OPEN SESSION 1. CALL TO ORDER: 2. ROLL CALL: Cumpston, Granados, Rodman, VanSickle, Zangari 3. ADOPTION OF AGENDA: 4. COMMUNICATIONS: 5. MINUTES OF THE MEASURE H SALES TAX COMMITTEE MEETING OF SEPTEMBER 18, 2014 (Mr. Warren): Recommendation by the Staff Liaison that the Measure H Sales Tax Committee approve the minutes of the Committee meeting held September 18, 2014. 6. WATERING RESTRICTIONS (Mr. Warren): A copy of the Public Notice addressing the ongoing watering restrictions that was distributed with the November utility bills is included in the agenda packet for informational purposes only. 7. MEASURE H FUND QUARTERLY FINANCIAL REPORTS (Mr. Warren): Recommendation by the Staff Liaison that the Measure H Sales Tax Committee acknowledge and file the Measure H Fund financial reports for the quarters ended September 30, 2014 and December 31, 2014. 8. ACTIVE SEWER AND WATER CAPITAL IMPROVEMENT PROGRAM PROJECT UPDATE (Ms. Neves) The City Engineer will present an update on all active sewer and water Capital Improvement Program projects. 10. ADDITIONAL FUNDING RECOMMENDATION FOR THE WATER LINE REPLACEMENT ASSOCIATED WITH THE CENTRAL MAIN STREET REHABILITATION PROJECT (Ms. Neves/Mr. Warren): The City Engineer will provide a status update on the replacement of sewer and water lines associated with the Central Main Street Rehabilitation project (CIP #41412) and the need for an additional $400,000 budget appropriation from the Measure H Fund to complete the said water line project. The Staff Liaison recommends the $400,000 in Measure H Fund balance previously appropriated for the Sewer Line Relocation-Clay Street to Locust Street project (CIP #41202) be liquidated and re-appropriated for the water line replacement associated with the Central Main Street Rehabilitation project (CIP #41412). 11. UPCOMING ITEMS: Items tentatively scheduled for the next Committee meeting include: Development of a community survey for the future use of Measure H sales Tax revenues, a review of forecasted Measure H Sales Tax revenues and fund balance for Fiscal Years 2014/2015 and 2015/2016, and a review of the proposed sewer and water Capital Improvement Program projects for Fiscal Year 2015/2016. 12.
