Council Minutes December 19, 2019 – 1:00 p.m. Regular Meeting The Pinson City Council met in regular session at Palmerdale Homestead Community Center, 5320 Miles Springs Road, on Thursday, December 19, 2019. Mayor Sanders led the invocation. Councilor Tanner led the Pledge of Allegiance to the Flag of the United States of America. Roll Call: Marie Turner, City Clerk, called roll of Pinson City Council with the following council members present: Mayor Sanders Councilor Tanner Councilor Galamore Councilor Roberts Councilor Churchwell Absent: Councilor McCain Minutes: Councilor Roberts offered a motion to waive the reading of the December 5, 2019, minutes. Councilor Churchwell duly seconded the motion. Mayor Sanders called for all opposed to say "no", all in favor say "aye." Councilor Churchwell made a motion to accept the minutes as written of the December 5, 2019, meeting. Councilor Galamore duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders" Let the record reflect both motions passed unanimously". Pre meeting comments: Mayor Sanders reported, on November 21, 2019, the Palmerdale Homestead District was added to the list of National Historical Districts. Mayor Sanders presented Barry Wilson, President of Palmerdale Homestead Community Center, with a letter from the National Historical Commission. Committee Chair Comments: Councilor Tanner offered a motion to pay the bills in the amount of $91,348.74, a copy of the bills schedule is attached. Councilor Roberts duly seconded the motion. Mayor Sanders called for any discussion. Councilor Tanner mentioned a portion of the total was for the Jefferson County Sheriff’s; General Obligation Warrant payment; and Regions. Mayor Sanders called for any further discussion. As there was no further discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders "Let the record reflect the motion passed unanimously." Education: Mayor Sanders mentioned, PVHS Track and Field has now broken 9 school records. Councilor Galamore mentioned, PVHS Basketball; Softball; Baseball; and Wrestling are now in full swing. Enhancements: Mayor Sanders stated the Christmas Parade and Christmas Tree lighting were well attended adding we appreciate the communities support. Mayors Report: Bob Jones, Planning and Zoning, gave a report on cleanup of the burned home on Bud Holmes Road as well as the home on Oak Street. Attorney Black reported the Smithfield hearing will take place on, January 14, 2020. Old Business: Councilor Galamore offered a motion approving a quote for banner lighting at the PVHS Field House, at a cost of approximately $1,828.39. Councilor Roberts duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders" Let the record reflect the motion passed unanimously". Councilor Roberts offered a resolution concerning the Director of Public Safety. Councilor Churchwell duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for a roll call vote with the following results: Mayor Sanders-yes; Councilor Tanner-yes; Councilor Galamore-yes; Councilor Roberts-yes; Councilor Churchwell-yes. Mayor Sanders, resolution passes unanimously as, Resolution 19-41. Councilor Roberts offered a resolution directing the Mayor to execute a decorative lighting agreement with Alabama Power for upgrades for Christmas lights. Councilor Galamore duly seconded the motion. Mayor Sanders called for any discussion. After brief discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders, resolution passes unanimously as, Resolution 19-42. New Business: Councilor Tanner offered a resolution to acquire certain real property on Main Street, 4249 Main Street; 4261 Main Street. Councilor Galamore duly seconded the motion. Mayor Sanders called for any discussion. Attorney Black stated the resolution will allow council to acquire the property for condemnation. Mayor Sanders called for any further discussion. As there was no further discussion, Mayor Sanders called for a roll call vote with the following results: Mayor Sanders-yes; Councilor Tanner-yes; Councilor Galamore-yes; Councilor Roberts-yes; Councilor Churchwell-yes. Mayor Sanders, resolution passes unanimously as, Resolution 19-43. Councilor Tanner offered a resolution to acquire certain real property on Pinson Boulevard, 4238 Pinson Boulevard. Councilor Churchwell duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for a roll call vote with the following results: Mayor Sanders-yes; Councilor Tanner-yes; Councilor Galamore-yes; Councilor Roberts-yes; Councilor Churchwell-yes. Mayor Sanders, resolution passes unanimously as, Resolution 19-44. Councilor Churchwell offered a motion approving attendance of the NLC in March and the ALM convention in May. Councilor Tanner duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders" Let the record reflect the motion passed unanimously". Matt Nixon, Park and Recreation Director, gave the Park and Recreation report. Chief Jason Howell, Palmerdale Fire District, gave the Fire District report. Public Comment: Barry Wilson, PHCC President, spoke to improvements that have been made at PHCC and upcoming improvements as well. Mr. Wilson added, 2020 will be the 85th Anniversary of PHCC. Don T. Smith, 8060 Brookwood Road, asked if something could be done about the speeding problem on Brookwood Road. Mayor Sanders introduced Charlie Polmatier, Borland Benefield to give the Audit report. Mr. Polmatier stated the city is still maintaining a strong financial position, with 4 months of operating expenses, adding the city had a great year. Mr. Polmatier pointed out the renovation of the Rock School Center/Library was paid for with 98% of the cities own savings, adding which is something to be very proud of. Mr. Polmatier stated your council is very conservative with the cities funds and the expenses are well controlled. Councilor Tanner offered a motion to approve and accept the audit for 2019. Councilor Roberts duly seconded the motion. Mayor Sanders stated for general information, the Mayor is charged with ordering an audit each year. Mayor Sanders called for any discussion. After brief discussion, Mayor Sanders called for a roll call vote with the following results: Mayor Sanders-yes; Councilor Tanner-yes; Councilor Galamore-yes; Councilor Roberts-yes; Councilor Churchwell-yes. Mayor Sanders, motion to approve and accept the 2019 audit passes unanimously. Councilor Churchwell thanked PHCC for hosting the meeting, adding there was a good turnout of citizens and city employees. Councilor Roberts moved to adjourn.
