Council Minutes August 20, 2020 – 7:00 p.m. Regular Meeting The Pinson City Council met in regular session in Council Chambers at 4410 Main Street, on Thursday, August 20, 2020. Pastor Sandy Ragland led the invocation. Councilor Tanner led the Pledge of Allegiance to the Flag of the United States of America. Roll Call: Marie Turner, City Clerk, called roll of Pinson City Council with the following council members present: Mayor Sanders Councilor Tanner Councilor Walker Councilor Roberts Councilor Churchwell Councilor McCain Minutes: Councilor Roberts offered a motion to waive the reading of the August 6, 2020, minutes. Councilor McCain duly seconded the motion. Mayor Sanders called for all opposed to say "no", all in favor say "aye." Councilor Churchwell made a motion to accept the minutes as written of the August 6, 2020. Councilor Tanner duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders" Let the record reflect both motions passed unanimously". Mayor Sanders suspended rules. Senator Shay Shelnutt presented a check in the amount of $30,000, to the city for Turkey Creek Nature Preserve, Police Protection and COVID related expenses. Senator Shelnutt added, the check is also from Representative Allen Treadaway and Representative Danny Garrett. Mayor Sanders reinstated rules. Committee Chair Comments: Finance: Councilor Tanner offered a motion to pay the bills in the amount of $49,332.35, a copy of the bills schedule is attached. Councilor McCain duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders "Let the record reflect the motion passed unanimously." Mayor’s Report: Mayor Sanders suspended rules. Bob Jones, Zoning Director, gave a report on the need to abate and lien property located at, 3915 Libra Lane. Mayor Sanders opened the Public Hearing regarding zoning at 3915 Libra Lane. Mayor Sanders stated there was no one present to speak for or against the property. Mayor Sanders reinstated rules. Councilor Roberts offered a resolution declaring a public nuisance relating to overgrown grass/weeds at 3915 Libra Lane. Councilor Walker duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders, asked for a roll call vote on the main resolution with the following results: Mayor Sanders-yes; Councilor Tanner-yes, Councilor Walker-yes; Councilor Roberts-yes; Councilor Churchwell-yes, Councilor McCain-yes. Mayor Sanders, resolution passes unanimously as, Resolution 20-39. Bob Jones, Zoning Director, gave a report on property located at 6234 Elm Avenue. Mayor Sanders has received the resignation of David Gillian, Planning Commission and Board of Zoning Administrators. Mayor Sanders asked that anyone interested in these positions please let him know. Old Business: Councilor Tanner offered a motion to purchase Backpack Sanitizing Misters to spray classrooms at all 4 schools, total of 5 misters at a cost of $11,000.00. Councilor McCain duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders" Let the record reflect the motion passed unanimously". Councilor Tanner offered a motion to purchase Social Distancing Stickers for all 4 schools, at a cost of $7,600.00. Councilor Walker duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders" Let the record reflect the motion passed unanimously". Mayor Sanders mentioned Huddle House anticipates opening, November 1, 2020. New Business: Mayor Sanders suspended rules. Ronnie Dixon, Clay Pinson Chamber of Commerce Executive Director, gave council options regarding the Alabama Butterbean Festival (ABBF). After some discussion, Council asked that the ABBF be held as normal with a possible reduction in vendors due to COVID. Mr. Dixon stated, at this point there at 8 vendors signed up to attend, adding we have sent an email blast to 180 vendors. Mayor Sanders reinstated rules. Mayor Sanders stated the city has received a letter from Dr. Gonsoulin, Jefferson County Board of Education, thanking the city for all the help we have provided. This would include lawn care at PVHS and Rudd, the Traffic signal and $100,000.00 per year given to the schools. Mayor Sanders added, we appreciate Dr. Gonsoulin’s recognition. Assistant Chief Richard Archer, Palmerdale Fire District, gave the fire district report. Chief Gene Coleman, Center Point Fire District, gave the fire district report. Councilor Roberts offered a motion to enter executive session to discuss trade and commerce. Councilor Tanner duly seconded the motion. Mayor Sanders, I provide certification in regard to trade and commerce it would be detrimental if items were discussed in open forum. Mayor Sanders called for all opposed say “no”, all in favor say “aye”. Mayor Sanders, “Let the record reflect the motion passed unanimously. Mayor Sanders called council out of executive session. Councilor McCain moved to adjourn. Councilor Churchwell duly seconded the motion. Mayor Sanders called for all opposed to say “no”, all in favor say “aye”. Motion carried.
