Council Minutes July 16, 2020 – 7:00 p.m. Regular Meeting The Pinson City Council met in regular session in Council Chambers at 4410 Main Street, on Thursday, July 16, 2020. Mayor Sanders led the invocation. Councilor Tanner led the Pledge of Allegiance to the Flag of the United States of America. Roll Call: Marie Turner, City Clerk, called roll of Pinson City Council with the following council members present: Mayor Sanders Councilor Tanner Councilor Galamore Councilor Roberts Councilor Churchwell Councilor McCain Minutes: Councilor Roberts offered a motion to waive the reading of the July 2, 2020, minutes. Councilor Churchwell duly seconded the motion. Mayor Sanders called for all opposed to say "no", all in favor say "aye." Councilor Churchwell made a motion to accept the minutes as written of the July 2, 2020. Councilor McCain duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders" Let the record reflect both motions passed unanimously". Committee Chair Comments: Finance: Councilor Tanner offered a motion to pay the bills in the amount of $76,494.89, a copy of the bills schedule is attached. Councilor Galamore duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders "Let the record reflect the motion passed unanimously." Mayor’s Report: Mayor Sanders suspended rules. Bob Jones, Zoning Administrator, gave a report on the following properties: 4084 Main Street; 6833 Brittany Place; 4018 St. John Way NW; 4719 Brookcrest Lane; 4284 VFW Road. Mr. Robbins, 4084 Main Street, stated he has been working on his property but has health issues and will get everything finished a.s.a.p. Mayor Sanders stated Mr. Robbins had made great progress and we will table the Public Nuisance resolution for this property until the next meeting. Mayor Sanders stated there was no one else present to speak for or against any of the other properties. Mayor Sanders reinstated rules. Councilor McCain offered an ordinance adopting changes to the Zoning Ordinance of the City of Pinson, Alabama, regarding small cell technologies. Councilor Roberts duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders asked for a roll call vote on the main ordinance with the following results: Mayor Sanders-yes; Councilor Tanner-yes, Councilor Galamore-yes; Councilor Roberts-yes; Councilor Churchwell-yes; Councilor McCain-yes. Mayor Sanders, ordinance passes unanimously as, Ordinance 2020-12. Councilor McCain offered a resolution concerning 4284 VFW Road. Councilor Roberts duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders asked for a roll call vote on the main resolution with the following results: Mayor Sanders-yes; Councilor Tanner-yes, Councilor Galamore-yes; Councilor Roberts-yes; Councilor Churchwell-yes; Councilor McCain-yes. Mayor Sanders, resolution passes unanimously as, Resolution 20-25. Councilor McCain offered a resolution declaring a public nuisance relating to overgrown grass/weeds at 6833 Brittany Place. Councilor Galamore duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders asked for a roll call vote on the main resolution with the following results: Mayor Sanders-yes; Councilor Tanner-yes, Councilor Galamore-yes; Councilor Roberts-yes; Councilor Churchwell-yes; Councilor McCain-yes. Mayor Sanders, resolution passes unanimously as, Resolution 20-26. Councilor McCain offered a resolution declaring a public nuisance relating to overgrown grass/weeds at 4018 St. John Way NW. Old Business: Councilor Roberts offered a resolution authorizing the Mayor to execute a contract for COVID expenses with Jefferson County. Councilor Galamore duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders asked for a roll call vote on the main resolution with the following results: Mayor Sanders-yes; Councilor Tanner-yes, Councilor Galamore-yes; Councilor Roberts-yes; Councilor Churchwell-yes; Councilor McCain-yes. Mayor Sanders, resolution passes unanimously as, Resolution 20-28. New Business: Mayor Sanders offered a first reading of an ordinance concerning the abatement of litter and junk public nuisances. Councilor Roberts offered a motion to approve phone and technology quotes, at a cost of approximately $12,000.00. Councilor McCain duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders "Let the record reflect the motion passed unanimously." Mayor Sanders suspended rules. Ronnie Dixon, President of Jefferson County Board of Education gave a miscellaneous report regarding the upcoming school year and COVID-19. Mayor Sanders reinstated rules. Councilor Tanner offered a motion to approve the purchase of school COVID supplies, at a cost of approximately $7,425.00. Councilor McCain duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders "Let the record reflect the motion passed unanimously." Councilor Tanner offered a resolution in recognition of Councilor Shannon Galamore for her dedication and service to the City of Pinson. Councilor Roberts duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders asked for a roll call vote on the main resolution with the following results: Mayor Sanders-yes; Councilor Tanner-yes, Councilor Galamore-abstain; Councilor Roberts-yes; Councilor Churchwell-yes; Councilor McCain-yes. Mayor Sanders, resolution passes unanimously as, Resolution 20-24. Councilor Galamore thanked the City of Pinson and its residents for allowing her to serve. Adding it has been a very humbling experience. Chief Gene Coleman, Center Point Fire District, gave the fire district report. Chief Jason Howell, Palmerdale Fire District, gave the fire district report. Councilor Roberts offered a motion to purchase a sanitizing misting machine and additional supplies, at a cost of approximately $1,500.00. Councilor Tanner duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye."
