BOARD OF COMMISSIONERS
REGULAR MEETING
TUESDAY, NOVEMBER 13, 2018
7:00 PM
Mayor Cindy S. Perry called the meeting to order and called for a moment of silence.
PLEDGE OF ALLEGIANCE
Pledge of Allegiance was led by Mayor Pro Tern Pamela Baldwin
ATTENDANCE
Members present: Mayor Cindy S. Perry, Mayor Pro Tern Pamela Baldwin, Commissioner John
Bonitz, Michael Fiocco and Bett Wilson Foley. Commissioner Jay Farrell was absent due to
surgery.
Staff present: Manager Bryan Gruesbeck, Clerk Alice F. Lloyd, Attorney Paul S. Messick, Jr.,
Chief Percy Crutchfield, Planning Director Jeff Jones, Engineer Elizabeth Goodson and Planner
II Victoria Bailiff.
[ Motion made by Commissioner Fiocco seconded by Commissioner Foley to approve the Regular
Agenda as submitted.

CONSENT AGENDA
Motion made by Commissioner Foley seconded by Commissioner Fiocco to approve the consent
agenda as submitted. The Consent Agenda contains the following items:
1. Approve Minutes of the October 22, 2018 meeting and October 29, 2018
Workshop.
2. Authorize the Finance Director execution of State-Applicant Assistance
Agreement and Designate Town Manager and Finance Director as Town's
primary agents.
3. Amend Main Street Pittsboro Fa9ade Grant Program Guidelines.
4. Approve extension of Site Plan (SP-2016-06) for Thales Academy for one year.

REGULAR MEETING AGENDA
CITIZENS' MATTERS
Joseph Verdicchio - 280 W. Salisbury Street- stated he purchased the old Lea Powell Property
in April 2018. When he purchased the property he was told it had never flooded even though it
was in the floodplain. The property first flooded in August and has flooded four times since he
moved in. He is before the board tonight asking for some assistance with the stormwater runoff.
Mr. Vordicchio said he contracted with a hydro engineer who said there may be a blockage
upstream and that the drainage plan of the Town has drastically changed.
Mayor Perry said staff would met with him to go over some ideas.
COMMISSIONER/MANAGER UPDATES
Mayor Updates - Mayor Perry stated she had:
• Met with Joe Vordicchio about his stormwater issue.
• Attended Roberson Creek Watershed Meeting.
• Opened the Street Fair.
• Attended Worship service at Alston Chapel's 95 th Church Anniversary Celebration.
• Attended 100th birthday celebration for Sarah Scurlock Rogers.
• Ribbon Cutting for new Law Office (LS Family Law)
• Attended Senior event at the Agriculture Center
• Ribbon Cutting at the new Starlight Mead
• EDC - Commissioner Fiocco said he attended the EDC meeting and learned about
possibilities of broadband throughout the County.
• RPO
• Fairground Association
• PEA/Downtown - Commissioner Fiocco said the Tree Lighting is Sunday from 3-6 and
Shop Local is November 25 with free gift wrapping (25% of proceed to go to choice non-
profit)
• Triangle J Council of Governments
• Main Street - Commissioner Fiocco said the handrails are up, but they are not quite finished
yet.
• Climate Change
• Human Relations Committee
• Chatham County Arts Council - Commissioner Foley reported they just had their Annual
Fundraiser which supports programs in local schools and it was a great success. She also
mentioned a Pittsboro resident Joseph Sha will receive a Legion of Honor Medal on
November 28, 2018.

NEW BUSINESS
PITTSBORO ELEMENTARY SCHOOL RD BRIDGE/STREET REPAIR
Elizabeth Goodson, Town Engineer stated before staff went any further on the project they wanted
the board to provide direction on which option they prefer:
1. Keep the existing pipe and use the inspection report to repair the roadway back to the pre-
storm condition.
2. Take this opportunity to upgrade the pipe to convey a larger storm event and reduce the
overtopping occurrences in the future.
Some additional considerations:
- There is a waterline located along Pittsboro Elementary School Road that may need to be
relocated with the several of the upgrade options.
- Replacing the pipe will take longer to complete the construction and reopen the roadway.
- We anticipate that this project would be eligible for FEMA reimbursements.
Ms. Goodson said timeline for completion is probably 4-6 months.

After discussion a motion was made by Commissioner Bonitz seconded by Commissioner Foley
to install the larger pipe.

OLD BUSINESS
PITTSBORO ABC BOARD UPDATE
Mayor Perry presented Mr. Nass with a piece of cake from the Board for his Birthday (which is
today). Mr. Nass thanked them.
Jim Nass, Chairman of the Pittsboro ABC Board gave an update and presented checks in the
amount of $12,254.00.
PITTSBORO AFFORDABLE HOUSING SUBCOMMITTEE RECOMMENDATIONS
Jim Nass stated he is bringing before the Board of Commissioners tonight the final unanimous
recommendations from the Pittsboro Affordable Housing Committee and he was asking for
approval of the recommendations.

Commissioner Fiocco stated he would like to suggest the Board allow the Task Force to work
with staff on drafting ordinances.
Commissioner Baldwin said she served on the task force and are willing to continue working
drafting ordinances and working with staff.
Mr. Nass thanked Ms. Stephanie Watkins-Cruz (Chatham County Policy Analyst) and Carolyn
Huggins (member of Chatham County Affordable Housing Committee) for helping out with the
Pittsboro Taskforce.
After much discussion a motion was made by Commissioner Fiocco seconded by Commissioner
Foley to approve the recommendation from the Pittsboro Affordable Housing Taskforce as
submitted tonight adding that "the task force will work with staff on drafting needed
ordinances":
• Authorize the establishment of an Affordable Housing Board.
• Authorize the establishment of a 501 (c) (3) nonprofit for affordable housing (some of the
money raised would be for Habitat for Humanity).
• Authorize starting the process to enter into an inter-local agreement with Chatham
County on Affordable Housing
Commissioner Bonitz asked if the board should vote of this matter with Commissioner Farrell
absent. Mr. Nass said tonight's vote is just on the concept to get things started.
Commissioner Bonitz stated so the board is just endorsing the concept. Mr. Nass said that is
correct.
Manager Gruesbeck stated he wanted to make sure that no financial commitment is being made
tonight. Mr. Nass said that is correct.

UNIFIED DEVELOPMENT ORDINANCE (UDO)
Planning Director Jeff Jones gave brief comments and presented Roger Waldon with Clarion
Group.

After some discussion. Commissioner Fiocco said he felt the need to look into the details more.
He wants to see/understand all the changes that were made and be able to answer questions when
he is asked. It has been a long process. He appreciates the comparison tables. Commissioner

Fiocco stated he thought the Zoning Map would have been prepared but he could not find it on
the website. Planning Director Jeff Jones said the Zoning Map is in draft right now.
Commissioner Fiocco said he would like to strike the term "Planner's Dictionary" for the
ordinance - after Mr. Waldon read the sentence regarding definitions - Commissioner Foley said
she felt it should be used. There was no further discussion on this.
Commissioner Bonitz said he would like Commissioner Fiocco to complete an initial review of
the UDO on his own and report back to Mr. Waldon and staff before December 10, 2018.
Planning Director Jeff Jones said he would be willing to have a worksession to answer and
remaining questions before the December 10, 2018 meeting.
There was discussion about tabling for two weeks. After much discussion a motion was made by
Commissioner Bonitz seconded by Commissioner Foley to table this until December 10, 2018
with a worksession to be held on December 6, 2018 at 6:00 p.m.
Commissioner Bonitz asked if the map would be ready by then. Mr. Jones said yes.

ADDITIONAL UPDATES AND REPORTS
COMMISSIONER CONCERNS
Commissioner Foley mentioned that Owen Essen the Town's representative on the County Food
r Council is in attendance tonight.
Commissioner Fiocco said he was at the EDC meeting this morning and Alyssa had high praise
for the Street Fair- hats off to Terri and staff.
Commissioner Bonitz asked what the status of the emergency exit for Powell Place is.
Commissioner Baldwin said she hasn't talked with the family yet.
Commissioner Bonitz asked where we stand with the Public Facilities Additional Element.
Planning Director Jeff Jones said it will be on the November 26, 2018 agenda. It has been
submitted but staff has not reviewed it.
Commissioner Bonitz asked how the talk with Chatham Park was going regarding land for
Public Works facilities. Manager Gruesbeck asked if he had been directed to. Commissioner
Bonitz said he has brought it up again and again but there has been no direct directive from the
board.
After discussion a motion was made by Commissioner Bonitz seconded by Commissioner Foley
to direct the Manager to engage in conversation with Chatham Park for the dedication of 5-10
acres of land for a public works facilities.

session pursuant to 143-318.11 (3) and (5) to consult with Town Attorney regarding pending
litigation and property acquisition.
