Council Minutes June 20, 2019 – 7:00 p.m. Regular Meeting The Pinson City Council met in regular session in Council Chambers at 4410 Main Street on Thursday, June 20, 2019. Mayor Sanders led the invocation. Councilor Tanner led the Pledge of Allegiance to the Flag of the United States of America. Roll Call: Marie Turner, City Clerk, called roll of Pinson City Council with the following council members present: Mayor Sanders Councilor Tanner Councilor Galamore Councilor Roberts Councilor Churchwell Councilor McCain Minutes: Councilor Roberts offered a motion to waive the reading of the June 6, 2019, minutes. Councilor Galamore duly seconded the motion. Mayor Sanders called for all opposed to say "no", all in favor say "aye." Councilor Churchwell made a motion to accept the minutes as written of the June 6, 2019, meeting. Councilor McCain duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders" Let the record reflect both motions passed unanimously". Councilor Roberts offered a resolution recognizing the 2018/2019 Pinson Valley High School Special Olympics team. Councilor McCain duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for a roll call vote with the following results: Mayor Sanders-yes; Councilor Tanner-yes; Councilor Galamore-yes; Councilor Roberts-yes; Councilor Churchwell-yes; Councilor McCain-yes. Mayor Sanders, resolution passes as, Resolution 19-22. Mayor Sanders stated, council will present team members with a copy of this resolution at the, July 18, 2019, council meeting. Committee Chair Comments: Councilor Tanner offered a motion to pay the bills in the amount of 189,922.82, a copy of the bills schedule is attached. Councilor Roberts duly seconded the motion. Mayor Sanders called for any discussion. Councilor Tanner mentioned, $115,000.00, of the total is for the annual General Obligation Warrant payment, and $28,000.00 for the Jefferson County Sheriff’s Deputies. Mayor Sanders called for any further discussion. As there was no further discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders "Let the record reflect the motion passed unanimously." Councilor Tanner offered a motion to approve the 2019/2020 Budget. Councilor Churchwell duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders stated, all eligible employees will receive a 3% raise, with the Clerk and Public Works Director receiving a 5% raise to bring their salaries to market value. Enhancements: Councilor McCain mentioned Beat the Heat at Turkey Creek will be held, July 20th; 10:00 a.m.- 1:00 p.m. and the date for National Night Out is August 6th, beginning at 6 p.m. and this year will be held at Bicentennial Park. Education: Councilor Tanner offered a motion to approve school request received for the 2019/2020 school year. Councilor McCain duly seconded the motion. Mayor Sanders suspended rules to allow Joe Cochran to explain the request for a new sound system at PVHS football field. Mr. Cochran explained the need for the new sound system and how the existing system would be recycled for use at other school locations. Mayor Sanders reinstated rules. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor’s Report: Mayor Sanders mentioned the July 4th council meeting will be held, July 3rd at 2 p.m., due to the holiday. Mayor Sanders congratulated Councilor Tanner for achieving, Ameritus Status through the Alabama League of Municipalities CMO Program. Councilor Roberts stated this is a big thing because not many achieve that level. Old Business: Councilor McCain offered a motion authorizing the purchase of street lights from Mayer Electric, and Craft Electric will install, which match the others we have at the Rock School, to be located at Silver Lake Road at the end of the Rock School Center, at a cost of $6,300.00. Councilor Galamore duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders "Let the record reflect the motion passed unanimously." Councilor Tanner offered a motion approving Dedication Plaques for city buildings. Councilor Roberts duly seconded the motion. Councilor Tanner offered a resolution accepting proposals and authorizing demolition of property located at 4094 Spring Street and 4422 Main Street, at a cost of $15,800.00 (Spring Street $9,000 from Eastern Tree Service and Main Street $6,800 from Jones Valley Construction). Councilor McCain duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for a roll call vote with the following results: Mayor Sanders-yes; Councilor Tanner-yes; Councilor Galamore-yes; Councilor Roberts-yes; Councilor Churchwell-yes; Councilor McCain-yes. Mayor Sanders, resolution passes as, Resolution 19-23. New Business: Councilor Roberts offered a resolution authorizing the Mayor to receive bids for Debris Removal; Said bids to be returned by the 30th day of July 2019, at 3:00 p.m. Councilor Galamore duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for a roll call vote with the following results: Mayor Sanders-yes; Councilor Tanner-yes; Councilor Galamore-yes; Councilor Roberts-yes; Councilor Churchwell-yes; Councilor McCain-yes. Mayor Sanders, resolution passes as, Resolution 19-24. Councilor Tanner offered a motion to contribute $500.00 to ClasTran. Councilor McCain duly seconded the motion. Mayor Sanders asked for any objection for immediate consideration. Mayor Sanders, “Let the record reflect there was no objection for immediate consideration”. Mayor Sanders called for any discussion. Public Comment: Chief Gene Coleman, Center Point Fire District, gave a report on the Center Point Fire District. Joe Cochran, PVHS Softball Board President. Announced the softball fundraiser is ongoing, orders will be taken until June 24th and delivered on July 2nd. Wes Graham, Principal, Rudd Middle School, gave a report concerning upgrades at Rudd Middle School and thanked council for their support of the school. Councilor Roberts offered a motion to enter executive session to discuss litigation. Councilor McCain duly seconded the motion. Attorney Black, I provide certification in regard to litigation it would be detrimental if items were discussed in open forum. Mayor Sanders stated we will not reconvene other than to adjourn. Mayor Sanders called council out of executive session. Councilor Churchwell moved to adjourn.
