TOWN OF PITTSBORO BOARD OF COMMISSIONERS NOVEMBER 14, 2022 WORK SESSION MEETING MINUTES PAGE 1 OF 3 TOWN OF PITTSBORO The Pittsboro Board of Commissioners met for Work Session on Monday, November 14, 2022 at 7:00pm in the meeting room at the Chatham County Agriculture and Conference Center with Mayor Cindy Perry presiding. The meeting was called to order at 7:00_ pm. Mayor Perry requested a moment of silence with the recitation of the Pledge of Allegiance following led by Commissioner Farrell. ELECTED TOWN OFFICIALS PRESENT: Mayor Cindy S. Perry, Mayor Pro Tern Pamela Baldwin, Commissioner John Benitz, Commissioner Jay Farrell, Commissioner Kyle Shipp, and Commissioner James Vose. TOWN STAFF PRESENT: Interim Town Manger Hazen Blodgett, Town Attorney Paul S. Messick, Chief of Police Shorty Johnson, Finance Director Heather Meacham, Downtown Development Director Theresa Thompson, Public Information Officer/Emergency Management Coordinator Colby Sawyer, Utility Director Adam Pickett, Parks & Recreation Director Katy Keller, Planner II Janie Phelps, Planning Project Manager Molly Boyle, Director of Engineering Kent Jackson, Project Engineer Morgan DeWit and Town Clerk Carrie Bailey. ADOPTION OF THE AGENDA Mayor Perry called for a motion to either approve or modify the agenda as proposed. Mayor Pro Tern Baldwin made a motion to approve the Regular Agenda as indicated, seconded by Commissioner Vose. Vote: Aye-5 Nay-0 Motion carried unanimously. Mayor Perry Presented the Resolution to Recognize Boy Scouts 75 Anniversary to Mr. Huneycutt and Mr. Scholl. Commissioner Farrell made a motion to approve the Resolution with corrections to the change name to add Mr. Huneycutt, seconded by Commissioner Shipp. Vote: Aye-5 Nay-0 Motion carried unanimously. Resolution, for Authorizing Sale of Surplus Items Commissioner Bonitz made a motion to amend the Resolution to remove Diesel Ford Dump truck F-Series, seconded by Commissioner Vose. Vote: Aye-5 Nay-0 Motion carried unanimously. Resolution for Acceptance of State Revolving Loan Commissioner Bonitz made a motion to approve the Resolution, seconded by Commissioner Shipp. Vote: Aye-5 Nay-0 Motion carried unanimously. Resolution Regarding the Board of Adjustment Commissioner Farrell made a motion to approve the Resolution, seconded by Commissioner Vose. Vote: Aye-5 Nay-0 Motion carried unanimously. WORK SESSION 1. (7:00-9:00) Water/Sewer Discussion-(Interim Town Manager and Department Heads) 2. (9:00-9:10) Office Space Contract for Planning, Engineering and Parks & Recreation- (Finance Director, Heather Meacham) Mayor Pro Tem Baldwin make a motion to authorize the Interim Town Manager and Town Attorney to negotiate and sign the lease agreement with Main Street Station Pittsboro LLC, seconded by Commissioner Vose. Vote: Aye-5 Nay-0 Motion carried unanimously. 3. (9:10-9:20) Designate NC 87 as US 15-501 Truck Route-(Director of Engineering Kent Jackson, Project Engineer Morgan DeWit) Resolution Requesting the Reassignment of the US 15-501 Truck Route to NC 87 Through the Town of Pittsboro Commissioner Shipp made a motion to approve the Resolution, seconded by Commissioner Bonitz. (9:20-9:30) County-wide Comprehensive Transportation Plan update-(Project Manager Molly Boyle) Commissioner Bonitz made a motion to send confirmation to DOT by email indicating a willingness to have the Town Comprehensive Transportation Plan joined with the other Comprehensive Plans with the County effort, seconded by Commissioner Farrell. Vote: Aye-5 Nay-0 Motion carried unanimously. 5. (9:30-9:40) Corbett Landing Final Plat Extension request-(Planner II, Janie Phelps) Commissioner Shipp made a motion to approve the Extension Request, seconded by Commissioner Bonitz. Vote: Aye-5 Nay-0 Motion carried unanimously. FINAL COMMENTS Mayor Perry shared the Special Closed Session on Friday at 2:30pm to meet with Developmental Associates in the Town Manager selection process. Mayor Perry stated "Holly Days" is on the 20th . Commissioner Bonitz shared the Christmas Parade is on the 11 th .
