Council Minutes October 3, 2019 – 7:00 p.m. Regular Meeting The Pinson City Council met in regular session in Council Chambers at 4410 Main Street on Thursday, October 3, 2019. Mayor Sanders led the invocation. Councilor Galamore led the Pledge of Allegiance to the Flag of the United States of America. Roll Call: Marie Turner, City Clerk, called roll of Pinson City Council with the following council members present: Mayor Sanders Councilor Galamore Councilor Roberts Councilor Churchwell Councilor McCain Absent: Councilor Tanner Minutes: Councilor Roberts offered a motion to waive the reading of the September 19, 2019, minutes. Councilor Churchwell duly seconded the motion. Mayor Sanders called for all opposed to say "no", all in favor say "aye." Councilor Churchwell made a motion to accept the minutes as written of the September 19, 2019, meeting. Councilor McCain duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders" Let the record reflect both motions passed unanimously". Committee Chair Comments: Councilor Galamore offered a motion to pay the bills in the amount of 54,667.82, a copy of the bills schedule is attached. Councilor Roberts duly seconded the motion. Mayor Sanders called for any discussion. Councilor Galamore mentioned a portion of the total is for Art’s Music for payment of instruments previously approved for PVHS and Rudd. Mayor Sanders called for any further discussion. As there was no further discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders "Let the record reflect the motion passed unanimously." Education: Councilor Galamore announced the following: PVHS Football @ Gardendale on, October 4th; Huffman @ PVHS on October 11th, which is Homecoming. Councilor Galamore added the Homecoming Parade will be held, Thursday, October 10th and will begin at Triangle Park at 6:00 p.m. and end at Bicentennial Park with a Community Pep Rally. Councilor Galamore requested the use of the city’s Sound System for the Pep Rally and asked that there be officers available to block traffic. Enhancements: Mayor Sanders suspended rules. Ronnie Dixon gave a report on the upcoming Alabama Butterbean Festival. Mayor Sanders reinstated rules. Councilor McCain announced the Veterans Day Luncheon will be held, November 11, 2019, beginning at 11:30 a.m. at the Rock School Center Auditorium. Councilor McCain added, Olive Garden will be catering this event. Mayors Report: Mayor Sanders announced he has received an email stating Palmerdale Historical District has been passed through the Historical Registry, but we have not received a certification at this time. Mayor Sanders mentioned the 2020 Census is fast approaching. Mayor Sanders added, the Census is critical because city funding is based on population; Federal funding and Legislative seats are also based on our Census. Mayor Sanders stated our Library Director, Allison Scanlan will be our point person for the Census and Voter Registration. Mayor Sanders suspended rules. Allison Scanlan spoke regarding the Census, stating she will have a Complete Count Committee and will need trusted leaders in the community to help on this committee. Ronne Dixon stated the Census of Alabama will have a booth at the Alabama Butterbean Festival. Mayor Sanders reinstated rules. Old Business: None. New Business: Mayor Sanders suggested, October 17, 2019, as “Turn Pinson Pink” day. Hearing no objection from council, Mayor Sanders stated we will encourage the businesses to recognize that day well. Councilor Galamore stated she would like to see this celebrated more than one day around the city. Mayor Sanders offered a first reading regarding a resolution for Wreaths Across America. Mayor Sanders offered a first reading regarding an ordinance granting electric franchise to Alabama Power Company, its successors and assigns in the City of Pinson, Alabama. Councilor Churchwell invited everyone to come out to the Alabama Butterbean Festival this weekend, adding we expect possibly 30,000 people to attend. Public Comment: Barry Wilson, PHCC President, announced the Insanitarium is now going on. Phillip Jeffers, 6231 Walnut Circle Drive, Pinson, asked about his previous complaint concerning Cedar Street. Mayor Sanders stated, we have several active cases and it takes a court order to remove property. Ronnie Dixon mentioned the Fireworks show will start at 9:30. Councilor McCain moved to adjourn. Councilor Roberts duly seconded the motion. Mayor Sanders called for all opposed to say “no”, all in favor say “aye”. Motion carried.
