CITY OF PLACERVILLE CITY COUNCIL MINUTES Regular City Council Meeting (Virtual Meeting) March 24, 2020 City Council Chambers – Town Hall 549 Main Street, Placerville, CA 95667 No Closed Session Scheduled 6:00 P.M. Open Session NO CLOSED SESSION SCHEDULED 6:00 P.M. OPEN SESSION 1. CALL TO ORDER & PLEDGE OF ALLEGIANCE TO THE FLAG The Mayor called the meeting to order at 6:03 p.m. and The Pledge of Allegiance to the Flag was recited. 2. ROLL CALL: Present: Saragosa, Thomas, Acuna, Taylor Present telephonically: Borelli 3. ANNOUNCEMENTS/PRESENTATIONS TO THE PUBLIC 3.1 Brief Comments by City Council Brief comments were made by the City Council. 4. CLOSED SESSION REPORT – City Attorney Driscoll No closed session was scheduled. 5. ADOPTION OF AGENDA It was moved by Councilmember Acuna and seconded by Councilmember Taylor that the City Council adopt the agenda as presented. The motion was passed by the following vote: AYES: Acuna, Borelli, Saragosa, Taylor, Thomas NOES: None ABSENT: None ABSTAIN: None 6. PUBLIC COMMENT – BRIEF – NON-AGENDA ITEMS 7.1 Written Communication No items of written communication were noted. 7.2 Oral Communication After a five-minute break, the Mayor stated no public comments were received via email by the City Clerk. 8. CONSENT CALENDAR NOTE: All matters listed under the Consent Calendar are considered routine and will be enacted by one motion by roll call vote unless any member of the Council wishes to remove an item for discussion. The reading of the full text of all Resolutions will be waived unless a Councilmember requests otherwise. 8.1 Approve the Minutes of the Regular City Council Meeting of March 10, 2020 (Ms. O’Connell) Approved the minutes of the regular City Council meeting of March 10, 2020. It was moved by Councilmember Acuna and seconded by Vice-Mayor Thomas that the City Council approve the Consent Calendar as presented. The motion was passed by the following roll call vote: AYES: Acuna, Borelli, Saragosa, Taylor, Thomas NOES: None ABSENT: None ABSTAIN: None 9. ITEMS PULLED FROM THE CONSENT CALENDAR No items were pulled from the Consent Calendar. 10. ORDINANCES No ordinances were scheduled. 11. DISCUSSION/ACTION ITEMS 12.1 Adopt a Resolution Ratifying the Proclamation of the City Manager Proclaiming the Existence of a Citywide Local Emergency in the City of Placerville (Mr. Morris) Resolution No. 8841 The City Manager introduced the item and responded to Council questions. Mayor Saragosa read a personal statement regarding the State and County’s Shelter in Place Orders and gave an update as to the number of citizens who have, so far, tested positive for COVID-19 in the County. He expressed thanks to the community and businesses for their cooperation during this time. After a five-minute break, the City Clerk stated no public comments were received by email. The City Manager noted that this item will need to come back to the City Council prior to 60 (sixty) days should an extension be necessary. Following Council discussion, it was moved by Vice-Mayor Thomas and seconded by Councilmember Taylor that the City Council adopt a resolution ratifying the proclamation of the City Manager proclaiming the existence of a citywide local emergency in the City of Placerville. The motion was passed by the following roll call vote: AYES: Acuna, Borelli, Saragosa, Taylor, Thomas NOES: None ABSENT: None ABSTAIN: None 13. COUNCIL REPORTS FROM OTHER AGENCY MEETINGS • El Dorado County Transit Authority Councilmember Taylor met with Chair Hidahl and Executive Director Matt Mauk to discuss their response to the COVID-19 outbreak as well as the commission’s budget and changes to transit schedules. • El Dorado County Transportation Commission Councilmember Borelli stated the office is currently closed to the public. • LAFCO (El Dorado Local Agency Formation Commission) Councilmember Acuna stated there is currently no meeting scheduled and the office is currently closed to the public; however, staff is available by appointment only. • SACOG (Sacramento Area Council of Governments) Mayor Saragosa said the commission will be having a virtual meeting Thursday. He also stated an Innovation Committee hearing is scheduled to take place on March 31st and that SACOG recently passed their RHNA ________________________________________________________________________ Minutes of the Regular Meeting of the City Council of March 24, 2020 3 Visit us on “The Web” at www.cityofplacerville.org numbers for the area. He believes Placerville is well situated going into the next decade with the two upcoming projects on the horizon.  Placerville Fire Safe Council Councilmember Borelli said all scheduled meetings have been cancelled. 14. REQUESTS FOR FUTURE AGENDA ITEMS – (Requests for Future Agenda Items Requires a Majority Concurrence of the Council) Councilmember Borelli requested Commander Wren attend a future meeting to share his experience attending the F.B.I. Academy. 15. CITY MANAGER AND STAFF REPORTS The City Manager said the upcoming budget and goal setting workshops will need to be set aside. Staff will be analyzing reports from HdL to determine projections for revenues and look at ways to expedite the budget process. He also said he was proud of City staff considering the current pressures they are under and for the Police Department and Water Reclamation Facility having implemented safety protocols and other protective measures during the COVID- 19 emergency. He said teleworking opportunities are available for some City staff during this time. The City Manager also stated encroachment permits are being offered to local businesses that are offering take-out food service, which will free up parking space in front of their buildings. The consideration for future virtual meetings was discussed. 16. UPCOMING ITEMS Items tentatively scheduled for the next City Council meeting of April 14, 2020 include: Conrad Street Sewer – Survey Contract with UNICO, Real Estate and Survey Services and New CIP Giovanni Sewer Improvement Project, Mosquito Road Contract Change Order, NPDES 19/20 Contract with RBI, UBBL Landscape Maintenance Agreement with Caltrans, and Measure J Report. 17.
