Council Minutes August 15, 2019 – 7:00 p.m. Regular Meeting The Pinson City Council met in regular session in Council Chambers at 4410 Main Street on Thursday, August 15, 2019. Mayor Sanders led the invocation. Councilor Tanner led the Pledge of Allegiance to the Flag of the United States of America. Mayor Sanders appointed Anjelea May, Acting City Clerk. Roll Call: Anjelea May, Acting City Clerk, called roll of Pinson City Council with the following council members present: Mayor Sanders Councilor Tanner Councilor Galamore Councilor Roberts Councilor Churchwell Absent: Councilor McCain Minutes: Councilor Roberts made a motion to waive the reading of the August 1, 2019, minutes. Councilor Churchwell duly seconded the motion. Mayor Sanders called for all opposed to say "no", all in favor say "aye." Councilor Churchwell made a motion to accept the minutes as written of the August 1, 2019, meeting. Councilor Roberts duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders" Let the record reflect both motions passed unanimously." Committee Chair Comments: Finance: Councilor Tanner made a motion to approve payment of the bills in the amount of $118,218.04 a copy of the bills schedule is attached. Councilor Roberts duly seconded the motion. Mayor Sanders called for any discussion. After brief discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Education: Mayor Hoyt Sanders suspended the rules to allow Principal Wes Graham to present plans for the renovation and additions at Rudd Middle School. Principal Wes Graham presented the plans and phases of the construction. Principal Graham stated the construction should take around 18 months to complete. Mrs. Jones, Principal at Pinson Elementary, stated they had a great first day and Pinson Elementary had a new addition in the red building that will be the new data room. Mayor Sanders reinstated the rules. Enhancements: Mayor Sanders stated they served over 120 people at National Night Out and it was their biggest crowd. Mayor’s Report: Mayor Sanders opened a Public Hearing regarding rezoning of property located at 4233 & 4207 Glen Brook Road. Mayor Sanders stated no one was present to speak for or against. Mayor Sanders closed the Public Hearing. Councilor Roberts offered an ordinance changing the zoning classification of real estate located in the City of Pinson, Alabama, 4233 & 4207 Glen Brook Road, from City of Pinson CI to lot “1” to remain City of Pinson CI and lot “2” to City of Pinson RM. Councilor Churchwell duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for unanimous consent to consider with the following results: Mayor Sanders-yes; Councilor Tanner-yes; Councilor Galamore-yes; Councilor Roberts-yes; Councilor Churchwell-yes. Mayor Sanders, consent passes unanimously. Mayor Sanders called for a roll call vote with the following results: Mayor Sanders-yes; Councilor Tanner-yes; Councilor Galamore-yes; Councilor Roberts-yes; Councilor Churchwell-yes. Mayor Sanders, ordinance passes unanimously as, Ordinance 2019-16. Old Business: Councilor Galamore offered a first reading on additional Christmas decoration. Councilor Churchwell made a motion to renew contract with Lights of Christmas. Councilor Galamore duly seconded the motion. Mayor Sanders called for any discussion. Councilor Roberts made a motion to purchase plaques for city buildings with 2 changes: The date should be 2008 and Library Board member Parker should be Tamisha. Mayor Sanders" Let the record reflect motion passed unanimously." New Business: Councilor Tanner offered a resolution authorizing the deposit of certain gasoline taxes and stating the intended use. Councilor Roberts duly seconded the motion. Mayor Sanders called for any discussion. After brief discussion, Mayor Sanders called for a roll call vote with the following results: Mayor Sanders-yes; Councilor Tanner-yes; Councilor Galamore-yes; Councilor Roberts-yes; Councilor Churchwell-yes. Mayor Sanders, resolution passes unanimously as, Resolution 19-29. Councilor Tanner offered a resolution granting funds to JEFFCOED to serve Pinson Valley High School. Councilor Roberts duly seconded the motion. Mayor Sanders called for any discussion. After brief discussion, Mayor Sanders called for a roll call vote with the following results: Mayor Sanders-yes; Councilor Tanner-yes; Councilor Galamore-abstain; Councilor Roberts-yes; Councilor Churchwell-yes. Mayor Sanders, resolution passes as, Resolution 19-30. Councilor Galamore mentioned that Meet the Indians 2019 will be tomorrow night, August 16, at Pinson Valley High School. Councilor Galamore stated gates will open at 5:00 p.m. and Rudd will scrimmage at 5:30 p.m. and PVHS will scrimmage at 7:00 p.m. Councilor Tanner made a motion to purchase a new set of chains, poles and down marker in the amount of $1,929.27, visitor benches in the amount of $1,517.30, football helmet decals in the amount of $2,092.78, security camera upgrades in the amount of $2,000.00 for PVHS for a total of $7,539.35. Councilor Roberts duly seconded the motion. Mayor Sanders called for any discussion. After brief discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Councilor Churchwell offered a resolution authorizing the Mayor to execute a contract for the purchase of real estate. Councilor Galamore duly seconded the motion. Mayor Sanders called for any discussion. After brief discussion, Mayor Sanders called for a roll call vote with the following results: Mayor Sanders-yes; Councilor Tanner-yes; Councilor Galamore-yes; Councilor Roberts-abstain; Councilor Churchwell-yes. Mayor Sanders, resolution passes as, Resolution 19-31. Public Comment: Councilor Roberts mentioned the library will be closed tomorrow for staff training. Councilor Churchwell mentioned over 150 attended the Rock School Reunion. Councilor Galamore moved to adjourn. Councilor Tanner duly seconded the motion.
