CITY OF PLACERVILLE RECREATION & PARKS COMMISSION April 19, 2023 MINUTES PRESENT: Recreation & Parks Commission: Larissa Lujan, Steven Vance, Lynne Spencer. Recreation & Parks Staff: Matt Lishman, Terry Zeller. ABSENT: Commissioners Kelley Rogers, Tony Windle. GUESTS: Mickey Killian (sp.) ADOPTION OF AGENDA: Mr. Vance made a motion to adopt the agenda. Ms. Lujan seconded the motion. Motion approved unanimously. APPROVAL OF MINUTES: Ms. Spencer made a motion to approve the minutes of September 21, 2022. Mr. Vance seconded the motion. Motion approved unanimously. PUBLIC COMMENT: None. ACTION ITEMS: None. STAFF REPORTS: Update on Spring Programs and Projects: Mr. Zeller reported on multiple programs and projects that are ongoing in the Community Services Department for this spring and into the summer. The information was divided into the areas of Administration, Volunteer efforts, Special Events, Programs and Facilities. Ms. Lujan asked about city residents vs. county residents signing up for the volunteer efforts, and that she could work on getting volunteers from organizations. Ms. Spencer commented that the Soroptimists should be tapped, and the League of Women Voters, and that Pollock Pines has a gardening club that could be reached out to. She would like to see flyers to promote the annual event and future smaller volunteer events. Public Comment: Mickey Killian spoke on the Lions Park softball fields, saying that there is a concern for spring that the fields will not have any work done to them, and that it would be more logical to deal with closing down the fields for an entire year to do more intensive work. Mr. Zeller responded that the different types of needs for the field maintenance need to happen at different times of the year, and that the infield lip and warning tracks, along with fertilization and overseed can happen now, but the irrigation system and the fraze mowing need to happen in November after leagues are wrapped up due to the weather conditions needed. Mr. Zeller offered his email again for anyone in the leagues that wanted to initiate a work party. Meeting adjourned at 6:05pm.
