Council Minutes June 6, 2019 – 7:00 p.m. Regular Meeting The Pinson City Council met in regular session in Council Chambers at 4410 Main Street on Thursday, June 6, 2019. Mayor Sanders led the invocation. Councilor Tanner led the Pledge of Allegiance to the Flag of the United States of America. Roll Call: Marie Turner, City Clerk, called roll of Pinson City Council with the following council members present: Mayor Sanders Councilor Tanner Councilor Roberts Councilor Churchwell Councilor McCain Absent: Councilor Galamore Minutes: Councilor Roberts offered a motion to waive the reading of the May 16, 2019, minutes. Councilor Churchwell duly seconded the motion. Mayor Sanders called for all opposed to say "no", all in favor say "aye." Councilor Churchwell made a motion to accept the minutes as written of the May 16, 2019, meeting. Councilor McCain duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders" Let the record reflect both motions passed unanimously". Committee Chair Comments: Councilor Tanner offered a motion to pay the bills in the amount of 73,529.95, a copy of the bills schedule is attached. Councilor Roberts duly seconded the motion. Mayor Sanders called for any discussion. Councilor Tanner mentioned, $20,000. of the total is for Turkey Creek Nature Preserve, Resident manager. Mayor Sanders called for any further discussion. As there was no further discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders "Let the record reflect the motion passed unanimously." Mayor Sanders offered a first reading on the 2019/2020 Budget. Enhancements: Mayor Sanders mentioned there was a great turnout for Movies in May. Mayor Sanders mentioned Beat the Heat at Turkey Creek will be held, July 20th; 10:00 a.m.- 1:00 p.m. and the date for National Night Out is August 6th, beginning at 6 p.m. and this year will be held at Bicentennial Park. Mayor’s Report: Mayor Sanders mentioned the July 4th council meeting will be held, July 3rd at 2 p.m., due to the holiday. Mayor Sanders opened a Public Hearing regarding 6807 Briarwood Drive. Annette Jackson, owner 6807 Briarwood Drive. Ms. Jackson stated she is working on cleaning up the property and the total renovation should be approximately 2 months. Mayor Sanders stated we will Stay action on this case, pending action by the homeowner. Old Business: Councilor Roberts offered a motion to approve the Jefferson County Mayors’ Good Neighbor Pledge. Councilor McCain duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders "Let the record reflect the motion passed unanimously." Councilor McCain offered a resolution concerning the membership of the Pinson Parks and Recreation Advisory Board. Councilor Roberts duly seconded the motion. Mayor Sanders called for any discussion. After brief discussion, Mayor Sanders called for a roll call vote with the following results: Mayor Sanders-yes; Councilor Tanner-abstain; Councilor Roberts-yes; Councilor Churchwell- yes; Councilor McCain-yes. Mayor Sanders, resolution passes as, Resolution 19-21. New Business: Councilor Tanner offered a motion authorizing release of the Fire Districts base allocated funds, in the amount of $12,500. each for; Centerpoint Fire District and Palmerdale Fire District; and $500. for Glenwood Fire District. Councilor Churchwell duly seconded the motion. Mayor Sanders stated both Fire Chiefs plan to use the funds for training. Mayor Sanders called for any further discussion. As there was no further discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders "Let the record reflect the motion passed unanimously." Eric Winfrey, Public Works Director, gave a report regarding Public Works. Allison Scanlan, Library Director, gave a report regarding the Library. Matt Nixon, Interim Park and Recreation Director, gave a report regarding Park and Rec. Public Comment: Chief Gene Coleman, Center Point Fire District, gave a report on the Center Point Fire District. Councilor McCain offered a motion to enter executive session to discuss litigation and trade and commerce. Councilor Roberts duly seconded the motion. Attorney Black, I provide certification in regard to litigation it would be detrimental if items were discussed in open forum. Mayor Sanders stated we will not reconvene other than to adjourn. Mayor Sanders called council out of executive session. Councilor Churchwell moved to adjourn.
