Council Minutes January 9, 2020 – 7:00 p.m. Regular Meeting The Pinson City Council met in regular session in Council Chambers at 4410 Main Street on Thursday, January 9, 2020. Mayor Sanders led the invocation. Councilor Tanner led the Pledge of Allegiance to the Flag of the United States of America. Roll Call: Marie Turner, City Clerk, called roll of Pinson City Council with the following council members present: Mayor Sanders Councilor Tanner Councilor Galamore Councilor Roberts Councilor Churchwell Councilor McCain Minutes: Councilor Roberts offered a motion to waive the reading of the December 19, 2019, minutes. Councilor Churchwell duly seconded the motion. Mayor Sanders called for all opposed to say "no", all in favor say "aye." Councilor Churchwell made a motion to accept the minutes as written of the December 19, 2019, meeting. Councilor McCain duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders" Let the record reflect both motions passed unanimously". Committee Chair Comments: Councilor Tanner offered a motion to pay the bills in the amount of $84,196.02, a copy of the bills schedule is attached. Councilor McCain duly seconded the motion. Mayor Sanders called for any discussion. Councilor Tanner mentioned the Audit in the amount of $19,500, and Jefferson County Sheriff’s Office in the amount of $28,324 were a couple of the larger bills. Mayor Sanders called for any further discussion. As there was no further discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Annexations: Councilor Churchwell offered an ordinance annexing certain territory into the corporate limits of the City of Pinson, Alabama, located at 3104 and 3108 Sweeney Hollow Road. Councilor Tanner duly seconded the motion. Mayor Sanders called for any discussion. After brief discussion, Mayor Sanders called for unanimous consent to consider with the following results: Mayor Sanders-yes; Councilor Tanner-yes; Councilor Galamore-yes; Councilor Roberts-yes; Councilor Churchwell-yes; Councilor McCain-yes. Mayor Sanders, consent passes unanimously. Mayor Sanders called for a roll call vote with the following results: Mayor Sanders-yes; Councilor Tanner-yes; Councilor Galamore-yes; Councilor Roberts-yes; Councilor Churchwell-yes; Councilor McCain-yes. Mayor Sanders, ordinance passes unanimously as, Ordinance 2020-1. Education: Mayor Sanders mentioned the PVHS Theater Department presents, Steel Magnolias, January 9, 2020 through January 12, 2020. Councilor Tanner mentioned PVHS’s Cam Woods is 4th in the nation with scoring. Mayors Report: Mayor Sanders suspended rules to introduce, Lauren Spaulding, Junior League, Anti Human Trafficking Committee. Ms. Spaulding explained the Human Trafficking problems in our area and asked that council pass a resolution regarding Human Trafficking Awareness. Mayor Sanders reinstated rules. Councilor McCain offered a resolution regarding Human Trafficking Awareness. Councilor Roberts duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for a roll call vote on the main resolution with the following results: Mayor Sanders-yes; Councilor Tanner-yes; Councilor Galamore-yes; Councilor Roberts-yes; Councilor Churchwell-yes; Councilor McCain-yes. Mayor Sanders, resolution passes unanimously as, Resolution 20-1. Mayor Sanders offered a first reading on an updated employee policy. Bob Jones, Director of Public Safety, stated the owner of 4794 and 4850 Bud Holmes Road has removed all the debris. Old Business: Mayor Sanders and Council discussed placement of the dedication plaques. New Business: Councilor McCain offered a first reading of an ordinance concerning salaries for the Mayor and Council. . Councilor Tanner suggested hanging Christmas lights on the right side of City Hall next year, as well as other areas around the city. Allison Scanlan, Library Director, discussed the upcoming Census and opportunities for citizens. Councilor Roberts offered a motion to approve a City Credit Card for the Library Director. Councilor Tanner duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Councilor Galamore offered a motion to approve a city newsletter at a cost of approximately $3,000.00. Councilor McCain duly seconded the motion. Mayor Sanders called for any discussion. Councilor Tanner offered a motion to approve paving behind the Rock School. Councilor Galamore duly seconded the motion. Mayor Sanders called for any discussion. Mayor Sanders, motion passes unanimously. Councilor Galamore offered an ordinance regarding Severe Weather Preparedness holiday and the Sales Tax holiday. Councilor Tanner duly seconded the motion. Mayor Sanders, unanimous consent passes. Mayor Sanders called for any discussion. Mayor Sanders, ordinance passes unanimously as, Ordinance 2020-2. Public Comment: Gene Coleman, Fire Chief, Center Point Fire District, gave the fire district report. Councilor McCain offered a motion to enter executive session to discuss litigation, real estate and trade and commerce. Councilor Churchwell duly seconded the motion.
