MARCH 4, 2013
THE REGULAR MEETING OF THE RICHMOND CITY COUNCIL WAS CALLED TO
ORDER AT 7:00 P.M., ON MONDAY, MARCH 4, 2013, BY MAYOR RIX.
ROLL CALL

Motion by Goodar, seconded by LaFore, to excuse Councilor Greene from tonight’s meeting,
due to being out of town.

Motion by Yaroch, seconded by Goodar, to excuse Councilor Misteravich from tonight’s
meeting, due to being out of town.

APPROVAL OF MINUTES
Motion by Yaroch, seconded by LaFore, to approve the Minutes of the February 18, 2013,
Regular Meeting, as presented.

Motion by Yaroch, seconded by Goodar, to adopt the agenda as presented.

ITEMS FOR CONSIDERATION
1. Consideration of the Confirmation of the Fire Chief
Motion by Schultz, seconded by Goodar, to confirm the appointment of Steve Cooke as Fire
Chief for the City of Richmond in accordance with Section 7.13 of the City of Richmond Charter
for a one-year term commencing on March 1, 2013 and expiring on March 1, 2014.

2. Consideration of Resolution No. 2013-3/Recognition of Pastor Lett
Motion by LaFore, seconded by Schultz, to approve Resolution 2013-3, a resolution
recognizing Pastor Randy Lett’s years of service to the community and the Richmond Chaplains
Group.
Mayor Rix read the Resolution aloud.
Pastor Letter stated that it has been his joy and privilege to serve as a Chaplain.

3. Consideration of the Second Reading and Adoption of Ordinance 79-
2/Amendment to Trash Collection Ordinance
Motion by Yaroch, seconded by LaFore, to give second reading and adopt Ordinance No. 79-2,
an ordinance to amend section 70-34, the Rates and Charges section of the Solid Waste
Ordinance.

4. Consideration of Bid Award/Beebe Street Reconstruction Project
Motion by Goodar, seconded by Schultz, to award the Beebe Street Overlay Project in the
amount of $221,811.50 to Asphalt Specialists with the expenses charged to the appropriate
Capital Improvement line items of the Major Street, Local Street, Sanitary Sewer and Water
Funds.

5. Consideration of Resolution No. 2013-4/Mermorial Day Parade
Motion by LaFore, seconded by Goodar, to adopt Resolution No. 2013-4, which directs the
City Clerk to apply to the Michigan Department of Transportation to close M-19 on Monday,
May 27, 2013, from 9:00 a.m. – 11:00 a.m., for the purpose of conducting the annual Memorial
Day Parade.

Motion by Schultz, seconded by LaFore, to authorize the purchase of 3 wreaths to be placed on
the Tomb of the Unknown Soldier at the Richmond Cemetery and St. Michael’s Cemetery and at
the Veterans Memorial located at the Municipal Parking Lot.

CITY MANAGER’S COMMENTS
- Reminder for Council to turn in the calendar pages by next week, which will identify
when Councilors are available for budget meeting.
- March 5th at 7:00 pm at the Community Center, we will be holding a public meeting
regarding the Beebe Street reconstruction project.
- Board of Review meetings for the public begin next week.

All Councilors congratulated the new Fire Chief Steve Cooke, and thanked Rob Reindel for
serving as Fire Chief for the last two three years.
LaFore – Updated Council on the success of the High School sports teams.
Yaroch – Commented on the pre-budget meeting recently held by Council. Council has been
very conservative, but now we will have to make difficult budget cuts during the review of the
FY2013-14 budget.
Rix – Reminder of upcoming calendar events:
3/5 – Recreation Board meeting at 7:00 pm
3/5 – Beebe Street Construction project public meeting at 7:00 pm at the Community
Center
3/10 – Daylight Savings Time begins
3/11 – Library Board meeting at 7:00 pm
3/11 – Blood Drive from 3-9 pm at the Richmond-Lenox Station on 32 Mile Road
3/14 – Planning Commission meeting at 7:00 pm
3/17 – St. Patrick’s Day
3/18 – Council Meeting at 7:00 pm
