PRAIRIE VIEW ECONOMIC DEVELOPMENT CORPORATION Notice of Regular Scheduled Board Meeting Thursday, May 21, 2020; 6:00 p.m. Prairie View City Hall; City Council Chambers 44500 U.S. Business Highway 290 Prairie View, Texas 77446 In accordance with an order of the Office of the Governor issued March 16, 2020, the Economic Development Corporation of the City of Prairie View will conduct a video conference and telephonic meeting in order to advance the public health goal of limiting face- to-face meetings (also called “social distancing”) to slow the spread of the Coronavirus (COVID-19). Written questions or comments may be submitted up two hours before the meeting. A video recording of the meeting will be made and will be posted to the City’s website and available to the public in accordance with the Texas Public Information Act upon written request. 1. Presentation regarding the status of the Director search by PACE Group (Director Walker) 7. Presentation from Trilogy Engineering regarding Water Study Plan Action Items 8. Discuss, Consider and Possible Action Approving the minutes of the Regular Board Meeting of February 13, 2020 9. Presentation, Discussion, possible action regarding a pre-development/feasibility study for Echols Street Development with George E. Johnson Development, Inc. an amount not to exceed $7,000 and authorizing the negotiation of said contract 10. Public Hearing and Possible Action on funding a project application received from Dr. Hawkins’ Bed and Breakfast (Director Brown) 11. Public Hearing and Possible Action on funding a project application received from PV Rodeo Project (Director Williams) 12. Public Hearing and Possible Action on funding a project application received from Protect the Village Project (Director Brown) 13. Discuss, Consider and Possible Action on reimbursement to PVEDC Intern Raquel Wortham for office space for the months of December 2019 and subsequent months (Director Brown) 14. Discuss, Consider and Possible Action regarding potential office space ideas and receive direction from the Board to pursue options (Director Williams) 15. Discuss, Consider and Possible Action on a project Resolution of the Prairie View Economic Development Corporation Approving Funds for Local Businesses to Assist with the Retention and Training of Employees During the COVID-19 Pandemic and National Disaster, In An Amount Not To Exceed $10,000.00 Per Project And Per Business (Director Brown) 16. Discuss, Consider and Possible Action holding a PV-EDC Town Hall Meeting to provide information to the public about the PV-EDC Emergency Grant/Loan Stimulus Package/Resources and authorizing the Live Streaming of said meeting (Director Lampkin) Prairie View EDC Agenda Page | 2 Board Reports 17. Pursuant to Texas Government Code Section 551.0415, the Board of Directors, without having provided notice, may make reports about items of community interest if no action is taken and possible action is not discussed regarding the information provided in the report. “Items of community interest” include: (1) expressions of thanks, congratulations, or condolence; (2) information regarding holiday schedules; (3) an honorary or salutatory recognition of a public official, public employee, or other citizen, except that discussions regarding a change in the status of a person’s public office or public employment is not an honorary or salutatory recognition for purposes of the PVEDC; (4) a reminder about an upcoming event organized or sponsored by the governing body; (5) information regarding a social, ceremonial, or community event organized or sponsored by an entity other than the PVEDC that was attend or is scheduled to be attended by a member of the governing body or an official or employee of the PVEDC; and, (6) announcements involving an imminent threat to the public health and safety of people in the political subdivision that has arisen after the posting of the agenda ADJOURN Executive Session: The Prairie View Economic Development Corporation 4-B reserves the right to adjourn into Executive Session at any time during the course of the meeting to discuss any of the matters listed above, as authorized by Texas Government Code Sections 551.071 (Consultation with Attorney), 551.072 (Deliberations about Real Property), 551.073 (Deliberations about Gifts and Donations), 551.074 (Personnel Matters), 551.076 (Deliberations about Security Devices), 551.086 (Economic Development).
