Neighborhood District 3 Meeting Minutes for 2/21/2024 There were no objections to the new developments introduced to District 3 residents attending the meeting. 1. Department Topics (6:00-6:30 PM) A. 2050 West Speed Study (Traffic Manager Vern Keeslar, Provo city engineering division look at speeding on 2050 West). South of gas station along 2050 W short of 600 South. Looked at crashes for the last 3 years. Rural areas 5 years. 3 years one crash distracted driving, no injuries. Look at the crash data, not significant amount reported. Please report crashes, call the police. Definitions: Average Speed, 85th percentile, Volume. 2050 is a collector in this area, north of center street it is an arterial. 85th percentile on a collector or arterial, speed limit is raised? Arterial 35, most speeds in Provo are 25, not more than 35, maximum speed. Lakeview Parkway is 45 mph. This part is 25 mph. 85% of vehicles were going at that speed or lower. Data Sept Th-Sun 73 hrs, 25 mph, northbound average speed was 25 mph. Southbound average speed 20 mph Average 27 mph. 2 going over 50 mph northbound. 136 going 26-30 mph. 4,615 total volume, 63 vehicles / hr or 1,517 daily Functional class: Local lots of access, residential road Collector: fewer access, more traffic volume, higher speed Arterial: Low access, higher speed Interstate: No access high speed One crash, 22mph average, 85% 27 mph, 8,595 total vehicles, Speed limits good. 4 speed limit signs, southbound, northbound and 2 in between. Noncompliance is a good time to remind drivers at the highest speed point. $3500 speed signs, can purchase two. Can we schedule another study once the park is completed and during game season? A study in winter or prior to heavy traffic season. Get a full year after the park opens before another speed study. Yes, we can do another study. B. Updates on Delta Gateway Park, West Park, Fort Utah Park & Greenway, Sports Park (Parks Projects Manager John Bunderson). 1. Rock Canyon Trailhead improvement: 1. Public Works aquifer storage and recharge project Provo River mouth of canyon waters released flow towards trailhead creating natural water effects. 2. Improving the parking lot and trailhead to accommodate off- street parking. Streets lined with visitor vehicles. Creating more off-street parking and talking to UTA for transit options. 3. Master Plan for improvements: Trailhead, roundabout, closing one trail request from National Park service, creating 3 new  interpretive trial loops, geology, animal, plant life in rock canyon. New amphitheater area, new rock-climbing area for beginners with soft fall area below. 2. Delta Gateway Park - Lakeshore Drive by Provo River in conjunction to Delta River Project connector to all trails to both new Provo River trail sections and old trail going to state park as well as trail upriver. Why no flow through old channel, hurts CLAS ropes business. Parks had not input into that. Diversion construction regulated by bureau of reclamation, regulate flows in old channel, suggest reach out to them, website, June sucker, Utah Lake mitigation commission. Federal project. Legislative bills signed back in the 90s, longtime in the planning. Involvement contained in the master plan. Provo River trail is county property, not city property. Becky Bogdin asked, told has to go, can’t tell another government entity, has to be done through residents getting together. Have the right to go to them. Do the same thing, concerned, we do not have the right to tell them, it’s not property right, it’s water rights. Confused about the plan for that area, will the water drain? Stagnant? They will create a fishery there. Introducing air, small boat craft launch areas by county, making some improvements. JuneSuckerRecovery.org. Park completed Spring 2025. 3. West Park - New basketball court, new swing set, Revamped irrigation system, Improve access and parking. 4. Fort Utah: Sake, BMX, pump track, jump lines, skate park replacement with all wheels facility, new playground, new restrooms, parking improvements to bring on street to off street parking add one more row of stalls. Consultant coming on to get design. 5. Question: Matt Peterson: Looks like pump tracks already there, fairly poured asphalt, crumbling, concerned looks out of place and rough=shod, is this the final location? What is shown is a modular pump track fabricated temporary structure as get into removal of skate park. Not the permanent structure to maintain a level of service for youth in the area. Asphalt is mill tailings crushed recycled asphalt product for temporary use for moisture. Completion next year. Will the playground be in the same location? As we develop a plan, will replace the current playground and restrooms. Love new baseball set up, location of playground cannot see from game. If you can put the playground where parents from stands can see the playground. New Lakewood Park, Becky invited to come to give opinion. Bringing on a consultant to gather opinions. 6. Epic Sports Park: PM Fall this year complete north section 15 sports fields, restroom, central plaza restroom gathering for teams. South and north playgrounds, perimeter walking trail around and in middle, 3 miles open to public 24/7. Multi-use best as we can with sports facility. 4 parking lots, 500 trees shrubs, sod going in, open to play. Question: Food trucks have a designated area instead of in parking lot? Have  electrical stubs around the center plaza area, in parking area. Has the park and recs department considered food truck scheduling? Alleviate heavy traffic in areas by allowing food trucks. Mom of two distance runners: Will the park cater to cross country events? Down to sports programmer, trails around, quality of turf a concern, yes want to multi- use, frisbee, lacrosse, soccer, cross country. House there, love access and trails. 24/7 nervous about lights? Fields will not be 24/7 but secure through parking lots and roads. Lighting all of parking and streets. Ball fields will not be lit. Complaints about FootPrinters, how will this be in compared to…no field lighting. Just parking safety lighting. No night games, no field lighting. What about a fence, yes on street on the park side. Committed to property owners a barbed wire field fence. Before opening. 3 ft 3-4 strand barbed wire fence. Surveyors cannot decide where the property line is. Will follow up with surveyor. Talk to you tomorrow or Monday with property issues. 7. Provo Dog Park: one at bicentennial park. On leash pets allowed on trails and in parks. Pet waste stations provided by Provo City, new dog park facilities being identified, parks and rec is working with a special task force of community members and dog park designers. Important to everyone but never makes the list. In design, neighborhood attentions. Question: Is there a need? Advocating for a dog park? Bicentennial a mess, dogs run free, don’t clean up. Dog parks are the worst for dogs. Last 7 years 2 people reach out for dog parks. SE and Grandview want them to be on the west side. Need to express that. Local parks just an area fenced where dogs can run so you don’t get a ticket if you want to let your dog run. Irrigation, taking up greenspace, hard to take greenspace. 5-10% user base. 6800 just to fence. Taking greenspace from a majority user group. Not backing up to neighboring properties. Put them in the right location. How do they survey that population. Want them on leash but how do you survey. Neighborhood meetings. Part of master planning process, statistically survey, not in the top 10. Multiple surveys. New park, brought to neighborhood and design process. West Park, part of that discussion, Fort Utah, will bring it up. Mutual decision between department and community served. Open space for pets to be let loose, learned the reserved space is typically too small. Grassy nice to start, burned out, too course first time, switched to a finer material, couple iterations of bicentennial. Learning from other facilities, how to best address, it’s being explored, actively looked at, pets are allowed on leash in public facilities, just off-leash is a problem. 2. Planning Items (6:30-7:00 PM) A. Dudley & Associates requests a Zone Map Amendment from the A1.5 Agricultural Zone to the R1.8 One-Family Residential Zone to create a 3-lot single-family subdivision at 1342 N Geneva Rd in the Lakeview North Neighborhood. Dudley: They have application in department review process, not in city council yet, Roger Dudley engineer for developer, 1.5 acre on Geneva Road want to divide into 3 lots to build 2 additional residents. 1. Zone change R1-8 zoning. No sewer in front of property some south and north, need to put in sewer main in Geneva Road, UDOT controlled discuss access. Agreed to two access, not three. Two lots will have a shared access, then other log will have its own access, trying to space along Geneva Road. Custom Home designs. 2. Josh: Working with property owners to create a new subdivision housing development. Seeing 4 units per acre, 3.7. Lower density single family around edges, middle sections 5 units / acre townhomes, Meadows and Utah Lake, new more affordable housing. Open space #1 cannot have anything in line with that drainage system. Affordable housing push limit for yard, young families, 1600 1150 s SW corner, ¼ acre, 10000 sf or more. Townhome concept stretch it out for own fenced backyard. Dog park. Big attractor. Not much more affordable than single family homes. Squeeze down lots. West side has a lot of starter homes, title 1 rate on SW side is very high, 60-80%. We have all these starter homes, need something people can grow into after 3rd child can stay, move up and stay on west side and not have to move away. Adding problems on top of problems. Agree with Becky, moved to east side to west side, not a lot to choose from. Larger lot. Stability of neighborhoods. Prefer larger single-family homes .25 to ⅓ acre. Good for west side. Instead of townhomes, single homes with smaller yards, gotten a lot of cookie cutter homes, different diversity, helping families that own this grown, push this through entitlement process, end up with Ivory, DR Horton, builder will, pros and cons too consistent, some consistency, most talking to are great home builders. Arrive, DR Horton, Ivory, will not be a custom home choose your builder. 3. Election of Chair and Vice Chairs (7:00-7:15 PM) – Rachel Breen A. Board members introduce themselves. Former neighborhood chairs, application, city hall for input, only board members may run for office. 1. Matt Peterson: Decline, will consider it. Attended from Zoom. Lived in Provo most of adult life. Build first home 30 years ago, 2nd home 5 years ago. 2. Haley Glenn: 8 years, interested in parks, Willing to be a chair or vice chair. 3. Andrew Terry: 2 years in Provo, Vineyard, grew up in Orem, Qualtrics, 4. Brian Taylor: Cannot be re-elected as chair, cross Brian off. 5. Shaun Hilton: Moved to Provo a year ago, involved with program since moving into neighborhood, civil engineer, asst city engineer, serving as vice chair, not petitioning one way or another. Happy to serve. 6. Brooke Barnes: Lived here a long time, not far from sunset view, lived here for 16 years. Love Provo, want to get involved. With Arien, like the new set  up every 6 weeks, go back to neighborhoods, get more people involved. Working on matching grant. Arien, Hailey, Andrew, Shaun and Brooke. Vote for 3. B. Goat head removal project with Provo School District on April 20th to coincide with Earth Day. 1. Field south of Sunset. Area full of goat heads. Gone, city spray, asphalt path. BYU volunteers. April 20. 9 or 10 am. Get service hours. 2. Considered having a follow up day? B. Reach out to volunteers (BYU YSA ward, YServe Community Cleanup, BikeWalk Provo, etc.). 5.
