D. PUBLIC COMMENT: 1. At this time, the general public is invited to address the Cultural Arts Commission concerning any items that are not listed on the agenda, which are not public hearings, or other items under the jurisdiction of the Cultural Arts Commission. Comments from the public of any non agenda items will be limited to three (3) minutes in accordance with City policy. Whenever any group of persons wishes to address the Cultural Arts Commission on the same subject matter, the Chairperson may, at his /her discretion, request that the group choose a spokesperson to address the Commission. b) All remarks should be addressed to the Cultural Arts Commission as a whole, and not to individual Commissioners. Questions, if any, should be directed to the presiding Chairperson who will determine whether, or in what manner an answer will be provided. 3. Strategic Planning Staff recommends Commission discuss and recommended an action on the Draft 2020-2025 Action Plan. Attachments: Staff Report Draft 2020-2025 Action Plan 2. Investment Priority List 2020-2021 Staff will facilitate a discussion on a draft Investment Priority List to define locations, categories, budgets, and timelines to guide in-lieu fee investments between Fall 2020 and Fall 2021 as an action step of the 2020-2025 Action Plan.
