DRAFT MINUTES CITY OF PLACERVILLE HISTORICAL ADVISORY COMMITTEE THURSDAY, JUNE 5, 2014, 6:00 P.M. SCOUT HALL, 3071 BENHAM STREET PLACERVILLE, CALIFORNIA 1. CALL TO ORDER AND PLEDGE OF ALLEGIANCE TO THE FLAG Vice Chair Harkey called the meeting to order at 6:00 p.m. the Pledge of Allegiance to the Flag was recited. 2. ROLL CALL Present: Vice Chair Harkey, Secretary Rogers, Member Hardy, Member Sellers Absent: Chair Wolfe 4. ADOPTION OF AGENDA Member Hardy moved to adopt the agenda, seconded by Member Sellers. Upon a vote, viva voce, the motion passed unanimously. 5. ADOPTION OF MINUTES OF REGULAR MEETING – MAY 15, 2014. Member Hardy moved to adopt the agenda, seconded by Member Sellers. Upon a vote, viva voce, the motion passed unanimously. 6. ITEMS OF INTEREST TO THE PUBLIC: None were received. 7. NEW BUSINESS: 7.1 3177 Cedar Ravine Road – Site Plan Review (SPR) 2014-03 – Abuzaid Residence Property owner Waleed Abuzaid requests Site Plan Review to replace three (3) existing single-hung wood window frames and sashes with single-hung windows on an existing home located within the Cedar Ravine Road Residential Historic District. Replacement windows would have vinyl frames and sashes and dual pane Lo-E glass. Two of the three affected windows are located along the home’s Cedar Ravine Road elevation. A third affected window is located along the home’s north elevation, and can be seen from Cedar Ravine Road. The Committee is requested to identify the character defining features of the home, and to make recommendation to the Planning Commission regarding the SPR 2014-03 as to consistency with the Minutes, June 5, 2014 Approved, _____, 2014 1  Secretary of Interior Standards for Rehabilitation & Guidelines for Rehabilitating Historic Buildings. City Planner Painter presented staff’s report. Jerry James, representing the property owner, spoke regarding the request. It was moved by Secretary Rogers, seconded by Member Sellers, recommending the Planning Commission approve SPR 2014-03, citing as follows: The window replacement would not change a character-defining feature of the home; Windows would be placed within the home’s existing window openings, retaining the window opening’s spatial relationship with each other; Window replacements are single-hung style that would match the existing window style, and The request would further Goal G of the Housing Element which calls for the City to promote residential energy conservation. Upon a vote, viva voce, the motion passed unanimously 4-0. 8. COMMUNICATIONS FROM COMMITTEE MEMBERS AND STAFF LIAISON None were received. 9.
