AGENDA CITY OF PLACERVILLE HISTORICAL ADVISORY COMMITTEE REGULAR MEETING THURSDAY, APRIL 17, 2014, 6:00 P.M. SCOUT HALL, 3071 BENHAM STREET PLACERVILLE, CALIFORNIA Materials related to items on this Agenda, submitted to the Historical Advisory Committee either with or after distribution of the agenda packet are available for public review without delay in the Development Services Department at City Hall, 3101 Center Street, 2nd floor, during normal business hours. Agendas and Staff Reports are also made available online at: http://www.cityofplacerville.org/historical-advisory- committee 1. CALL TO ORDER AND PLEDGE OF ALLEGIANCE TO THE FLAG 2. INTRODUCTION OF NEW MEMBER JOHN SELLERS 3. ROLL CALL: Chair Harkey, Vice Chair Wolfe, Secretary Rogers, Member Hardy, Member Sellers 4. ADOPTION OF AGENDA 5. ADOPTION OF MINUTES OF REGULAR MEETING – FEBRUARY 20, 2014. 6. ADOPTION OF MINUTES OF SPECIAL MEETING – MARCH 18, 2014 7. ITEMS OF INTEREST TO THE PUBLIC: This portion of the meeting is reserved for persons wishing to address the Committee on any matter not on the Agenda that is within the subject matter review authority of the Committee. The Committee shall not take action on this item. The Chairperson reserves the right to limit the speaker’s time to three minutes. Please give any written material presented at the meeting to the Committee Staff Liaison for the public record. 8. NEW BUSINESS: 8.1 Election of Committee Officers: Chair, Vice Chair and Secretary Officer Terms: March 1, 2014 to February 28, 2015. Any Committee member may make a nomination for any officer position. A voice vote will be taken for each officer position. A. Election of Chair: Call for nominations from the Committee for the election of Chairperson are requested. Defined under the City of Placerville Committee, Commission & Board Policy Manual, the Chairperson is the presiding officer at all meetings. They have full voting rights. 1 April 17, 2014 Agenda 04.17.14age.docx Following a majority vote by the Committee, the Chair-elect will preside over the meeting. B. Election of Vice-Chair: The newly elected Chairperson will call for nominations for the candidate(s) within the Committee for the position of Vice-Chairperson. Defined under the City of Placerville Committee, Commission & Board Policy Manual, the Vice-Chairperson will serve as the presiding officer as needed when the Chairperson cannot due to absence or recusal due to a conflict of interest. They have full voting rights. C. Election of Secretary: The Chairperson will call for nominations for the candidate(s) within the Committee for the position of Secretary. Duties of the Secretary involve taking roll, tabulating for the minutes those members that are present or absent at each meeting; also, poll the Committee members on each question (motion) requiring an individual vote. They have full voting rights. 8.2 Amendment to City of Placerville Development Guide – Chapter IV: Architectural Guidelines Committee is to consider and provide recommendation to staff regarding new staff amendment to Chapter IV of the City of Placerville Development Guide. 8.3 2014-2015 Work Activities Open discussion and possible determination by the Committee of work activities (within duties as specified per City Council Resolution No. 7896) for 2014-2015. 8.4 Follow-up Discussion of February 25, 2014 California Preservation Foundation Webinar: Preservation Planning for Small Cities 9. COMMUNICATIONS FROM COMMITTEE MEMBERS AND STAFF LIAISON 9.1 Committee Members 9.2 Staff Liaison 10. COMMITTEE MEMBER GROUP PHOTO Staff requests the Committee’s permission to take a group photograph of the Committee for posting on the City’s Historical Advisory Committee webpage. 11.
