Council Minutes September 5, 2019 – 7:00 p.m. Regular Meeting The Pinson City Council met in regular session in Council Chambers at 4410 Main Street on Thursday, September 5, 2019. Mayor Sanders led the invocation. Councilor Tanner led the Pledge of Allegiance to the Flag of the United States of America. Mayor Sanders appointed Anjelea May, Acting City Clerk. Roll Call: Anjelea May, Acting City Clerk, called roll of Pinson City Council with the following council members present: Mayor Sanders Councilor Tanner Councilor Roberts Councilor Churchwell Absent: Councilor Galamore Councilor McCain Minutes: Councilor Roberts made a motion to waive the reading of the August 15, 2019, minutes. Councilor Churchwell duly seconded the motion. Mayor Sanders called for all opposed to say "no", all in favor say "aye." Councilor Churchwell made a motion to accept the minutes as written of the August 15, 2019, meeting. Councilor Roberts duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders" Let the record reflect both motions passed unanimously." Committee Chair Comments: Finance: Councilor Tanner made a motion to approve payment of the bills in the amount of $124,416.56 a copy of the bills schedule is attached. Councilor Churchwell duly seconded the motion. Mayor Sanders called for any discussion. After brief discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders "Let the record reflect the motion passed unanimously." Education: Mayor Sanders announced Pinson Valley High School will play Shades Valley at home tomorrow night and Pinson Valley High School will play at Clay Chalkville High School, September 13. Mayor Sanders also announced Pride of the Valley Marching Festival will be September 28 and they are still in need of volunteers. Enhancements: Mayor Sanders announced the Alabama Butterbean Festival will be October 4- 5. Mayor Sanders also announced the Christmas Parade will be December 7. Mayor’s Report: Mayor Sanders opened a Public Hearing regarding property located at 2812 Sweeney Hollow Circle. Mayor Sanders stated no one was present to speak for or against. Mayor Sanders closed the Public Hearing. Councilor Roberts offered a resolution declaring a public nuisance relating to overgrown grass/weeds at 2812 Sweeney Hollow Road. Councilor Tanner duly seconded the motion. Mayor Sanders called for any discussion. After some discussion, Mayor Sanders called for a roll call vote with the following results: Mayor Sanders-yes; Councilor Tanner-yes; Councilor Roberts-yes; Councilor Churchwell-yes. Mayor Sanders, ordinance passes unanimously as, Resolution 2019-32. Mayor Sanders announced the Palmerdale Homestead Community will go before the Alabama Historical Commission on September 26 regarding the historical registry status. Old Business: None New Business: Councilor Roberts offered a resolution directing the Mayor to execute a service agreement with Alabama Power for upgrades for exterior lighting. Councilor Churchwell duly seconded the motion. Mayor Sanders called for any discussion. After brief discussion, Mayor Sanders called for a roll call vote with the following results: Mayor Sanders-yes; Councilor Tanner-yes; Councilor Roberts-yes; Councilor Churchwell-yes. Mayor Sanders, resolution passes unanimously as, Resolution 19-33. Mayor Sanders offered a first reading on a resolution to contract with the Greater Birmingham Humane Society for animal control and pound services. Councilor Tanner stated she would have information at the next meeting about ordering uniforms for the Pinson Valley High School baseball team. Allison Scanlan, Pinson Public Library Director, gave a review of the summer reading program. Mrs. Scanlan announced the Pinson Public Library will be featured in the Library Journal Architecture edition in the November 2019 issue. Matthew Nixon, Park Director, updated council on fall sports programs. Mr. Nixon announced the Park Board will meet September 16 at 6 p.m. at City Hall. Eric Winfrey, Public Works Director, updated council on the summer projects. Mr. Winfrey stated he has several projects for the winter. Those projects will include rebuilding the infields at Pinson Youth Sports Complex, moving the old storage building at Pinson Youth Sports Complex, adding gates at Bradford Park and building a cover to store brick dust. Chef Gene Coleman with Center Point Fire Department mentioned CPFD has plans to purchase a new rescue unit. Chef Coleman also mentioned it has been a very stressful 72 hours. The CPFD has worked 2 major structure fires. Public Comment: Barry Wilson announced the Insanitarium will open, September 27. Councilor Roberts offered a motion to enter executive session to discuss real estate. Councilor Tanner duly seconded the motion. Mayor Sanders called for all opposed say “no”, all in favor say “aye”. Mayor Sanders, “Let the record reflect the motion passed unanimously. Mayor Sanders stated we will not reconvene other than to adjourn. Mayor Sanders released Anjelea May, Acting City Clerk. Mayor Sanders appointed Dawn Tanner, Acting City Clerk. Mayor Sanders called council out of executive session. Councilor Churchwell moved to adjourn. Councilor Roberts duly seconded the motion. Mayor Sanders called for all opposed to say “no”, all in favor say “aye”. Motion carried.
