Council Minutes December 5, 2019 – 7:00 p.m. Regular Meeting The Pinson City Council met in regular session in Council Chambers at 4410 Main Street on Thursday, December 5th, 2019. Mayor Sanders led the invocation. Councilor Tanner led the Pledge of Allegiance to the Flag of the United States of America. Mayor Sanders appointed Leah Wiginton, Acting City Clerk. Roll Call: Leah Wiginton, Acting City Clerk, called roll of Pinson City Council with the following council members present: Mayor Sanders Councilor Tanner Councilor Galamore Councilor Roberts Councilor Churchwell Absent: Councilor McCain Minutes: Councilor Roberts offered a motion to waive the reading of the November 21, 2019, minutes. Councilor Churchwell duly seconded the motion. Mayor Sanders called for all opposed to say "no", all in favor say "aye." Councilor Churchwell made a motion to accept the minutes as written of the November 21, 2019, meeting. Councilor Roberts duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders" Let the record reflect both motions passed unanimously." Committee Chair Comments: Finance: Councilor Tanner made a motion to approve payment of the bills in the amount of $73,667.68 a copy of the bills schedule is attached. Councilor Churchwell duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders "Let the record reflect the motion passed unanimously." Education: Mayor Sanders mentioned that Pinson Valley High School football team had a great season. He congratulated them for reaching the semi-finals and his hopes for a great team next year. Councilor Galamore spoke about PVHS theater and their competition at Troy University in the coming weekend. Councilor Galamore also mentioned that PVHS Basketball team is doing well and has placed 2nd in a recent tournament and that there are several team members who are scoring in double digits during each game. Mayor Sanders stated that he would like to recognize PVHS Drama in a council meeting at a later date. Enhancements: Mayor Sanders stated that the Christmas Parade will be Saturday, December 7, 2019, at 10 a.m. and the Tree Lighting would also be, December 7, 2019, at 6 p.m. Mayor Sanders mentioned that the parade route would begin at Pinson Valley High School and end at Triangle Park. Mayor Sanders added that the children’s choir would be present to sing at Bicentennial Park for the Tree lighting. Mayor’s Report: Mayor Sanders reminded everyone the, December 19, 2019, meeting will be at PHCC at 1 p.m. Councilor Tanner made a motion to reschedule council meetings for January of 2019, so that the meetings occur on January 9, and 23, 2020. Councilor Roberts duly seconded the motion. Mayor Sanders called for all opposed to say “no”, all in favor say “aye”. Mayor Sanders, “Let the record show the motion passed unanimously”. Mayor Sanders suspended rules and opened a public hearing regarding Post Annexation zoning of property located at 5416 Sandy Circle. Mayor Sanders, “Let the record reflect there was no one present to speak for or against”. Mayor Sanders reinstated rules. The Pinson Planning and Zoning Commission unanimously offered an ordinance changing the zoning classification of real estate located in the City of Pinson, Alabama, 5416 Sandy Circle, from Jefferson County A1 to City of Pinson RM. Mayor Sanders called for unanimous consent to consider. Mayor Sanders-yes; Councilor Tanner-yes; Councilor Galamore-yes; Councilor Roberts-yes; Councilor Churchwell-yes. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for a roll call vote with the following results: Mayor Sanders-yes; Councilor Tanner-yes; Councilor Galamore-yes; Councilor Roberts-yes; Councilor Churchwell-yes. Mayor Sanders, ordinance passes unanimously as, Ordinance 2019-20. Old Business: Councilor Tanner offered a motion to accept a bid for an Angel Mural painted at the Rock School Center in the amount of $1500. Councilor Galamore duly seconded the motion. Mayor Sanders called for any discussion. Councilor Roberts asked for clarification regarding which side of the building the mural would be located and the size of the mural. Councilor Tanner confirmed it would be at the end of the building in order to draw people’s attention. Mayor Sanders stated that it would be painted to scale with the wall’s size. Councilor Churchwell stated that people would be drawn to it and that he found it interesting to watch people’s reactions to similar artwork. Mayor Sanders called all opposed “no” all in favor “aye”. Mayor Sanders, “Let the record show the motion passed unanimously”. Councilor Tanner offered a motion to accept a bid to have blinds installed in the Event Room in the Rock School Center for $2,500. Councilor Roberts duly seconded the motion. Mayor Sanders called for any discussion. Mayor Sanders stated that room was helpful during the Alabama Butterbean festival. Councilor Churchwell asked about further renovations to the Rock School Center. The Mayor stated that they are still looking at floor options. Councilor Tanner stated that the many different flooring styles in the Rock School Center needed to be considered and hoped that there could be some consistency moving forward. Eric Winfrey, Director of Public Works, spoke to potential flooring concerns and costs. Mayor Sanders stated that they would continue looking at options. The Mayor asked for further questions. Mayor Sanders called all opposed “no” all in favor “aye”. Mayor Sanders, the blinds are approved. Councilor Tanner stated that the council had a first reading regarding the reconditioning of PVHS football helmets and pads the first meeting in August but had not yet acted upon it. Councilor Tanner made a motion to pay $4,696 for reconditioning of PVHS football helmets and shoulder pads. Councilor Galamore duly seconded the motion. Mayor Sanders called all opposed “no” all in favor “aye”. Mayor Sanders, motion passes. New Business: Mayor Sanders offered a first reading of a resolution concerning an update to the job description and Director of Public Safety. He stated that as the city has grown Bob Jones’ duties have expanded and this resolution would reflect that. He stated that he would have Attorney Black speak to that issue at the next meeting. Councilor Roberts offered a motion to approve a new contract with the Jefferson County Sherriff. Councilor Tanner duly seconded the motion. Mayor Sanders called for discussion. The mayor stated that he appreciates the service of the Sheriff’s Office and that this contract is a renewal that consolidates additions made over the years into a single agreement. Councilor Churchwell asked about the status of an additional deputy. Mayor Sanders stated that could possibly be done at any time and that he was looking into that and other adjustments in the budget. Mayor Sanders called for any further discussion. As there was no further discussion, Mayor Sanders called for a roll call vote. Mayor Sanders-yes; Councilor Tanner-yes; Councilor Galamore-yes; Councilor Roberts-yes; Councilor Churchwell-yes. Mayor Sanders, resolution passes unanimously as, Resolution 19-40. Mayor Sanders offered a first reading on a Revised Pole Attachment Agreement with Alabama power. He stated that Mr. Black will review and bring it to the council the next meeting. Councilor Churchwell mentioned being impressed with the brightness of LED lights on the poles in City Hall’s Parking lot. Councilor Galamore raised concerns regarding the sign on the back of City Hall. She also mentioned that an additional sign should be added to the disc golf course and asked for Director Winfrey’s thoughts on the matter. Director Winfrey agreed that would be helpful and potential colors and styles for the sign were discussed. The Mayor called Eric Winfrey, Public Works Director to give a report. Director Winfrey stated that public works was transitioning from lawn maintenance to decorating for the Holiday Season. He mentioned that Public Works would soon be completing some projects as City Hall. Mayor Sanders asked if new lawn equipment was needed for Spring and Director Winfrey stated that he would check into the matter. He also stated that fields were ready for full-sized soccer. Councilor Tanner asked if the historical marker at the library could be moved for higher visibility. Director Winfrey stated that Public Works could move it if the Mayor and Council approved. The Mayor called Allison Scanlan, Library Director to give a report. She mentioned Tammy Parker being chosen as Library Champion at the JCPLA Annual Holiday luncheon, Pinson Public Library’s brief mention in the American Library Journal and Socks the library Cat’s feature on the cover of Birmingham Family and Fun Magazine. Director Scanlan also announced an upcoming event on December 7th: Merry Grinchmas. The Mayor called Battalion Chief Brad Appleton of the CenterPoint fire department to give a report. He discussed fire safety, smoke alarms, kitchen fires, and space heaters as well as his attempts to obtain grants for fire safety devices called Stovetop Firestops. Public Comment: Brandon Roman spoke to billing for PVHS baseball equipment. Mayor Sanders and Councilor Tanner agreed to meet with the coach to discuss details of the billing. Councilor Roberts offered a motion to enter executive session to discuss trade and commerce and real estate. Councilor Roberts duly seconded the motion. Mayor Sanders, I provide certification in regard to trade and commerce it would be detrimental if items were discussed in open forum. Mayor Sanders called for all opposed say “no”, all in favor say “aye”. Mayor Sanders, “Let the record reflect the motion passed unanimously. Mayor Sanders stated we will not reconvene other than to adjourn. The Mayor called council out of executive session. Councilor Galamore offered a motion to adjourn.
