CITY OF PLACERVILLE CITY COUNCIL MINUTES Regular City Council Meeting April 14, 2020 City Council Chambers – Town Hall 549 Main Street, Placerville, CA 95667 No Closed Session Scheduled 6:00 P.M. Open Session * COVID-19 NOTICE * Consistent with Executive Orders No. N-25-20 and No. N-29-20 from the Executive Department of the State of California and the El Dorado County Health Official’s March 19, 2020 Shelter in Place Order, the City Council Chamber will not be physically open to the public and City Councilmembers will be teleconferencing into the meeting via Zoom Video Communications. NO CLOSED SESSION SCHEDULED 6:00 P.M. OPEN SESSION 1. CALL TO ORDER & PLEDGE OF ALLEGIANCE TO THE FLAG The Mayor called the meeting to order at 6:03 p.m. 2. ROLL CALL: Present (virtually): Saragosa, Thomas, Acuna, Borelli, Taylor 3. ANNOUNCEMENTS/PRESENTATIONS TO THE PUBLIC 3.1 Public Records Request Update (Ms. O’Connell) The City Clerk updated the City Council regarding current, open public records requests. 3.2 Brief Comments by City Council Brief comments were made by the City Council. 4. ADOPTION OF AGENDA It was moved by Councilmember Borelli and seconded by Vice-Mayor Thomas to adopt the agenda as presented. The motion was passed by the following vote: AYES: Acuna, Borelli, Saragosa, Taylor, Thomas NOES: None ABSENT: None ABSTAIN: None 6. CEREMONIAL MATTERS 6.1 Proclamation for National Telecommunicators Week (Mayor Saragosa) The Mayor read the proclamation and will have it presented to the Police Department. 7. PUBLIC COMMENT – BRIEF – NON-AGENDA ITEMS 7.1 Written Communication The City Manager noted several items of written communication pertaining to Item 12.2, which the City Council had already received and that others will be read into the record during the meeting. 7.2 Oral Communication The City Clerk stated no items of oral communication were received. 8. CONSENT CALENDAR NOTE: All matters listed under the Consent Calendar are considered routine and will be enacted by one motion by roll call vote unless any member of the Council wishes to remove an item for discussion. The reading of the full text of all Resolutions will be waived unless a Councilmember requests otherwise. 8.1 Approve the Minutes of the Regular City Council Meeting of March 24, 2020 (Ms. O’Connell) Approved the Minutes of the regular City Council meeting of March 24, 2020. 8.2 Approve the Accounts Payable Register for March 19, 2020 and April 7, 2020 (Mr. Warren) ________________________________________________________________________ Minutes of the Regular Meeting of the City Council of April 14, 2020 2 Visit us on “The Web” at www.cityofplacerville.org Approved the Accounts Payable Register for March 19, 2020 and April 7, 2020. 8.3 Approve the Payroll Register for Pay Periods 19 and 20 (Mr. Warren) Approved the Payroll Register for Pay Periods 19 and 20. 8.4 Adopt a Resolution: 1. Approving a Consulting Services Agreement with UNICO Engineering, Inc. in an Amount not to Exceed $12,778.07 for Land Surveying Services for the Conrad Street Sewer Replacement – Coloma Street to Cottage Street Project (CIP #41916) (Ms. Neves) Resolution No. 8842 Adopted a resolution approving a Consulting Services Agreement with UNICO Engineering, Inc. in an amount not to exceed $12,778.07 for Land Surveying Services for the Conrad Street Sewer Replacement – Coloma Street to Cottage Street Project (CIP #41916). 8.5 Adopt a Resolution: 1. Approving a Fiscal Year 2020/2021 Budget Appropriation in the Amount of $206,188 in the Road Maintenance and Rehabilitation Account Revenue Funds to Maintain and Rehabilitate Existing Public Roadways within the City of Placerville; and 2. Approving the Fiscal Year 2020/2021 Project List and Directing Staff to Submit the Said List to the California Transportation Commission as Presented in Attachment “B.” (Mr. Stone) Resolution No. 8843 Adopted a resolution for the following actions: 1. Approving a Fiscal Year 2020/2021 Budget Appropriation in the amount of $206,188 in the Road Maintenance and Rehabilitation Account Revenue Funds to maintain and rehabilitate existing public roadways within the City of Placerville; and 2. Approving the Fiscal Year 2020/2021 Project List and directing staff to submit the said list to the California Transportation Commission as Presented in Attachment “B.” 8.6 Adopt a Resolution Approving Cooperative Agreement (03-0713) with the California Department of Transportation (Caltrans) for Quality Management Assessment (QMA) for the Construction Phase of the Western Placerville Interchanges, Phase 2.2 – Eastbound On- ________________________________________________________________________ Minutes of the Regular Meeting of the City Council of April 14, 2020 3 Visit us on “The Web” at www.cityofplacerville.org Ramp Project (CIP #41918) and Authorizing the City Manager to Execute the same (Ms. Neves) Resolution No. 8844 Adopt a resolution approving Cooperative Agreement (03-0713) with the California Department of Transportation (Caltrans) for Quality Management Assessment (QMA) for the Construction Phase of the Western Placerville Interchanges, Phase 2.2 – Eastbound On-Ramp Project (CIP #41918) and authorizing the City Manager to execute the same. 8.7 Adopt a Resolution: 1. Approving an Agreement with the El Dorado County Transportation Commission for Fiscal Year 2019/2020 Surface Transportation Block Grant Program Exchange Funds for the Schnell School Road Overlay Project (CIP #42018); and 2. Authorizing the City Manager to Execute the Same (Mr. Warren) Resolution No. 8845 Adopted a resolution for the following actions: 1. Approving an agreement with the El Dorado County Transportation Commission for Fiscal Year 2019/2020 Surface Transportation Block Grant Program Exchange Funds for the Schnell School Road Overlay Project (CIP #42018); and 2. Authorizing the City Manager to execute the same 8.8 Informational Report on Actions Being Taken to Support Businesses and Residents During the Covid-19 Emergency (Mr. Morris) This item was pulled for discussion. The City Manager shared information about what the City is doing to support local businesses and residents during the Covid-19 emergency. Public comment was submitted by Sue Rodman. The Mayor suggested Staff draft a letter to the Governor, with buy-in from the County, asking the Governor to consider low-case, rural regions like Placerville as he ascertains opening the State for business. Councilmember Acuna moved the Mayor’s suggestion. It was then seconded by Councilmember Taylor. Item 8.8 was pulled for discussion. It was moved by Councilmember Acuna and seconded by Councilmember Borelli to approve the balance of the Consent Calendar. DISCUSSION/ACTION ITEMS 12.1 Adopt a Resolution: 1. Approving a Memorandum of Understanding between the City of Placerville, El Dorado County, El Dorado County Transportation Commission and El Dorado Transit Authority for a Federal Advocacy Program; and 2. Authorizing the Mayor to Execute the Same; and 3. Approving a $1,625 Budget Appropriation from the General Fund Unassigned Fund Balance for the said MOU (Mr. Morris) Resolution No. 8846 The City Manager presented the report and responded to Council questions. The motion was passed by the following roll call vote: AYES: Acuna, Borelli, Saragosa, Taylor, Thomas NOES: None ABSENT: None ABSTAIN: None 12.2 By Minute Action Adopt a Joint Policy Statement on Homelessness with El Dorado County (Mr. Morris) Councilmember Borelli recused herself from the item. The City Manager presented the report and responded to Council questions. Public comment was submitted by Sue Rodman, Jonathan Gainsbrugh, and Maureen Dion- Perry. Following Council discussion, it was moved by Vice-Mayor Dennis Thomas and seconded by Councilmember Taylor that the City Council adopt the Joint Policy Statement as-is and send an accompanying letter back to the County stating the City’s strong position that any facility developed in the future should do everything possible to incorporate the services of the Upper Room into that new facility in order to make it all- comprehensive. The motion was passed by the following roll call vote: AYES: Saragosa, Taylor, Thomas NOES: Acuna ABSENT: None RECUSED: Borelli 12.3 Adopt a Resolution Suspending the Requirement in Placerville City Code Section 5.28.170(b) that Appeals of the City Manager’s Decisions Regarding Commercial Cannabis Business Permits be Heard Within Ninety (90) Days (Mr. Morris) Resolution No. 8847 The City Attorney presented the item and responded to Council questions. Public comment was submitted by Max Del Real. Following Council discussion, it was moved by Councilmember Acuna and seconded by Councilmember Borelli to adopt a resolution suspending the requirement in Placerville City Code Section 5.28.170(b) that appeals of the City ________________________________________________________________________ Minutes of the Regular Meeting of the City Council of April 14, 2020 6 Visit us on “The Web” at www.cityofplacerville.org Manager’s decisions regarding commercial cannabis business permits be heard within ninety (90) days. The motion was passed by the following roll call vote: AYES: Acuna, Borelli, Saragosa, Taylor, Thomas NOES: None ABSENT: None ABSTAIN: None 12.4 Receive and File a Report on the Proposed Changes to the Fiscal Year 2020/2021 Budget Development Process and Operating Assumptions Due to the COVID-19 Pandemic and Provide Input and Direction to Staff (Mr. Warren) The Director of Finance/Assistant City Manager presented the report. Public comment was submitted by Sue Rodman. The item was received and filed. 13. COUNCIL REPORTS FROM OTHER AGENCY MEETINGS • El Dorado County Transit Authority Councilmember Taylor reported El Dorado County Transit is delivering Meals on Wheels, has implemented free fare for all, and are now loading passengers through the rear door on all accommodating buses. Transit is also doing grocery and prescription deliveries to residents’ homes. Councilmember Taylor also said the preliminary and CIP Budget were adopted for Fiscal Year 2020/2021 with the expectation for revision once the impact of Covid-19 is fully understood. • El Dorado County Transportation Commission Councilmember Borelli said the Federal Advocacy Program was discussed as well as the Highway 50 Hot Spot Study and the Highway 50/Camino Safety Project. Several assembly and senate bills were also discussed. • LAFCO (El Dorado Local Agency Formation Commission) Councilmember Acuna stated there has not been a meeting. • SACOG (Sacramento Area Council of Governments) Mayor Saragosa said the Commission meets on Thursday.  Placerville Fire Safe Council Councilmember Borelli said a Zoom meeting was held for the Oak Hill Area Fire Safe Council. ________________________________________________________________________ Minutes of the Regular Meeting of the City Council of April 14, 2020 7 Visit us on “The Web” at www.cityofplacerville.org 14.
