Council Minutes May 16, 2019 – 7:00 p.m. Regular Meeting The Pinson City Council met in regular session in Council Chambers at 4410 Main Street on Thursday, May 16, 2019. Mayor Sanders led the invocation. Councilor Tanner led the Pledge of Allegiance to the Flag of the United States of America. Roll Call: Marie Turner, City Clerk, called roll of Pinson City Council with the following council members present: Mayor Sanders Councilor Tanner Councilor Galamore Councilor Roberts Councilor Churchwell Councilor McCain Minutes: Councilor Roberts offered a motion to waive the reading of the May 2, 2019, minutes. Councilor Churchwell duly seconded the motion. Mayor Sanders called for all opposed to say "no", all in favor say "aye." Councilor Churchwell made a motion to accept the minutes as written of the May 2, 2019, meeting. Councilor Roberts duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders" Let the record reflect both motions passed unanimously". Committee Chair Comments: Councilor Tanner offered a motion to pay the bills in the amount of 54,814.28, a copy of the bills schedule is attached. Councilor Galamore duly seconded the motion. Mayor Sanders called for any discussion. Councilor Tanner stated there is an addition of $500.00 for the Local Government Health Insurance. Mayor Sanders called for any further discussion. As there was no further discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders "Let the record reflect the motion passed unanimously." Councilor Tanner announced there will be a Finance committee meeting to discuss the 2019/2020 Budget, Tuesday, May 21st, at 5:00 p.m. at City Hall. Annexation: Councilor Churchwell offered an ordinance annexing certain territory into the corporate limits of the City of Pinson, Alabama, located at 6520 Pinewood Drive, owner(s) Neel Michael A & Johnnie Sue Cherneski. Councilor McCain duly seconded the motion. Mayor Sanders called for unanimous consent to consider: Mayor Sanders-yes; Councilor Tanner-yes; Councilor Galamore-yes; Councilor Roberts-yes; Councilor Churchwell-yes; Councilor McCain-yes. Mayor Sanders, unanimous consent passes. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for a roll call vote on the main ordinance with the following results: Mayor Sanders-yes; Councilor Tanner-yes; Councilor Galamore-yes; Councilor Roberts-yes; Councilor Churchwell-yes; Councilor McCain-yes. Mayor Sanders, ordinance passes unanimously as, Ordinance 2019-12. Enhancements: Councilor McCain mentioned Movies in the Park began on May 3rd showing Grinch and there were 283 in attendance. The following movies to be shown in May. May 17th – Mary Poppins Returns; May 24th- Ralph breaks the internet. All movies will be shown at Bicentennial Park beginning at dusk. Mayor Sanders mentioned Beat the Heat at Turkey Creek will be held, July 20th; and the date for National Night Out is August 6th and this year will be held at Bicentennial Park. Education: Mayor Sanders mentioned the new library at Kermit Johnson Elementary is housed in the old lunchroom space. Mayor Sanders mention council has received thank you plaques from PVHS Football and Basketball and the Special Olympics. Mayor Sanders stated the July 4, 2019, council meeting will be held on, Jul;y 3, 2019, at 2:00 p.m. Mayor Sanders presented a quote for assorted items at PYSC as requested for a first reading. Mayor’s Report: Councilor Galamore offered a motion approving up to $2,000.00 for repairs of the Splash Pad equipment. Councilor Roberts duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Old Business: Councilor Tanner reported on the attendance of the Alabama League of Municipalities Convention in Mobile by Councilor Churchwell, Councilor Tanner and the City Clerk. Councilor Tanner offered a motion approving the purchase of a 14ft Christmas tree with a 3 ft snowflake topper and red, green, and gold ornaments at a cost of $6,811.00. Councilor Roberts duly seconded the motion. Mayor Sanders called for further discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders "Let the record reflect the motion passed unanimously." Councilor McCain offered a motion approving flooring in the Event room, Hall and side at a cost of $22,583.00. Councilor Galamore duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders and councilor Roberts explained to council their thoughts on terminating SeeClickFix, due to the high cost of the service and the low community involvement. Councilor Roberts offered a motion to terminate services with SeeClickFix. Councilor Churchwell duly seconded the motion. Mayor Sanders called for any discussion. Matt Nixon, Interim Park and Recreation Director, gave a report regarding Park and Rec. Public Comment: Chief Gene Coleman, Center Point Fire District, gave a report on the Center Point Fire District. Rhonda Ryan, P. O. Box 94911, Birmingham 35215, CEO of Positive Impact Ministries, explained the purpose of the ministry and asked council to participate. Mayor Sanders stated the city can’t subsidize supplies, and ask Ms. Ryan to give the information to Attorney Black for legalities. Councilor McCain offered a motion to enter executive session to discuss real estate. Councilor Roberts duly seconded the motion. Mayor Sanders called for all opposed say “no”, all in favor say “aye”. Mayor Sanders, “Let the record reflect the motion passed unanimously. Mayor Sanders stated we will not reconvene other than to adjourn. Mayor Sanders called council out of executive session.
