HISTORIC PRESERVATION COMMISSION
Minutes for July 21, 2021 at 6:00 p.m.
City Council Chambers, Municipal Building

The meeting began at 6:00 PM.
AGENDA ITEM #1: ROLL CALL AND DISCLOSURE OF CONFLICT OF INTEREST AND EX-
PARTE CONTACT
Disclose who was talked to, the basic substance of the conversation, and whether the conversation had any
influence. Disclose if there is anything personally or professionally that would not allow an impartial or
unbiased decision. Disclose if a site visit was done, location(s) of the visit, and what was seen.
PRESENT: Jacquee Alvord, Ruta Casabianca, Latecia Herzog, Josh Pohlman, and Marty Vizcarra.
EXCUSED: Donald Elston and Elizabeth Fore.
STAFF: Jim Anglesey, Councilwoman Leeuwrik, and Aceline McCulla.
None of the members had any conflicts of interest.
AGENDA ITEM #2: APPROVAL OF MINUTES
The Commission may wish to approve the meeting minutes from July 7, 2021 and the special meeting from
July 13, 2021.
It was moved by L. Herzog and seconded by J. Alvord to approve the meeting minutes, as written, from July
7, 2021 and the special meeting from July 13, 2021. Those in favor: Alvord, Casabianca, Herzog, Pohlman,
and Vizcarra. Unanimous. Motion carried.
AGENDA ITEM #3: CERTIFICATE OF APPROPRIATENESS
Historic Downtown Pocatello (HDP), represented by Randy Dixon, has submitted an application for a
certificate of appropriateness for new displays at 323 N. Main Street, the Gate City Boxing building.
Randy Dixon, of HDP asked the HPC to approve the six photo panels measuring five feet by ten feet on the
Gate City Boxing building to welcome ISU students and staff to the area. They would replace the existing
panels currently on the wall. A mural discussion by HDP would meeting within the week to discuss the mural
content. Vizcarra stated that once the mural content has been discussed, he asked for Dixon to come back to
the HPC for approval on the final selections. Dixon agreed.
Jim Anglesey, City of Pocatello staff liaison, stated that staff finds that the application for a certificate of
appropriateness is compliant with Pocatello Municipal Code Section 17.04.210.
It was moved by L. Herzog and seconded by J. Pohlman to approve the request from Historic Downtown
Pocatello to remove existing images and place a series of six photos of Idaho State University on the south
side of the building as presented, finding the application meets the criteria for review under Chapter
17.04.210.I of Pocatello City Code as well as the Design Guidelines for Pocatello’s Downtown Historic
District as presented, only after the selected photos get final approval by staff before the Certificate of
appropriateness is signed, and to authorize Chair Vizcarra to sign the Certificate of Appropriateness once staff
approval of the photos is confirmed. Those in favor: Alvord, Casabianca, Herzog, Pohlman, and Vizcarra.
Unanimous. Motion carried.

AGENDA ITEM 4: BRADY CHAPEL CENTENNIAL CAMPAIGN
The Commission may wish to discuss and coordinate plans for funding & events.
• Discussion on grants, funding and 501c3 information.
o Idaho Heritage Trust (IHT) Grant – assign who will lead this grant.
Casabianca stated she would be the lead the IHT grant. Deadline for Casabianca to submit all grant
materials to Jim Anglesey for final approval is September 3, which gives Anglesey two days to review
for Council submission on September 8, due to being closed on September 7 for Labor Day.
It was moved by L. Herzog and seconded by J. Alvord to approve Ruta Casabianca to write the Idaho
Heritage Trust Grant and submit to Jim Anglesey for final approval, and Anglesey would submit to City
Council for approval and authorization to spend on Brady Chapel Rehabilitation Repairs. Those in
favor: Alvord, Casabianca, Herzog, Pohlman, and Vizcarra. Unanimous. Motion carried.
• Event Planning:
o Art Walk: August 6, 2021 - Update and action for planning this event.

Table for: Down Town Business Assistance and Social
Table for: Brady Chapel Restoration Campaign
Volunteers:

Vizcarra will check with Stephanie Palagi of Historic Downtown Pocatello regarding permits for the
Art Walk event and other necessary processes required.
o Summer Gala: August 26, 2021, 5-7pm
Herzog has received final approval from the AIA to process all donation and funds for the Gala Event
Casabianca asked that Gala attendees give a short history story to share. Leeuwrik would ask Logan
about possible videoing the Gala Event.
Casabianca got confirmation for 13 8-foot round tables, 70 chairs and 8 60” Lx30” Wx29” H
rectangular tables from Grace Lutheran.
o Scavenger Hunt: October 9, 2021 - Update and action for planning this event
This item will be discussed at a future meeting.
With no other business, it was moved by L. Herzog and seconded by J. Alvord to adjourn the meeting at
7:36 P.M. Those in favor: Alvord, Casabianca, Herzog, Pohlman, and Vizcarra. Unanimous. Motion carried.
