480 popsicles. Mayor Sanders announced National Night Out will be on August 1st at 6:30 p.m. at the Pavilion in Innsbrooke. Mayor Sanders added, Innsbrooke subdivision invites the entire community to attend. Mayor’s Report: Mayor Sanders stated there is some work that needs to be done at PHCC and PYSC regarding ADA Compliance at a cost of approximately $10,000.00. Councilor Roberts offered a motion authorizing the Mayor to spend up to $10,000.00 for ADA Compliance items at PHCC and PYSC. Councilor Tanner duly seconded the motion. Mayor Sanders called for any discussion. Councilor Churchwell stated he thought it was a good idea to do PHCC and PYSC at the same time. Mayor Sanders called for any further discussion. As there was no further discussion, Mayor Sanders called for a roll call vote on the main motion with the following results: Mayor Sanders-abstain; Councilor Tanner-yes; Councilor Galamore-yes; Councilor Roberts-yes; Councilor Churchwell-yes; Councilor McCain- yes. Councilor Tanner offered a motion authorizing the purchase of Zoning Software at a cost of $3,660.00 for the 1st year, then $2,160.00 per year. Councilor Roberts duly seconded the motion. Mayor Sanders called for any discussion. After brief discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders" Let the record reflect the motion passed unanimously." Old Business: Councilor McCain offered an amended lease with PHCC. Councilor Churchwell duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for a roll call vote. Mayor Sanders-yes; Councilor Tanner-yes; Councilor Galamore-yes; Councilor Roberts-yes; Councilor Churchwell-yes; Councilor McCain-yes. Mayor Sanders resolution passes unanimously, as Resolution 17-43. Mayor Sanders reported pictures of the property located at 3142 Sweeney Hollow Drive show significant progress has been made and would recommend allowing the property owner 2 more weeks to complete the cleanup work. Councilor Roberts offered a motion to table the abatement process regarding 3142 Sweeney Hollow Drive for 2 more weeks. Councilor Galamore duly seconded the motion. Mayor Sanders called for any discussion. After brief discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." New Business: Councilor McCain offered a resolution authorizing the Mayor to execute a contract for a roofing project at the Rock School, with GKL Companies, in the amount of $211,000.00. Councilor Churchwell duly seconded the motion. Mayor Sanders called for any discussion. Mayor Sanders stated “no one voiced an objection for the 48-hour consideration. As there was no further discussion, Mayor Sanders called for a roll call vote with the following results: Mayor Sanders-yes; Councilor Tanner-yes; Councilor Galamore-yes; Councilor Roberts-yes; Councilor Churchwell-yes; Councilor McCain-yes. Mayor Sanders, resolution passes unanimously as, Resolution 17-44. Council heard reports from: Matt Nixon, Assistant Park and Recreation Director; Eric Winfrey, Public Works Director; and Allison Scanlan, Library Director. Public Comment: None. Councilor McCain moved to adjourn. Councilor Galamore duly seconded the motion. Mayor Sanders called for all opposed to say “no”, all in favor say “aye”. Motion carried.
