CITY OF POCATELLO, IDAHO CITY COUNCIL LIAISON WORKING LUNCH AUGUST 3, 2017 Mayor Brian Blad called the City Council Liaison Working Lunch to order at 1:05 p.m. Council members present were Heidi Adamson, Roger Bray, Steve Brown, Jim Johnston, Gary Moore and Michael L. Orr. Also in attendance was Ruth Whitworth, City Clerk. Discussion centered on Boards/Committees the Council are liaison to and general City topics. No formal action was taken. Rich Diehl, Deputy City Attorney, Jeff Mansfield, Public Works Director; Joyce Stroschein, Chief Financial Officer/Treasurer; Jon Herrick, Water Pollution Control (WPC), Superintendent; and Skyler Allen, Water Engineer; joined the meeting at 1:32 p.m. to discuss their concerns regarding a pipe critical to operations at the WPC Plant that is showing excessive wear. Mr. Diehl left the meeting at 1:50 p.m. Mr. Mansfield gave an update on possible economic development near the City. Mr. Mansfield, Mr. Herrick and Mr. Allen left the meeting at 2:20 p.m. Ms. Stroschein gave an update on the City’s Water Revenue Bond. Options to continue the bond were reviewed. Ms. Gygli and Ms. Neu shared a brief history of the City’s Historic Preservation Commission. Ms. Neu explained a group of property owners in the Old Town area asked Council to consider making Old Town into an historic district. In 1985 the City Council declared the area as a Local Historic District. Ms. Neu explained that property guidelines within the district can be modified/updated by the Commission. Ms. Adamson gave an update on Iwamizawa Japan Committee activities. She noted that the Japanese Delegation is currently visiting Pocatello. Ms. Adamson also gave an update on NeighborWorks Pocatello activities. Mr. Moore gave an update on the Golf Advisory Board. Riverside Golf Course is researching the construction of a new Club House. Members are making plans to raise funds for the building. He also reviewed facility needs for the Senior Citizens Center. Mr. Orr gave an update on Historic Preservation Commission (HPC) and Airport Commission activities. He noted discussion regarding the Brady Chapel took place at the last HPC meeting. The Airport Commission is working with Skywest Airlines regarding flight schedules. Mr. Brown reported Pocatello Development Authority cancelled their last meeting. As a result, he does not have an update. Council would like to continue discussion on the Fire Department’s Overtime Budget. It was noted that an invitation would be extended to Fire Chief Dave Gates, and Joyce Stroschein, Chief Financial Officer/Treasurer to give an update at a future meeting on the Fire Department’s overtime costs. Effective communication between Mayor Blad and Council members will continue to be a priority.
