VILLAGE BOARD MEETING Monday, January 13, 2025 6:00 pm Minutes  Call to order The monthly meeting of the Reedsville Village Board was called to order on Monday, January 13, 2025, at 6:00 PM by Village President Al Schreiber.  Pledge of Allegiance  Roll call Present were: Andy Bubolz, Becca Fox, Terry Hansen (arrived at 6:13 PM), Jennifer Maertz, Dennis Parsley, and Jack Siebert. Also present were: Approval of Agenda A motion was made by Siebert and seconded by Fox to approve the agenda with an amendment to add the 2nd Pay Request for Well Project #3. Motion carried 5-0.  Public Appearances a. Public Input: b. Visitors:  Approval of Minutes: A motion was made by Je Maertz and seconded by Parsley to approve the December 16, 2024 meeting minutes as presented. Motion carried 5-0.  Treasurer’s Reports/Bills A motion was made by Bubolz and seconded by Je Maertz to approve payroll in the amount of $27,809.91 and the accounts payable in the amount of $396,223.96. Motion carried 5-0.  Correspondence a. Valders Ambulance Service Report –2024 b. East Humane Association, Inc. Agreement was approved. A motion was made by Je Maertz and seconded by Fox. Motion carried 5-0.  Department Reports a. First Responders First Responders President, Nicole Stotzheim submitted a written report.  Calls: 2024: 7 TOTAL FOR 2024: 119 b. Fire Department Fire Chief Jason Schuh submitted a written report.  Calls: August 2024: 10 2024 Yearly Total: 63 c. Clerk-Treasurer – Mary Jo Krahn 1 i. A discussion was held regarding Building Inspector. A motion was made to extend an appraisal offer by Je Maertz and seconded by Fox. Motion carried 6-0. d. President Report – Al Schreiber i. A discussion was held regarding the Board of Appeals. Hillmann is working on dates and times for meeting. e. Police Department Police Chief, Kirk Schend, submitted a written report. f. Utility Department Operator-In-Charge, Tanner Raddatz, submitted a written report i. C. Schuh, Ayres gave an update regarding the WWTP Facility Plan. ii. A discussion was held regarding the Well #3 Project. 1. Discussion was held regarding Pay Request #1 for Rohde Brothers in the amount of $30,497.85. A motion was made by Fox and seconded by Hansen. Motion carried 6-0. 2. Discussion was held regarding Pay Request #2 for Ayres in the amount of $191,687.54. A motion was made by Je Maertz and seconded by Fox. Motion carried 6-0. iii. Discussion was held regarding staffing, decision postponed till April Board Meeting. iv. Discussion was held regarding decision on Ayres’ assistance with updating CMOM. A motion was made Bubolz and seconded by Fox to not exceed $5,000.00 for additional costs and ask for an extension. Motion carried 5-1. (Je Maertz abstained.) g. Public Works Supervisor, Jason Maertz, submitted a written report. i. Discussion was held regarding the policy on time keeping of salaried positions. Hillmann to look at other municipality policies. ii. C. Schuh, Ayres, gave an update regarding the USDA project. iii. Discussion was held regarding the Generator for Well #3. iv. Discussion was held regarding the street sweeper. Jason to provide quotes next meeting for new sweeper. v. Discussion was held regarding the power to the sign located on Hwy 10 and Hwy W. Jason is working on this.  At 7:27 pm a motion was made by Fox and seconded by Siebert to convene into CLOSED SESSION, pursuant to WI Statute Section 19.85(1)(c) to conduct business which requires a closed session to consider employment, promotion, compensation or performance of any public employee over which the governmental body has jurisdiction or exercises responsibility. Closed session to First Responder Personal. A motion was made by Fox and seconded by Siebert for approval of a resignation and retirement of First Responder Personal. Motion carried 6-0.  At 7:46 pm a motion was made by Siebert and seconded by Hansen to reconvene into OPEN SESSION. Motion carried 6-0  At 7:49 pm a motion was made by Fox and seconded by Siebert to convene into CLOSED SESSION, pursuant to WI State Sec 19.85(1)(g) to review legal counsel for the governmental body who is rendering 2 oral or written advise concerning strategy to be adopted by the Board with respect to litigation in which it is or is likely to become involved. Closed session regards to Passehl vs Village of Reedsville. No decision was made.  At 7:52 pm a motion was made by Siebert and seconded by Hansen to reconvene into OPEN SESSION. Motion carried 6-0  Upcoming Meetings: The next regular monthly meeting will be held on Monday, February 10, 2025 at 6:00 PM.  Adjournment: A motion was made by Fox and seconded by Siebert to adjourn the meeting.
