Council Minutes July 18, 2019 – 7:00 p.m. Regular Meeting The Pinson City Council met in regular session in Council Chambers at 4410 Main Street on Thursday, July 18, 2019. Mayor Sanders led the invocation. Councilor McCain led the Pledge of Allegiance to the Flag of the United States of America. Mayor Sanders appointed Anjelea May, Acting City Clerk. Roll Call: Anjelea May, Acting City Clerk, called roll of Pinson City Council with the following council members present: Mayor Sanders Councilor Roberts Councilor Churchwell Councilor McCain Absent: Councilor Tanner Councilor Galamore Mayor Sanders presented Pinson Valley High School Special Olympics team a Resolution, passed at a previous meeting, recognizing their outstanding work and dedication to the 2018- 2019 season. Minutes: Councilor Roberts offered a motion to waive the reading of the July 3, 2019, minutes. Councilor Churchwell duly seconded the motion. Mayor Sanders called for all opposed to say "no", all in favor say "aye." Councilor Churchwell made a motion to accept the minutes as written of the July 3, 2019, meeting. Councilor McCain duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders" Let the record reflect both motions passed unanimously." Mayor Sanders swore in Deputy Brian Williams as a City of Pinson contract Deputy. Committee Chair Comments: Finance: Councilor McCain made a motion to approve payment of the bills in the amount of $90,404.39 a copy of the bills schedule is attached. Councilor Roberts duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Annexation: Councilor Churchwell offered an ordinance annexing certain territory into the corporate limits of the City of Pinson, Alabama, located at 5171 Briarwood Circle and 6807 Briarwood Drive. Councilor McCain duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for unanimous consent to consider with the following results: Mayor Sanders-yes; Councilor Roberts-yes; Councilor Churchwell-yes; Councilor McCain-yes. Councilor Churchwell offered an ordinance annexing certain territory into the corporate limits of the City of Pinson, Alabama, located at 5416 Sandi Circle. Councilor McCain duly seconded the motion. Enhancements: Councilor McCain mentioned Beat the Heat at Turkey Creek is this Saturday and the Mayor and Council will be there handing out cool treats. Councilor McCain mentioned National Night Out is August 6 and will be at Bicentennial Park for the first time with the splash pad free to all Pinson residents. Mayor’s Report: Mayor Sanders opened a Public Hearing regarding property located at 6268 Spraul Avenue and 6520 Pinewood Drive. Mayor Sanders stated no one was present to speak for or against. Mayor Sanders closed the Public Hearing. Councilor McCain offered an ordinance changing the zoning classification of real estate located in the City of Pinson, Alabama, 6268 Spraul Avenue and 6520 Pinewood Drive, from Jefferson County R6 and R1 to City of Pinson RM and RL. Councilor Churchwell duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for unanimous consent to consider with the following results: Mayor Sanders-yes; Councilor Roberts-yes; Councilor Churchwell-yes; Councilor McCain-yes. Mayor Sanders, ordinance passes unanimously as, Ordinance 2019-15. Mayor Sanders opened a Public Hearing regarding property located at 4794-4850 Bud Holmes Road. Mayor Sanders stated no one was present to speak for or against. Mayor Sanders closed the Public Hearing. Councilor Churchwell offered a resolution ordering the demolition of a building or structure located at 4794-4850 Bud Holmes Road, Alabama, Parcel ID# 09-00-29-4-001-001.000, in compliance with sections 11-40-30 through 11-40-36, sections 11-53B-1 through 11-53B-16, inclusive of the Code of Alabama, and in compliance with Ordinance number 2016-16 of City of Pinson, Alabama; and calling for the city to cause said demolition to be performed and directing the city attorney and the city clerk to cause the cost of such demolition to be charged against the land on which the building or structure exists as a municipal lien or cause such cost to be recovered in a suit at law against the owner or owners. Old Business: None New Business: Councilor Roberts made a motion to purchase 2 HVAC units from Apex in the amount of $22,600.00 to replace the units in the Rock School auditorium. Councilor McCain duly seconded the motion. Mayor Sanders called for any discussion. Mayor Sanders, motion passes unanimously. Councilor McCain offered a resolution authorizing the Mayor to execute an inter-governmental agreement with the Jefferson County Board of Education in regards for the use of the gymnasium. Councilor Roberts duly seconded the motion. Mayor Sanders called for any discussion. Mayor Sanders, resolution passes unanimously as, Resolution 19-27. Mayor Sanders offered a first reading on a quote from Ladd’s in the amount of $10,573.00 for a field maintenance machine to be used at all the city parks. Matt Nixon, Park Director, mentioned the Pinson Park and Recreation Advisory Board had their first meeting this week and they will be meeting again August 13. Mr. Nixon mentioned he is in the process of applying for several grants. Mr. Nixon gave the Mayor and council a list of ideas and goals from the advisory board. Public Comment: Captain Craig Higginbotham with the Center Point Fire Department announced the Golf Tournament will be in July. Captain Higginbotham stated the gear machine the City of Pinson purchased has been installed and has already been used. James Hyche, 5900 block of Miles Spring Road, stated he spoke with the company who owns Winn Dixie about ADA concerns. Councilor Churchwell moved to adjourn.
