VILLAGE BOARD MEETING Monday, February 10, 2025 6:00 pm Minutes  Call to order The monthly meeting of the Reedsville Village Board was called to order on Monday, February 10, 2025, at 6:00 PM by Village President Al Schreiber.  Pledge of Allegiance  Roll call Present were: Andy Bubolz, Terry Hansen, Jennifer Maertz, Dennis Parsley, and Jack Siebert. Absent: Becca Fox. Also present were: Craig Schuh, Bret Glaeser Approval of Agenda A motion was made by Siebert and seconded by Je Maertz to approve the agenda with amendment. Motion carried 5-0.  Public Appearances a. Public Input: b. Visitors: Paul Heraly, Willie Hack, and Jason Hollicky  Approval of Minutes: A motion was made by Je Maertz and seconded by Siebert to approve the January 6, 2024 meeting minutes as presented. Motion carried 4-0. Bubolz abstained. A motion was made by Hansen and seconded by Bubolz to approve the January 13, 2025 meeting minutes as presented. Motion carried 5-0.  Treasurer’s Reports/Bills A motion was made by Je Maertz and seconded by Hansen to approve payroll in the amount of $ 29,724.94 and the accounts payable in the amount of $125,539.13. Motion carried 5-0. A discussion was held regarding Maple Grove to obtain own Amazon account, continue to be delivered at 217 Menasha St, Reedsville.  Correspondence a. Valders Ambulance Service Report –2025 b. A motion was made by Je Maertz and seconded by Siebert to approve the Mobile Home Park License for Meadowbrook MHP LLC. Motion carried 5-0. c. A motion was made by Siebert and seconded by Hansen to approve the Operator License – Andrew Pautz pending approval of a background check. Motion carried 5-0. d. A motion was introduced by Bubolz, motion to move by Hansen and seconded by Siebert for approval of the Manitowoc County Hazard Mitigation Plan 2025-2030 for Resolution on 2025-2. Motion carried 5-0. 1  Department Reports a. First Responders First Responders President, Nicole Stotzheim submitted a written report.  Calls: 16 2025: TOTAL FOR 2025: 16 b. Fire Department Fire Chief Jason Schuh submitted a written report.  Calls: August 2025: 8 2025 Yearly Total: 8 c. Clerk-Treasurer – Mary Jo Krahn i. A motion was made by Bubolz and seconded by Je Maertz on Building Inspector proposed rates. Motion carried 5-0. ii. A discussion was held regarding the Electrical Inspection, Hillmann to reach out for fees for next board meeting. iii. A motion was made by Hansen and seconded by Je Maertz to approve the Endorsement of Bertram Communications LLC’s application for BEAD funding. Motion carried 5-0. iv. A motion was made by Je Maertz and seconded by Hansen to approve the partnering with Progress Lakeshore. Motion carried 5-0. v. A motion was made by Je Maertz and seconded by Hansen to approve pay request #3 for SDWL in the amount of $246,326.87. Motion carried 5-0. vi. A motion was made by Bubolz and seconded by Je Maertz to approve pay request #4 for SDWL in the amount of $76,568.66. Motion carried 5-0. d. President Report – Al Schreiber i. President Schreiber gave an update from the decision from the Board of Appeals Meeting held on February 6, 2025. ii. President Schreiber gave an update on the President and Trustee candidacy; no paperwork has been taken out for these positions. e. Police Department Police Chief, Kirk Schend, submitted a written report. f. Utility Department Operator-In-Charge, Tanner Raddatz, submitted a written report i. No update was given at this time for the WWTP Facility. ii. C. Schuh, Ayres provided an update regarding the Well #3 project. 1. A motion was made by Bubolz and seconded by Hansen to approve pay request #2 in the amount of $64,524.00. Motion carried 5-0. 2. A motion was made by Hansen and seconded by Parsley to approve pay request #3 in the amount of $3,610.00. Motion carried 5-0. iii. Raddatz gave an update regarding CMAR, due at the end of June. g. Public Works Supervisor, Jason Maertz, submitted a written report. i. Ja Maertz gave an update regarding the USDA project. ii. Tympco sales were in attendance with a street sweeper. A motion was made by Bubolz and seconded by Siebert to approve the purchase of the street sweeper. Motion carried 5-0. 2 iii. Hillmann to amend Employee Handbook for all salaried personnel not required to punch in/out and complete hour tracker for time keeping. iv. Ja Maertz to look at solar panels for power for the Village Sign on Hwy 10/W.  At 8:10 pm a motion was made by Siebert and seconded by Hansen to convene into CLOSED SESSION, pursuant to WI State Sec 19.85 (1)(f) considering financial, medical, or social or personal histories or disciplinary data of specific persons, preliminary consideration of specific personnel problems or the investigation of charges against specific person which if discussed in public would likely to have a substantial adverse effect upon the reputation of any person referred to in such histories or data or involved in such problems or investigations. Customer water bill. No decision was made.  At 8:22 pm a motion was made by Hansen and seconded by Siebert to reconvene into OPEN SESSION. Motion carried 5-0.  At 8:24 pm a motion was made by Hansen and seconded by Siebert to convene into CLOSED SESSION, pursuant to WI State Sec 19.85 (1)(e) for deliberating or negotiating the purchase of public properties, the investing of public funds or conducting other specified public business whenever competitive or bargaining reasons requires a closed session. Passehl vs Village of Reedsville. No decision was made. Motion carried 5-0.  At 8:50 pm a motion was made by Parsley and seconded by Hansen to reconvene into OPEN SESSION. Motion carried 5-0 20. Upcoming Meetings: The next regular monthly meeting will be held on Monday, March 10, 2025 at 6:00 PM. 21. Adjournment: A motion was made by Siebert and seconded by Hansen to adjourn the meeting. Convene into CLOSED SESSION, pursuant to WI State Sec 19.85(1)(g) to review legal counsel for the governmental body who is rendering oral or written advise concerning strategy to be adopted by the Board with respect to litigation in which it is or is likely to become involved. Adjournment The Village of Reedsville requests persons requiring auxiliary aids for participation in the above meeting contact the Clerk-Treasurer twenty-four (24) hours prior to the meeting.
