Council Minutes October 17, 2019 – 7:00 p.m. Regular Meeting The Pinson City Council met in regular session in Council Chambers at 4410 Main Street on Thursday, October 17, 2019. Mayor Sanders led the invocation. Councilor Tanner led the Pledge of Allegiance to the Flag of the United States of America. Roll Call: Marie Turner, City Clerk, called roll of Pinson City Council with the following council members present: Mayor Sanders Councilor Tanner Councilor Galamore Councilor Roberts Councilor Churchwell Councilor McCain Minutes: Councilor Roberts offered a motion to waive the reading of the October 3, 2019, minutes. Councilor Churchwell duly seconded the motion. Mayor Sanders called for all opposed to say "no", all in favor say "aye." Councilor Churchwell made a motion to accept the minutes as written of the October 3, 2019, meeting. Councilor McCain duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders" Let the record reflect both motions passed unanimously". Committee Chair Comments: Councilor Tanner offered a motion to pay the bills in the amount of 64,762.33, a copy of the bills schedule is attached. Councilor Roberts duly seconded the motion. Mayor Sanders called for any discussion. Councilor Tanner mentioned a portion of the total was for Jefferson County Deputies Security for Alabama Butterbean Festival. Mayor Sanders called for any further discussion. As there was no further discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Education: Mayor Sanders mentioned the upcoming PVHS Football games, PVHS @ Pell City, October 18th; Lee Huntsville @ PVHS, October 31st. Councilor Galamore stated the Homecoming Parade went well and the Pep Rally at Bicentennial Park was awesome, adding she would like to have the Pep Rally continue being held at Bicentennial Park each year. Councilor Galamore requested the parade begin on Main Street next year. Enhancements: Councilor McCain announced the Veterans Day Luncheon will be held, November 11, 2019, beginning at 11:30 a.m. at the Rock School Center Auditorium, with the Kool Kats performing. Councilor McCain added, Olive Garden will be catering this event. Mayors Report: Mayor Sanders announced there were approximately 5,000 in attendance of the Pride of the Valley Band Competition. Mayor Sanders thanked the First Responders for their presence and help at the festival. Councilor Roberts offered a motion authorizing repair to the Bucket truck in the amount of $3,000.00. Councilor McCain duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders" Let the record reflect the motion passed unanimously". Old Business: Councilor Galamore offered a resolution regarding Wreaths Across America. Councilor McCain duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for a roll call vote on the main resolution with the following results: Mayor Sanders-yes; Councilor Tanner-yes; Councilor Galamore-yes; Councilor Roberts-yes; Councilor Churchwell-yes; Councilor McCain-yes. Mayor Sanders, resolution passes unanimously as, Resolution 19-36. New Business: Councilor Roberts offered a resolution directing the Mayor to execute a service agreement with Alabama Power for upgrades for exterior lighting. Councilor Churchwell duly seconded the motion. Mayor Sanders called for any discussion. After brief discussion, Mayor Sanders called for a roll call vote with the following results: Mayor Sanders-yes; Councilor Tanner-yes; Councilor Galamore-yes; Councilor Roberts-yes; Councilor Churchwell-yes; Councilor McCain-yes. Mayor Sanders, resolution passes unanimously as, Resolution 19-37. Councilor Tanner offered a motion to approve assistance for PVHS Baseball in the amount of $10,500.00, for new uniforms; and Special Olympics in the amount of $1,500.00. Councilor McCain duly seconded the motion. Mayor Sanders called for any discussion. After brief discussion, Mayor Sanders called for a roll call vote with the following results: Mayor Sanders-yes; Councilor Tanner-yes; Councilor Galamore-yes; Councilor Roberts-yes; Councilor Churchwell-yes; councilor McCain-yes. Mayor Sanders, motion passes unanimously. Councilor Tanner mentioned she will be meeting with Kevin Wynn with ABBA regrading window blinds for the Event Center and kitchen, adding she will have a quote at the next meeting. Councilor Tanner offered a motion to approve a quote from Alabama Correctional Industries to build a table for our City Hall LEGO model and a Trophy case in the amount of $6,549.00. Councilor Roberts duly seconded the motion. Mayor Sanders called for any further discussion. As there was no further discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders "Let the record reflect the motion passed unanimously." Eric Winfrey, Public Works Director, gave the Public Works report. Chief Gene Coleman, Center Point Fire District, gave the Fire District report. Public Comment: None. Councilor McCain offered a motion to enter executive session to discuss trade and commerce and real estate. Councilor Tanner duly seconded the motion. Mayor Sanders, I provide certification in regard to trade and commerce it would be detrimental if items were discussed in open forum. Mayor Sanders called for all opposed say “no”, all in favor say “aye”. Mayor Sanders, “Let the record reflect the motion passed unanimously. Mayor Sanders stated we will not reconvene other than to adjourn. Mayor Sanders called council out of executive session. Councilor Churchwell moved to adjourn. Councilor Tanner duly seconded the motion. Mayor Sanders called for all opposed to say “no”, all in favor say “aye”. Motion carried.
