APPROVED 09/16/2013 REGULAR MEETING MINUTES SEPTEMBER 3, 2013 THE REGULAR MEETING OF THE RICHMOND CITY COUNCIL WAS CALLED TO ORDER AT 7:00 P.M., ON TUESDAY, SEPTEMBER 3, 2013, AT THE HISTORICAL SCHOOL HOUSE IN BAILEY PARK, BY MAYOR RIX. ROLL CALL Present: Goodar, Greene, LaFore, Misteravich, Rix, Schultz, Yaroch Absent: None Others: City Manager Moore, City Clerk Stagl Visitors: Lynnette Scherer, Tom Scherer, Lizabeth Wisner, Sara Yaroch, Terry Olson, Tom Hebel, City Planner Jeschke, Christine Rowley, Police Chief Teske, Dean Roberts Mayor Rix thanked the Historical Society for allowing the City Council to hold their meeting in the School House. APPROVAL OF MINUTES Motion by Yaroch, seconded by LaFore, to approved the minutes of the August 19, 2013, regular meeting, as presented. All yeas Motion passes AUDIENCE PARTICIPATION None received. ADOPTION OF AGENDA Motion by Yaroch, seconded by Goodar, to adopt the agenda as presented. All yeas Motion passes CONSENT AGENDA a) Receive and File Fire Department Run Report for July 2013 b) Receive and File August 8, 2013, Planning Commission Meeting Minutes CCM: 09/03/2013 Page 1 of 4  APPROVED 09/16/2013 c) Approval of August 29, 2013, Schedule of Bills in the amount of $ 330,198.75 Motion by Schultz, seconded by Misteravich, to adopt the Consent Agenda as presented. All yeas Motion passes PUBLIC HEARING None scheduled. ITEMS FOR CONSIDERATION 1. Consideration of Approving Resolution No. 2013-12/Constitution Week Motion by Greene, seconded by Yaroch, to adopt Resolution No. 2013-12, a resolution proclaiming Constitution Week as September 17th – 23rd, 2013, in the City of Richmond. Discussion on motion: Greene expressed her appreciation to Council for allowing this item to be placed on the Agenda. Yaroch also expressed how important the Constitution is and encouraged everyone to get more familiar with it. Lynnette Scherer, from the Daughters of the Revolution, gave a brief overview of the History of the Celebration of Constitution Week. She thanked Council for recognizing Constitution Week. Vote on motion: All yeas Motion passes 2. Consideration of “Chamber Request/Fall Decorating City Manager Moore informed Council that this event has taken place for the last three years through a partnership between TIFA and the Chamber of Commerce. This year the Chamber would like to add a Scarecrow Decorating Contest in order to draw more people into the downtown. The Chamber is also proposing to hold an event in the Trailhead Park on Saturday, October 5th, where they would have cider and donuts and individuals would vote for their favorite scarecrow. CCM: 09/03/2013 Page 2 of 4  APPROVED 09/16/2013 Motion by Schultz, seconded by Misteravich, to approve a request from the Richmond Area Chamber of Commerce for a fall decorating contest and the use of the Trailhead Park on October 5, 2013. All yeas Motion passes 3. Consideration of Chamber Request/Treats in the Street Motion by Yaroch, seconded by Goodar, to approve the Special Event Permit requested by the Richmond Area Chamber of Commerce for the utilization of the municipal parking lot from 12 p.m. to 9 p.m. on Thursday, October 31st, 2013, for the 8th annual Treats in the Streets. All yeas Motion passes MISCELLANEOUS MATTERS FROM THE CITY MANAGER - Wished the Good Old Days Festival Committee a successful Festival. COUNCIL COMMENTS Councilors wished the Good Old Days Festival Committee good weather and a successful festival for the 50th anniversary of event. Thanked all of the volunteers who work so hard throughout the year to make the event successful. Misteravich – Commented on the nice Dedication Ceremony for the Concession Stand/Bathroom Facility. Goodar – Thanked the Historical Society for allowing Council to hold their meeting in the School House. LaFore – Reminded everyone to attend the numerous school activities and sporting events. Greene – The Daughters of the American Revolution will be putting up a display at the Library. Schultz – Commented on the School House.
