Council Minutes September 19, 2019 – 7:00 p.m. Regular Meeting The Pinson City Council met in regular session in Council Chambers at 4410 Main Street on Thursday, September 19, 2019. Mayor Sanders led the invocation. Councilor Galamore led the Pledge of Allegiance to the Flag of the United States of America. Roll Call: Anjelea May, Acting City Clerk, called roll of Pinson City Council with the following council members present: Mayor Sanders Councilor Galamore Councilor Roberts Councilor Churchwell Councilor McCain Absent: Councilor Tanner Minutes: Councilor Roberts made a motion to waive the reading of the September 5, 2019, minutes. Councilor Churchwell duly seconded the motion. Mayor Sanders called for all opposed to say "no", all in favor say "aye." Councilor Churchwell made a motion to accept the minutes as written of the September 5, 2019, meeting. Councilor McCain duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders" Let the record reflect both motions passed unanimously." Committee Chair Comments: Finance: Councilor Galamore made a motion to approve payment of the bills in the amount of $75,989.28 a copy of the bills schedule is attached. Councilor Roberts duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Education: Mayor Sanders announced Pinson Valley High School will play Oxford at home Friday, September 20, 2019, adding the Pride of the Valley Marching Festival will be September 28, 2019. and they are still in need of volunteers. Enhancements: Mayor Sanders announced the Alabama Butterbean Festival will be October 4- 5, 2019. Mayor’s Report: Mayor Sanders stated the R.A.’s of First Baptist Pinson presented the city with a framed Historical Cemetery Recognition, regarding Baird-Tatum Cemetery. Old Business: Councilor Galamore offered a motion to purchase assorted Christmas decorations for Bicentennial Park at a cost of $10,810.00. Councilor McCain duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders "Let the record reflect the motion passed unanimously." Councilor McCain offered a resolution to contract with the Greater Birmingham Humane Society for animal control and pound services. Councilor Roberts duly seconded the motion. Attorney Black offered basic information regarding Alabama law and the city’s responsibility. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders asked for a roll call vote with the following results: Mayor Sanders-yes; Councilor Galamore-yes; Councilor Roberts-yes; Councilor Churchwell- yes; Councilor McCain-yes. Mayor Sanders, resolution passes unanimously as, Resolution 19-34. New Business: Councilor McCain offered an ordinance to provide for the issuance of an up to $500,000 taxable General Obligation line of credit warrant, of the City of Pinson, Alabama. Councilor Roberts duly seconded the motion. Mayor Sanders called for any discussion. After brief discussion, Mayor Sanders called for a roll call vote with the following results: Mayor Sanders-yes; Councilor Galamore-yes; Councilor Roberts-yes; Councilor Churchwell- yes; Councilor McCain-yes. Mayor Sanders, ordinance passes unanimously as, Ordinance 2019-17. Councilor Churchwell offered a resolution recognizing Solid Rock Church in celebration of their 25th year. Councilor McCain duly seconded the motion. Mayor Sanders called for any discussion. After brief discussion, Mayor Sanders called for a roll call vote with the following results: Mayor Sanders-yes; Councilor Galamore-yes; Councilor Roberts-yes; Councilor Churchwell- yes; Councilor McCain-yes. Mayor Sanders, resolution passes unanimously as, Resolution 19-35. Chief Gene Coleman with Center Point Fire Department gave the Fire Department report. Chris Horn, Center Point Fire District, announced the Breast Cancer Awareness Kickoff will be held at Cosby Lake on September 28m 20198 from 2:00 p.m. – 4:00 p.m. Public Comment: Barry Wilson announced the Insanitarium will open, September 27. Councilor McCain offered a motion to enter executive session to discuss litigation, real estate & trade and commerce. Councilor Churchwell duly seconded the motion. Attorney Black, I provide certification in regard to litigation it would be detrimental if items were discussed in open forum.
