THE REGULAR MEETING OF THE RICHMOND CITY COUNCIL WAS CALLED TO
ORDER AT 7:00 P.M., ON MONDAY, NOVEMBER 16, 2015, BY MAYOR RIX
PLEDGE OF ALLEGIANCE
Council Members and the audience present stood for the Pledge of Allegiance and the
Invocation.

Motion by Yaroch, seconded by Greene, to excuse Councilor Misteravich from tonight’s
meeting, due to being out of town.

ITEMS FOR CONSIDERATION
1. Consideration of the Purchase of a Plotter
Motion by Yaroch, seconded by LaFore, to waive the Purchasing Ordinance Bidding
Requirements on the basis of no monetary advantage, and authorize the expense of
$5,165.50 to inaCOMP TSG for the purchase of an HP Designjet Z5400ps printer (44-
inch modal), with the expenses charged to the appropriate line items TIFA, Water and
Sewer Funds.

2. Consideration of Fire Vehicle Committee Appointment
Motion by Yaroch, seconded by LaFore, to appoint Councilor Greene to the Fire
Department Vehicle Committee.

3. Consideration of Resignation from the Personnel Board
Motion by LaFore, seconded by Greene, to accept the resignation of John Warn from
the Personnel Board.
All yeas Motion passes
MISCELLANEOUS MATTERS FROM THE CITY MANAGER
- Council received binders which included Council’s and Board/Commission By-
Laws. The Manager also included the City’s Organizational Chart
- The Lion’s Club meeting will be held at City Hall tomorrow.
- May need to schedule a Special Council Orientation Meeting.
- Spoke with the Chamber Director regarding the take-down of the scarecrows in
the Downtown area.
COUNCIL COMMENTS
LaFore – Congratulated the High School sports teams. It was great to see all of the
residents who attended the sporting events.
Yaroch – Commended staff for changing the speed limit on Division Road in front of the

High School.
- His second daughter was born on Election Day.
Warn – Congratulated the High School Football Team
Allen – Prayers and thoughts for the victims of the terrorist attack in Paris
Greene – Commented on the scarecrows – they need to be taken down in a timely
manner.
- Questioned if the Code Enforcement Report could include the date when the last
action was taken.
Rix – Commented on the great football and soccer seasons.
- Commented on the Concessions/Restroom Facility at the football field – this was
a great source of pride and a great investment for the community.
- Santa Parade Applications are available at the Community Center.
- The Recreation Department has planned Hall Walking at the Middle School,
which will begin December 3rd – April 5th, on Mondays, Wednesdays and Fridays.
- Reminder of Upcoming Calendar Events:
11/19 – Parks and Recreation Meeting at 7:00 pm
11/26 – Thanksgiving
11/27 – City Office, Library and Recreation Dept. closed
11/28 – Library Closed
12/1 – Joint Library/Recreation Board Meeting at 7:00 pm
12/4 – Santa Parade and Community Tree Lighting. Parade begins at 6:30 pm at
Kmart shopping center. Tree lighting to be held at the AUD – caroling begins at 6:30
pm.
12/17 – Council Meeting at 7:00 pm.
Mayor Rix extended condolences to the Gordon Furstenau Family.

ADJOURNMENT
Those members of the City Council wishing to speak shall first be recognized by the Chair to speak, and each person who speaks shall
address the chair. Other persons in attendance at the meeting shall not speak unless recognized by the Chair (Roberts’ Rules). Prior
to the discussion by the City Council on each item to be considered, the Chair shall first ask for a motion from the Council on the
item to be discussed. Once a motion is made and seconded, the City Council may discuss the matter at hand. Once Council has
finished its discussion on the matter, the Chair shall open discussion on the matter to the public. The Chair, at his sole discretion
may establish a time limit for individual public comments on any business item if the Chair determines that time limits are
necessary to provide for the orderly conduct of the meeting (PA267 of 1976, as amended). When the Chair determines that there are
no other public comments on the business item, discussion on the item will be closed to the public and only the City Council shall
then engage in any final discussion on the matter and act on the business item without interruption from the public.
