Mayor Pro Tern Pamela Baldwin called the meeting to order.

The Board of Commissioners thanked Ms. Patricia L. Johnson for her generous donation to the
Town for Kiwanis Park improvements.
UPDATES & COMMISSIONER CONCERNS
1. Manager Updates
Town Manager Chris Kennedy stated that Mayor Nass and Commissioner Farrell will be absent
this evening as they continue to attend to personal family matters. Mr. Kennedy added that with
the absence of Mayor Nass and Commissioner Farrell, the proposed agenda has been adjusted to
remove the planned Closed Session from tonight's meeting and that it will be held at a future
meeting.
Town Manager Chris Kennedy also reminded the Board and the public of the Town's Chatham
Park Small Area Plan public meeting that will be held on Tuesday, February 2 from 4:00pm -
7:00pm at the Chatham Park offices located at 55 Grant Drive in Pittsboro. Mr. Kennedy stated
that this public meeting will be in-person, accommodating to indoor and outdoor preferences and
floating hours rather than a formal presentation.
2. Commissioner Updates
• Boys & Girls Club
Commissioner Shipp stated that the Pittsboro Boys & Girls Club is making progress in its founders
fundraising campaign and that the Club is working with Hobbs Architects on the upfit of the
existing Kiwanis Club facility to accommodate the Boys & Girls Club.
• Chatham County Arts Council
• Chatham County Economic Development Corporation (EDC)
Commissioner Fiocco advised that he was unable to attend the January EDC meeting.
• Climate Change
Commissioner Bonitz advised the Board that he needs to make a few edits to the resolution in
support of Carbon Fee and Dividend federal policy that he asked the Board of Commissioners to

consider adopting at the last Board meeting. Commissioner Bonitz stated that he should be able
to deliver a draft resolution for the February 8, 2021 Regular Meeting of the Board.

Commissioner Fiocco stated that Main Street Pittsboro has coordinated with NCDOT in finding
locations adjacent to official detour signage to place signage alerting traffic that downtown
businesses remain open during construction. Main Street Pittsboro will place fifteen ( 15) signs
around Town advising that downtown shops and restaurants remain open.
• Parks and Recreation Advisory Board (PARAB)
Commissioner Fiocco advised that the PARAB held a meeting but lacking a quorum, the PARAB
only had a general conversation.
• Pittsboro Business Association (PBA)
• Triangle Area Rural Planning Organization (TARPO)
Commissioner Fiocco advised that the next TARPO meeting is scheduled for February 11, 2021.
• Triangle J Council of Governments (TJCOG)
Mayor Pro Tern Baldwin advised next meeting will be Wednesday, January 27, 2021.

Commissioner Fiocco suggested a correction to the December 7, 2020 Special Meeting minutes in
that he would like to clarify his comments regarding a concept for a performing arts center in
Pittsboro. Commissioner Fiocco stated that his desire is to have a performing arts center in
Pittsboro, without limitation to the location, and not restrained in location to the site of the former
Pittsboro High School as reflected in the draft minutes.
Commissioner Fiocco made a motion to approve the Consent Agenda with corrections to
December 7, 2020 minutes, seconded by Commissioner Shipp.

1. Rezoning- REZ-2017-04-A0l - Northwood MUPD
Planner Kayleigh Mielenz delivered the staff report for this request. Ms. Mielenz outlined the
requirements and stated that the petitioner, Eco Northwood MUPD, LLC is requesting an
amendment to its 2018 rezoning approval of 91.36 acres to make a series of site modifications.
Town Manager Chris Kennedy informed the Board that packet materials were updated over the
last few days due to a few last-minute staff comments delivered to the petitioner. The petitioner
updated materials and due to an issue with delivering the packet materials, unfortunately most of
the Board did not receive the updated hard copies of the materials until earlier this afternoon.

Commissioner Shipp asked staff for a list of the changes in the updated packet materials received
this afternoon versus the packet materials delivered last week.
Town Manager Chris Kennedy stated that the petitioner adjusted the application to reflect the exact
acreage as rezoned in the 2018 application, the plans designate the most easterly portions of the
subject property as future development, the designation of additional open space and the inclusion
of a flag lot versus a lot accessed via easement.
On behalf of the petitioner, Mark Ashness and Kirk Bradley were present to answer any questions
from the Board.
Discussion ensued on the described plan changes and if the packet materials were available for
public inspection prior to this public hearing.
Out of deference to any public who may not have seen the most recent packet materials, the Board
agreed to continue the Board's public hearing while also allowing the Planning Board to review
the application at their next meeting.
Commissioner Fiocco made a motion to send REZ-2017-04-A0I to the Planning Board for their
February I, 2021 Regular Meeting and to continue and hold open the Board of Commissioners
public hearing until the February 8, 2021 Regular Meeting of the Board of Commissioners,
seconded by Commissioner Shipp.

2. Zoning Text Amendment - ZTA-2020-01 - Micro-Brewery
Senior Planner Theresa Thompson delivered the staff report and discussed the application. Ms.
Thompson stated that the petitioner, Red Moose Brewing is requesting to amend the zoning
ordinance to permit micro-breweries as a permissible use in the C-1 (Neighborhood Commercial),
C-2 (Highway Commercial), C-4 (Central Commercial), M-1 (Light Industrial), and M-2 (Heavy
Industrial) zoning classifications. Ms. Thompson also reminded the Board that while the petitioner
has a specific property in mind, the Board should not limit their decision making to that individual
property as this text amendment would be applicable to all properties within these identified zoning
classifications.
Commissioner Fiocco asked staff about whether micro-breweries should be included as
permissible use in the MUPD zoning classification.

Staff agreed that the land use would make sense in the MUPD zoning classification and thereby
asked for the Board to consider asking the petitioner to adjust their request to also include this land
use as a permissible use in the MUPD zoning classification.
Commissioner Fiocco made a motion to forward ZTA-2020-01 to the Planning Board, seconded
by Commissioner Bonitz.

MISCELLANEOUS
1. Town of Pittsboro Town Hall Construction Status Conversation
Taylor Hobbs and Chevon Moore of Hobbs Architects and Ana Wadsworth with the Wooten
Company provided an update on the Pittsboro Town Hall construction project. Site plan approval,

sewer allocation approval and authorization to go to bid will be requested of the Board of
Commissioners at the February 8, 2021 Regular Meeting of the Board.
Town Manager Chris Kennedy stated that once the site plan is approved for bidding, the Town can
proceed with its USDA funding application. The only other lacking item that the Town is aware
of for the USDA application is the lease agreement with Chatham County. After USDA funding
approval, the Town must bid the project, secure interim financing and LGC approval before
commencing with construction.
2. Town of Pittsboro Planning Department Report to the Board - Unified Development
Ordinance Status Updates
Senior Planner Theresa Thompson reviewed the latest UDO updates with the Board. Ms.
Thompson then discussed five (5) UDO topics that Planning staff is seeking better direction on as
it prepares the final edits on the UDO chapters.
The Board and staff discussed each of the topics.
Senior Planner Theresa Thompson stated that she will take the feedback provided by the Board
and edit the staff draft of the UDO accordingly. Ms. Thompson added that staff will review the
adjusted language with the Board at a future meeting to confirm the edits.
Final Board of Commissioner Comments & Adjournment
Commissioner Shipp advised the Board and the public that he has uploaded the audio recordings
from past Board of Commissioner meetings onto a new You Tube page for the Town of Pittsboro,
starting with meetings from 2017-2019. Commissioner Shipp stated that he will next work on
uploading meeting audio from 2014-2016 along with meeting audio from our Planning Board
meetings.
Commissioner Fiocco inquired about the status of the Kiwanis Park design and whether any money
remained on the contract if design work was not complete, since the Kiwanis Park donation was
on tonight's agenda.
Planning Director Jeff Jones provided an update on the status of the final design for the Kiwanis
Park.
Commissioner Fiocco made a motion to Adjourn, seconded by Commissioner Bonitz at 10:05pm.
