THE REGULAR MEETING OF THE RICHMOND CITY COUNCIL WAS CALLED TO
ORDER AT 7:04 P.M., ON MONDAY, FEBRUARY 17, 2014, BY MAYOR RIX.
ROLL CALL

Absent: Goodar

Visitors: None
Motion by LaFore, seconded by Greene, to excuse Councilor Goodar from tonight’s
meeting, due to being out of town for work.

Motion by Yaroch, seconded by LaFore, to approve the minutes of the February 3,
2014, regular meeting, as presented.

ITEMS FOR CONSIDERATION
1. Consideration of Bid Award/Grounds Maintenance
Motion by Greene, seconded by Schultz, to award the Grounds Maintenance Contract
2014-GM-1 to D&E Landscaping with the expenses charged to the appropriate line
items of the General Fund, Major Street Fund, Local Street Fund, TIFA Funds, Sanitary
Sewer Fund, and Water Fund in the FY13/14 and FY14/15 budgets with an estimated
amount of $16,853.08.

2. Consideration of Changes to the Non Affiliated Personnel Policies
Motion by Yaroch, seconded by LaFore, approve a one time payment of $1,000 for full
time non-affiliated employees and $500 for non-seasonal part time non-affiliated
employees regularly scheduled for more than 25 hours per week, with the language
change to the non-affiliated personnel policies requiring that non-affiliated employees
pay 5% of their health care premiums.

MISCELLANEOUS MATTERS FROM THE CITY MANAGER
- Received an invitation from the Richmond Community Schools to a public meeting on
February 19th, regarding the search for a new school Superintendent.
COUNCIL COMMENTS
LaFore – Congratulated the High School Cheerleading Team and the Wrestling Team.
Misteravich – Received many good comments on the recent Winter and Ice Fest.
Schultz – Congratulated Councilor Yaroch and his wife on the recent birth of their
daughter.
Rix – Successful Winter and Ice Festival
- Commented on people who have not shoveled their snow – this is a safety
concern, because people have been forced to walk in the street. Questioned
why we have not been enforcing our ordinance.
- Reminder of upcoming calendar events:
2/20 – EDC meeting at 7:00 pm
2/24 – Library meeting at 7:00 pm
2/26 – TIFA meeting at 7:00 pm
3/3 – Council meeting at 7:00 pm
3/4 – Recreation meeting at 7:00 pm
3/9 – Daylight saving time begins

ADJOURNMENT
Those members of the City Council wishing to speak shall first be recognized by the Chair to speak, and each person who speaks shall
address the chair. Other persons in attendance at the meeting shall not speak unless recognized by the Chair (Roberts’ Rules). Prior
to the discussion by the City Council on each item to be considered, the Chair shall first ask for a motion from the Council on the
item to be discussed. Once a motion is made and seconded, the City Council may discuss the matter at hand. Once Council has
finished its discussion on the matter, the Chair shall open discussion on the matter to the public. The Chair, at his sole discretion
may establish a time limit for individual public comments on any business item if the Chair determines that time limits are
necessary to provide for the orderly conduct of the meeting (PA267 of 1976, as amended). When the Chair determines that there are
no other public comments on the business item, discussion on the item will be closed to the public and only the City Council shall
then engage in any final discussion on the matter and act on the business item without interruption from the public.
