Council Minutes August 1, 2019 – 7:00 p.m. Regular Meeting The Pinson City Council met in regular session in Council Chambers at 4410 Main Street on Thursday, August 1, 2019. Mayor Sanders led the invocation. Councilor McCain led the Pledge of Allegiance to the Flag of the United States of America. Roll Call: Marie Turner, City Clerk, called roll of Pinson City Council with the following council members present: Mayor Sanders Councilor Tanner Councilor Galamore Councilor Roberts Councilor Churchwell Councilor McCain Minutes: Councilor Roberts offered a motion to waive the reading of the July 18, 2019, minutes. Councilor Churchwell duly seconded the motion. Mayor Sanders called for all opposed to say "no", all in favor say "aye." Councilor Churchwell made a motion to accept the minutes as written of the July 18, 2019, meeting. Councilor McCain duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders" Let the record reflect both motions passed unanimously." Committee Chair Comments: Finance: Councilor McCain made a motion to approve payment of the bills in the amount of $31,444.93 a copy of the bills schedule is attached. Councilor Roberts duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders "Let the record reflect the motion passed unanimously." Education: Mayor Sanders mentioned pictures are available for viewing of the new lunchroom at Kermit Johnson. Mayor Sanders added, renovations have begun at Rudd Middle School. Enhancements: Councilor McCain mentioned Beat the Heat at Turkey Creek held on, July 20th, went very well, adding the city gave out cool treats to those in attendance. Councilor McCain announced National Night Out is August 6 and will be at Bicentennial Park for the first time with the splash pad free to all Pinson residents. Councilor McCain mentioned City Hall Selfie Day is, August 15th. Mayor’s Report: Councilor Roberts offered a motion to approve speed devices for Heatherpointe Subdivision at a cost of, $20,909.00. Councilor McCain duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders mentioned the Health Department will be collecting old electronics on, August 10, 2019, from 9:00 a.m. – 11:30 a.m., at the Centerpoint Courthouse Annex. Mayor Sanders appointed Glenda Kirkland to the Planning and Zoning Commission, to replace David Sparkman and fulfil his term which will expire the end of 2021. Mayor Sanders suspended rules. Eric Winfrey, Public Works Director, explained to council the importance of purchasing a top- dressing field machine. Mayor Sanders reinstated rules. Old Business: Councilor Galamore offered a motion to approve the purchase of a top-dressing field machine, at a cost of $10,573.00. Councilor Tanner duly second the motion. Mayor Sanders called for any discussion. After brief discussion, Mayor Sanders called for a roll call vote with the following results: Mayor Sanders-yes; Councilor Tanner-yes; Councilor Galamore-yes; Councilor Roberts-yes; Councilor Churchwell-yes; Councilor McCain-yes. Mayor Sanders, motion passes unanimously. Councilor Churchwell offered a motion to approve a LEGO replica of the old hotel located on Spring Street, at a cost of $900.00. Councilor McCain duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Matt Nixon, Park and Recreation Director, spoke to council about the repairs that are needed at PYSC. Mayor Sanders reinstated rules. Councilor Galamore offered a motion to approve a quote for several repairs to, sound, stairs, and siding at PYSC, at a cost of $36,193.00. Councilor Tanner duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for a roll call vote with the following results: Mayor Sanders-yes; Councilor Tanner-yes; Councilor Galamore-yes; Councilor Roberts-yes; Councilor Churchwell-yes; Councilor McCain-yes. Mayor Sanders, motion passes unanimously. Councilor Roberts offered a resolution accepting said bids received on the 30th day of July 2019, for debris removal services and authorizing the Mayor to contract with the lowest, most responsible bid received, being ETS. Councilor McCain duly seconded the motion. Mayor Sanders called for any discussion. After some discussion, Mayor Sanders called for a roll call vote with the following results: Mayor Sanders-yes; Councilor Tanner-yes; Councilor Galamore-yes; Councilor Roberts-yes; Councilor Churchwell-yes; Councilor McCain-yes. Mayor Sanders, resolution passes unanimously as, Resolution 19-28. Mayor Sanders reported the Community Center air conditioning unit has failed. Mayor Sanders has received quotes for repair. Councilor Churchwell offered a motion to approve option 2 at a cost of $6,420.00, or option 3 at a cost of $12,283.00, if it is determined the entire unit is not working. Councilor Galamore duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for a roll call vote with the following results: Mayor Sanders-yes; Councilor Tanner-yes; Councilor Galamore-yes; Councilor Roberts-yes; Councilor Churchwell-yes; Councilor McCain-yes. Mayor Sanders, motion passes unanimously. Eric Winfrey gave a report regarding the Public Works department. Matt Nixon, Park and Recreation Director, gave a report regarding the Park and Recreation department. Allison Scanlan, Library Director, gave a report regarding the Library. Councilor Tanner mentioned “Meet the Indians” will be held August 16, 2019, with the first game starting at 5:30 p.m. Public Comment: Chief Gene Coleman gave the Center Point Fire District report. Nick Tolbert, Commissioner Joe Knight’s Assistant introduced himself and offered any help with the commissioner’s office. Councilor McCain offered a motion to enter executive session to discuss real estate, trade and commerce and litigation. Councilor Tanner duly seconded the motion. Attorney Black, I provide certification in regard to litigation it would be detrimental if items were discussed in open forum.
