Neighborhood District 3 Meeting Minutes - 8/7/2024 1. Truth in Taxation – Provo City Library Director Carla Gordon A. The City Council website has truth in taxation information. B. $800k shortfall started - tax revenue decrease not in property but vehicle tax past tax redemption number not as much by $200-300k. Increase in cost of living, inflation. C. Reduced to $500k, ending $450k, asked city council to pass an increase. Got $450k additional tax revenue. D. Library funding sources: a. 81% Property tax revenue b. Vehicle tax 12% c. Fees 1% d. Rentals Rooms 3% e. We control fees and rental rooms f. We get 4% of property tax goes to Library. City gets 14-18%. g. Expenditures: i. 56% people ii. New chiller replaced .5 million, parking iii. Technology iv. Website, catalog v. Collections on books, 10% vi. Programming 3% vii. Overhead are chargebacks to city - our own budget we pay city for use of HR, Use, finance,8% h. Not many areas to cut. The only way is to cut staff and then need to cut hours. i. Building expenses have increased, older building j. Chargebacks operation expenses level. Not added positions, cost of living increase. Last year raised part time positions as low as $9/hr, hard time hiring. E. Causes of Shortfall a. Inflation b. Operating costs kept low c. Lower than expected tax revenue d. Building costs F. Running on deficit for 10 years. 20 years ago moved into new building, raised levee to max amount and didn’t need all to run new building. Instead of spending it, put excess in savings, grew 10 years, inflation hit, had $5 million almost 100% of operating budget. Didn’t need savings account that big. Used savings rather than ask residents for more money. Some point would have to be made up. G. Asking this year, savings account depleted. H. Ending fund balance - replace carpet, roof, etc. Want to keep closer to $2million. I. Library cuts already planned for FY25 a. $800k deficit- endowment fund extra, let build up to $2million, pulled out interest to help with costs. b. Interest rates high good for savings account. More interest earned now. Use endowment interest to cover cost. c. Decreased year book budget 10% d. Streaming music - will not renew save $40k e. Attic exhibits, doing local exhibits. Will pause on attic exhibits. f. Postponing technology updates. g. $290k grant from UT Education network. h. Personal savings through turnover gap, do not hire right away. i. Increase asking $450k or $12 / household. J. Collections size with Provo and Orem similar. Some in Provo are closer to the Orem library than the Orem one. We have reciprocal services. Stopped with Springville because Provo residents did not use them as much. 2. Planning Items A. Scott Doscher requests approval of a Zone Map Amendment from the A1.5 (Agricultural) Zone to the R1.8 (One Family Residential) Zone to create a two-lot residential subdivision at 484 N 2760 W in the Lakeview South Neighborhood. Small leftover ag zone within property also half R18 zoning. Want to rezone to R18 to subdivide into two lots, flag log with current existing lots and lot 2 18k sf, 48ksf. Applicant will also improve frontage on 1760 W. Do not know where ag zone came from. Leftover ag zone, way to fix and match rest of development. B. Barry and Judy Finch request a Zone Map Amendment to apply the Agritourism (AT) Overlay Zone to 8.86 acres of Agricultural (A1.5) Zoned property to build an event center at 2601 W 280 S in the Provo Bay Neighborhood. Things may change, date not set yet for planning commission or with city council. Near Amelia Earhart Elementary. 3 homes in front where RA is. Separated from A15 section. Top is school, long stretch parking lot, go through barnyard beautifying into a ranch facility. Opens up to rustic barn. What is different about this from a year ago: We originally tried to fit it into the top part, not enough space. Have 3 homes on 2470, now each are their own residential lot. Tan rectangle formed into the agritourism lot. We have made that change. Houses are no longer connected as one lot. City required to apply for agritourism zone, land needed to be its own. Applied and granted it. You are in the process of the application to apply the overlay. Getting info to apply for the rest of the project. Application is going through the review process. Going for agritourism don’t want to lose ag rights. AT lay on top of the whole property. AT zone just under 9ac. Issue last time if got AT overlay, would it apply to everyone else’s A1. Anyone else would have to apply and go through review. That’s why they did not want us to do an amendment. This is a way for small farm ground to stay farm ground. Kids can sell, I can hand them two businesses on my property that will ensure that stays open space to keep ag in community for generations. We have worked for AT zone, before it was a different application that allowed for a variety. Staff says either this way (lose animals) or that way (amendment to existing zone) city said no. Went back to city to apply for zone change. Open to all different kinds of agritourism. Corn mazes, wine testing venue in a vineyard. What’s around the corner could be added in. There is a current list of approved types of agritourism. Reminder for both items: If you live close by, will receive a postcard telling when the meetings are, public hearings. Will be posted. Can write to the Planning Commission at dspublichearings@provo.org and to the City Council at council@provo.org. No current date set for the Finch Farm project. 3. Additional Topics A. Provo School District Update – School Board’s Teri McCabe 1. Boundary study: reviewed applicants to do the review. Haven’t approved anyone yet. 2. School starts on Tues and first school board meeting is on Tues. 3. Will study everything: Elementary, MS, HS, all the programs, Dual language immersion, gifted and talented. Doing a comprehensive boundary study. Submit questions and ideas let them know. Putting everything on the study. 4. What are you looking for in applicants: Presented already, rated them, hearing back on results. Had 3 companies apply, do not know which one. We are studying everything. Just moved a middle school, those boundaries need to be fixed. Do not know how many months. Hoping only one school year. What does this entail - Utilization? Effectiveness? The entire school district is under improvement by the state. Focusing on, finishing up strategic plan. Survey top focus was academic achievement. We need to work on this. Not just geographic boundaries, all programs. Too many kids not graduating or certain demographics or 3rd grade not passing the rise test state standards. Franklin elementary is under CSI comprehensive school improvement from the state. Independence was under improvement for graduation rates. Sunset View was under improvement, but not anymore. School district changing principals, etc. 5. Is one of the outcomes of the boundary study not just proximity but pulling in students. If look at map, Franklin South is being bussed over to Spring Creek Elementary school even though they are walking distance to Franklin. Walking distance to Shoreline. Being bused across town. Financial, academic, proximity. 6. How is it weighted? Boundaries? Haven’t decided. 7. I was on council for Dixon, difficult with state trust lands money, funding in general title 1, when add seminary, church paying for more teachers, messes up the funding. Different schools have different numbers in seminary but not taken into consideration. 8. We keep taking $50million for guardian program. School district giving $500 per guardian, projected will cost $50 million. That’s one program. 9. Are you looking at economic feasibility of Dual Immersion Program? Timpview 6 languages being taught, now only 3 languages being taught. 10. Made boundary changes by April and required to implement by August. 11. Little section in Nebo school district even though in Provo city boundary. Want those tax dollars for Provo for the business. Fixed a boundary by Provo High. Do it before Alpine splits. 12. Sunset View sidewalk? Need to talk to city council. The plan has changed. Upgraded to curb and gutter but late in year cannot start construction. Crosswalk in front of subdivision? Big issue. 1400 W - those kids can now cross there and come down sidewalk on north side. There is a crossing guard by the school but too far away. Kids from south no sidewalk so take 1400 W. South side connect to 1400 W. Put cross on 1400 W. Need a volunteer crossing guard there. 13. Open house for Shoreline last week. I toured it today. Classroom with worst problem was sewing room. Doing a mad dash before Tuesday to get everything done. Will at least remove hazardous saws, paints, etc. Spoke to PE teachers need to be outside, cannot be in gym because gym and dance floors not finished. How will they be outside? Do not know. Finishing floors with low VOC? Floors need to be finished. If Low VOC can get back in sooner. Can ask principal. Asked teachers. Lots to fix before Tuesday. 14. All sidewalk questions need to go to Public Works. City grant $100k for asphalt path on 600 S. UDOT design review process not allowed bid for construction till summer 2025. Several projects came under budget. Too far along in construction season to redesign project. Contracted to install ramp. Will go out to bid spring 2025 and should be done in fall. 1100 W and 600 S questions go to public works. B. Updates on Matching Grants i. Picnic tables at Lakewood Park – Brooke Barnes Put in two picnic tables at Lakewood park. On either side, shady, one close to park and one further away. Mike was great to work with. Great upgrade to our area park. ii. Speed radar sign on 600 South – Tiffani Lehmitz 600 S anticipate new epic sports park as well as shoreline school and sunset view. Got service hours. Radar speed sign arrived this week. Wanted it closer to …W and B… For westbound traffic based on traffic study of cars over 10 mph or more. It’s a good visual reminder of actual speed. FEMA Flood Insurance Maps: Open house last night at the Rec Center. I have some preliminary maps for west side on table to take. Area west of freeway and can see your house. FEMA is updating flood insurance rate maps for Utah County. Many properties in the flood plain not there before. If structure found in the 1% annual chance flood plain may be required to purchase flood insurance. Provo City Council District 3 Becky Bogdin: Public Works Jacob O’Bryant contact. Our dikes since Katrina floods not up to new standards. Public Works not concerned about the flooding. Does not meet all requirements. FEMA looked at our flood plain hit west side hard. May be required to purchase flood insurance. These are prelim maps. Contest through FEMA. This is the contact. Go through them. Flood insurance purchased through FEMA. If near river, can see. Lakeview Parkway new development. North of river on Lakeview South. If you live there, it is best to look at these and figure it out. Mortgage will enforce flood insurance purchase. If you are an older couple mortgage paid for, not much incentive but may be harder to sell home. Problem with trees and dikes. Not allowable anymore. Vegetation, trees, what it is made of, is your house in this and will you be required to have flood insurance? If owners of structures in a flat plain are they eligible to get insurance? Go to these meetings and have these conversations. Said can purchase through FEMA or insurance company. Non upgrading of dikes…issue Information and maps available online on District 3 webpage on provo.org website. Can click on, bring up maps. Link to FEMA website also there. Contact Jamie Huff at 385-549-0746 for more information. 4. Public Comment According to John Bunderson with Parks, West Park should be done second week of September. Basketball court, redoing grass, small playground. The Epic Sports Park Grand Opening is Sept 21, ribbon cutting. Footprinters is a sports park because of the baseball fields. For sports park questions, please contact Rpatterson@provo.gov 801-852-6604 or 311 in city limits. Start looking at matching grant projects, possibly do something for Footprinters.
