THE REGULAR MEETING OF THE RICHMOND CITY COUNCIL WAS CALLED TO
ORDER AT 7:00 P.M., ON MONDAY, FEBRUARY 4, 2013, BY MAYOR RIX.

Motion by Yaroch, seconded by Misteravich, to excuse Councilor Schultz, from tonight’s
meeting, due to medical reasons.

ITEMS FOR CONSIDERATION
1. Consideration of Approving the Purchase of Mosquito Control Briquettes
Motion by LaFore, seconded by Misteravich, to amend the FY2012/13 General Fund budget
by increasing line item 101-442-745.000; Mosquito Control from 0 to $3,316.00.

Motion by Yaroch, seconded by LaFore, to authorize the expense of $4,736.20 to Clark
Mosquito Control for the purchase of Bti chemical briquettes for mosquito control with the
expense of $3,315.34 charged to line item 101-442-745.000, Mosquito Control; Public Works:
General Fund and the expense of $1,420.86 charged to line item 251-442-757.000, Operating
Supplies; Public Works: TIFA Fund.

2. Consideration of Approving Entering into the e-Pollbook Grant Program with
the State Bureau of Elections
Motion by Greene, seconded by Yaroch, to authorize the City Clerk to enter into the 2013 e-
Pollbook Grant Program with the State Bureau of Elections.

3. Consideration of Approving Resolution No. 2013-1/Establishment of Receiving
Boards
Motion by LaFore, seconded by Misteravich, to approve Resolution No. 2013-1, which will
authorize the establishment of a Receiving Board to be used for all future City Elections.

4. Consideration of Approving Resolution No. 2013-2 and the Request to Sell
White Canes/Richmond Lion’s Club
Motion by Yaroch, seconded by LaFore, to approve Resolution No. 2013-2, proclaiming the
week of April 26th through May 5th, 2013, as White Cane Week and the request received from
the Richmond Lion’s Club to conduct their White Cane Sale, at the intersections of
Main/Division and County Line Road/St. Clair Highway on Friday, April 26th and Saturday,
April 27th, 2013, from Dawn to Dusk; further, the Lion’s Club agrees that the volunteers will
wear reflective vests to make them visible to motorists and utilize orange traffic cones; that the
Lion’s Club agree not to be in the Main/Division intersection from 2:30 p.m. to 3:30 p.m. on
Friday, April 26th, 2013; and further, that the Lion’s agree to sign a Liability Waiver.

5. Consideration of Establishing a Special Budget Workshop Meeting Date
Motion by Misteravich, seconded by LaFore, to schedule the special budget workshop of the
City Council for Monday, February 25, 2013, at City Hall, beginning at 5:30 p.m.

- The ice rink is open.

All Councilors expressed their desire for nice weather for the Winter/Ice Festival beginning
February 8th through the 10th – wished for a successful festival.
LaFore – Reminded everyone of the sporting activities that were happening at the Richmond
Schools
Rix – Reminder of upcoming calendar events:
2/5 – Recreation Board meeting at 7:00 pm
2/8 – 2/10 – Winter and Ice Festival
2/12 – Cable Commission meeting at 7:00 pm
2/15 – 2/18 – Richmond School winter break
2/18 – Council meeting at 7:00 pm
2/20 – EDC meeting at 7:00 pm
2/23 – Policeman’s Ball
2/24 – 50th Anniversary of the Miss Richmond Contest at Maniaci’s
2/25 – Special Council Workshop at 5:30 pm
