May 7, 2020 – 7:00 p.m.
Regular Meeting
The Pinson City Council met in regular session in Council Chambers at 4410 Main Street on
Thursday, May 7, 2020. Mayor Sanders led the invocation. Councilor Tanner led the Pledge of
Allegiance to the Flag of the United States of America.
Roll Call: Marie Turner, City Clerk, called roll of Pinson City Council with the following
council members present:
Mayor Sanders
Councilor Tanner
Councilor Galamore
Councilor Roberts
Councilor Churchwell
Councilor McCain
Minutes: Councilor Roberts offered a motion to waive the reading of the April 16, 2020,
minutes. Councilor Churchwell duly seconded the motion. Mayor Sanders called for all opposed
to say "no", all in favor say "aye." Councilor Churchwell made a motion to accept the minutes as
written of the April 16, 2020, meeting. Councilor McCain duly seconded the motion. Mayor
Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all
opposed to say "no", all in favor say "aye." Mayor Sanders" Let the record reflect both motions
passed unanimously".
Councilor Roberts offered a motion to waive the reading of the April 30, 2020, minutes.
Councilor Churchwell duly seconded the motion. Mayor Sanders called for all opposed to say
"no", all in favor say "aye." Councilor Churchwell made a motion to accept the minutes as
written of the April 30, 2020, meeting. Councilor McCain duly seconded the motion. Mayor
Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all
opposed to say "no", all in favor say "aye." Mayor Sanders" Let the record reflect both motions
passed unanimously".
Committee Chair Comments:
Finance: Councilor Tanner offered a motion to pay the bills in the amount of $64,030.31, a copy
of the bills schedule is attached. Councilor Roberts duly seconded the motion. Mayor Sanders
called for any discussion. After some discussion, Mayor Sanders called for all opposed to say
"no", all in favor say "aye." Mayor Sanders "Let the record reflect the motion passed
unanimously."
Councilor Tanner announced the Budget Meeting is scheduled for, May 21, 2020, beginning at
5:30 p.m.
Mayors Report: Mayor Sanders opened a public hearing regarding 4719 Brook Crest Lane, a
burned house considered an unsafe structure.
Mr. Washington, owner of 4719 Brook Crest Lane, gave council a report concerning demolition
of the structure and asked for additional time to get more pricing.
Mr. Eddie Smith stated he lives 4 houses down from 4719 Brook Crest Lane and he is concerned
about the property, adding it is an eyesore to the neighborhood and depreciates other property.
Ms. Teresa Williams, 4893 Hackberry Circle, Innsbrooke Homeowners Association President,
stated there are several Homeowners that are concerned about this property, adding it has
become a hang out and many beer cans are strewn about the property. Ms. Williams stated the
property is unsafe and unstable and asked that something be done as soon as possible because it
has been a year since the fire.
Attorney Black spoke explaining the resolution council had before them to vote for or against at
tonight’s meeting. Mayor Sanders explained to Mr. Washington that the footings should be dug
up and the lot returned to a vegetative state. Mr. Washington asked about reusing the footings to
rebuild and Mayor Sanders responded that would be up to a Building Inspector to determine if
the footings had been damaged or not, adding Mr. Washington would need to speak to a County
Inspector about the footings. Mr. Black added, once everything is removed from the lot, Mr.
Washington will need to maintain the property if it remains in his name.
Mayor Sanders closed the public hearing.
Mayor Sanders reinstated rules.
Councilor Tanner offered a resolution ordering the demolition of a building or structure located
at 4719 Brook Crest Lane, Pinson, Alabama, Parcel ID#09-00-29-1-000-261.000, in compliance
with sections 11-40-30 through 11-40-36, sections 11-53B-1 through 11-53B-16, inclusive, of
the Code of Alabama, and in compliance with ordinance number 2016-16 of Pinson, Alabama;
and calling for the City to cause the cost said demolition to be performed and directing the City
Attorney and the City Clerk to cause the cost of such demolition to be charged against the land
on which the building or structure exists as a municipal lien or cause such cost to be recovered in
a suite at law against the owner or owners. Councilor McCain duly seconded the motion. Mayor
Sanders called for any discussion. After brief discussion, Mayor Sanders asked for a roll call
vote on the main resolution with the following results:
Mayor Sanders-yes; Councilor Tanner-yes; Councilor Galamore-yes; Councilor Roberts-yes;
Councilor Churchwell-yes; Councilor McCain-yes.
Mayor Sanders, resolution passes unanimously as, Resolution 20-16.
Councilor Roberts offered a resolution approving a settlement concerning 6886 Highway 75.
Councilor McCain duly seconded the motion. Mayor Sanders stated, we appreciate the owners
working with the city. Mayor Sanders called for any discussion. As there was no discussion,
Mayor Sanders asked for a roll call vote on the main resolution with the following results:
Mayor Sanders-yes; Councilor Tanner-yes; Councilor Galamore-yes; Councilor Roberts-yes;
Councilor Churchwell-yes; Councilor McCain-yes.
Mayor Sanders, resolution passes unanimously as, Resolution 20-17.
New Business: Councilor Roberts offered a resolution concerning the membership of the
Library Board of the City of Pinson, Alabama, regarding Chasity L. Vickers and Mary Stewart.
Councilor Tanner duly seconded the motion. Mayor Sanders called for any discussion. As there
was no discussion, Mayor Sanders called for a roll call vote on the main resolution with the
following results:
Mayor Sanders-yes; Councilor Tanner-yes; Councilor Galamore-yes; Councilor Roberts-yes;
Councilor Churchwell-yes; Councilor McCain-yes.
Mayor Sanders, resolution passes unanimously as, Resolution 20-18.
Allison Scanlan, Library Director gave the Library report.
Chief Coleman, Center Point Fire District gave the Fire District report.
Councilor Churchwell moved to adjourn. Councilor McCain duly seconded the motion. Mayor
Sanders called for all opposed to say “no”, all in favor say “aye”. Motion carried.
