Council Minutes September 17, 2020 – 7:00 p.m. Regular Meeting The Pinson City Council met in regular session in Council Chambers at 4410 Main Street, on Thursday, September 17, 2020. Mayor Sanders led the invocation. Councilor Tanner led the Pledge of Allegiance to the Flag of the United States of America. Roll Call: Marie Turner, City Clerk, called roll of Pinson City Council with the following council members present: Mayor Sanders Councilor Tanner Councilor Walker Councilor Roberts Councilor Churchwell Councilor McCain Minutes: Councilor Roberts offered a motion to waive the reading of the September 1, 2020, minutes. Councilor Churchwell duly seconded the motion. Mayor Sanders called for all opposed to say "no", all in favor say "aye." Councilor Churchwell made a motion to accept the minutes as written of the September 1, 2020. Councilor McCain duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders" Let the record reflect both motions passed unanimously". Mayor Sanders suspended rules for special recognition of Sigma Gamma Rho Sorority. Councilor Tanner offered a resolution recognizing Sigma Gamma Rho Sorority. Councilor Roberts duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for a roll call vote on the main resolution with the following results: Mayor Sanders-yes; Councilor Tanner-yes; Councilor Walker-yes; Councilor Roberts-yes; Councilor Churchwell-yes; Councilor McCain-yes. Mayor Sanders, resolution passes unanimously, as Resolution number 20-41. Mayor Sanders reinstated rules. Committee Chair Comments: Finance: Councilor Tanner offered a motion to pay the bills in the amount of $73,981.13, a copy of the bills schedule is attached. Councilor Roberts duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders "Let the record reflect the motion passed unanimously." Enhancements: Councilor McCain stated Veterans Day Lunch will be Drive Thru this year due to COVID-19. Councilor McCain added Veterans will be asked to Drive Thru at City Hall, they will be given Chick-fil-a boxed lunches and an umbrella as their gift. Councilor McCain mentioned, this is for the Veteran + 1. Please call City Hall to make reservations. Mayor Sanders announced the Shred-a-Thon will be held, Saturday, October 17th, from 8am- 11am, at City Hall. Mayor’s Report: Mayor Sanders mentioned there are 2 vacancies on the Planning Commission and 1 vacancy on the Board of Zoning Adjustments and asked if anyone is interested to please advise Mr. Jones. Councilor McCain offered a resolution concerning a public nuisance at 5138 Gold Leaf Lane. Councilor Tanner duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for a roll call vote on the main resolution with the following results: Mayor Sanders-yes; Councilor Tanner-yes; Councilor Walker-yes; Councilor Roberts-yes; Councilor Churchwell-yes; Councilor McCain-yes. Mayor Sanders, resolution passes unanimously, as Resolution number 20-42. Councilor McCain offered a resolution authorizing the demolition of a nuisance at 5438 Southfield Road North pursuant to Jefferson County Circuit Court Case CV-2019-902522.00. Councilor Churchwell duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for a roll call vote on the main resolution with the following results: Mayor Sanders-yes; Councilor Tanner-yes; Councilor Walker-yes; Councilor Roberts-yes; Councilor Churchwell-yes; Councilor McCain-yes. Mayor Sanders, resolution passes unanimously, as Resolution number 20-43. Councilor Churchwell offered a motion to clean Dry Creek at Main Street at a cost of approximately $10,000-$12,000. Councilor Roberts duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders mentioned the Notice for request for bids for on-call debris collection, is in the packet for review. Old Business: Mayor Sanders reminded everyone of the Alabama Butterbean Festival, which will be held, October 2-3. New Business: Councilor Tanner offered a motion approving a 2% Cost of Living raise for city employees. Councilor Churchwell duly seconded the motion. Mayor Sanders called for any discussion. After brief discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders" Let the record reflect the motion passed unanimously". Ronnie Dixon, Jefferson County Board of Education Commissioner, gave a report regarding Jefferson County Board of Education and the Back to School plan for all Jefferson County Schools. Mr. Dixon also spoke about the County’s plan to widen Sweeney Hollow Road. Mr. Dixon gave a report regarding the Alabama Butterbean Festival to be held, October 2-3. Chief Gene Coleman, Fire Chief Center Point Fire District gave the fire district report. Councilor Churchwell moved to adjourn. Councilor McCain duly seconded the motion. Mayor Sanders called for all opposed to say “no”, all in favor say “aye”. Motion carried.
