TOWN OF PITTSBORO BOARD OF COMMISSIONERS REGULAR MEETING MINUTES MONDAY, FEBRUARY 10, 2025 6:00 PM 2/10/2025 - Minutes 1. ORDER OF BUSINESS The Pittsboro Board of Commissioners met in Regular Session on Monday, February 10, 2025, at 6:00 p.m. in the meeting room at the Chatham County Agriculture and Conference Center with Mayor Kyle Shipp presiding . The meeting was called to order at 6:01 p.m. Mayor Shipp requested a moment of silence with the recitation of the Pledge of Allegiance led by Commissioner Farrell. Elected Town Officials Present: Mayor Kyle Shipp, Mayor Pro Tern Pamela Baldwin, Commissioners John Benitz, Jay Farrell, John Foley and James Vose. Town Staff Present: Town Manager Jonathan Franklin , Assistant Town Manager/Engineering Director Kent Jackson, Town Attorney Paul S. Messick, Chief of Police Shorty Johnson, Assistant Planning Director Theresa Thompson, Communications and Emergency Management Director Colby Sawyer, Communications Specialist Caitlin Murphy, and Town Clerk Carrie Bailey. Commissioner Farrell made a motion to approve the agenda, seconded by Commissioner Bonitz. Aye-5 Nay-0 2. CONSENT AGENDA 2.1. Minutes: January 13, 2025 Regular Meeting Of The Board Of Commissioners 2.11. Project Agreement: NCDOT Sidewalk Carbon Reduction Plan (CRP)-Salisbury Street 2.111. Budget Amendment: Salisbury Street Sidewalk 2.IV. Request: Reclassification Parks And Grounds Superintendent 2.V. Request: Amended Position Control 2.VI. Request: Revised Parks And Recreation Advisory Board 2025 Meeting Schedule 2.VII. Request: Jonathan Franklin Contract Amendment Mayor Pro Tem Baldwin made a motion to approve the consent agenda, seconded by Commissioner Bonitz. Aye-5 Nay-0 3. ACTION ITEMS 3.1. Appointment: Town Of Pittsboro Alcohol Beverage Control (ABC) Board Commissioner Vose made a motion to appoint Jamie Fiocco with term ending December 31, 2028, seconded by Commissioner Farrell. Aye-5 Nay-0 4. INFORMATION ITEMS 4.1. Report: ABC Financials'As Of December 31 , 2024 [ ABC Board Chairperson Jamie Fiacco anticipates the second store located at Northwood Landing should open in late March or early April ;md the second quarter distribution was the largest given to the Town. 4.11. Report: Town Of Pittsooro Financials As Of December 31, 2024 5. CEREMONIAL  5.1. Proclamation: Black History Month 2025 Mayor Kyle Shipp proclaimed February 2025 as Black History Month. 6. CITIZENS MATTERS 6.1. Manager Updates Town Manager Jonathan Franklin did not have an update for the Board . 6.11. Department Of Month Update Communications and Emergency Management Director Colby Sawyer presented the Board with department goals, social media metrics, and departmental project updates . 6.111. Mayor & Commissioner Committee Liaison Reports Mayor and Board members gave updates on the committees and boards on which they serve. 6.IV. Public Comment No one signed up to speak for public comment. 7. MISCELLANEOUS 7.1. Proposed Project: Lewis Freeman Park Chevon Moore , Hobbs Architect, updated the Board on the Lewis Freeman Park design . 8. PUBLIC HEARINGS 8.1. Public Hearing : Chatham Park Affordable Housing Element Commissioner Foley made a motion to open public hearing, seconded by Commissioner Vose. Aye-5 Nay- 0 Town Manager Jonathan Franklin shared details of the proposed changes to the Affordable Housing Element. There were no speakers signed up for the public hearing. Commissioner Bonitz,made a motion to exit public hearing, seconded by Commissioner Vose. Aye-5 Nay-0 Mayor Pro Tem Baldwin made a motion to table, seconded by Commissioner Bonitz. Aye-5 Nay-0 9. CLOSED SESSION Commissioner Vose made a motion to enter into closed session pursuant to N.C.G.S. §143.318.11 (a)(5), seconded by Commissioner Farrell. Aye-5 Nay-0 Commissioner Bonitz made a motion to exit into closed session, seconded by Commissioner Vose. Aye-5 Nay-0 10.
