All yeas Motion passes CCM: 12/07/2015 Page 1 of 6  APPROVED 12/21/2015 CONSENT AGENDA a) Receive and File November 12, 2015, Planning Commission Meeting Minutes b) Receive and File November 19, 2015, Special Recreation Board Meeting Minutes c) Approval of December 3, 2015, Schedule of Bills in the amount of $297,420.64 Motion by LaFore, seconded by Misteravich, to adopt the Consent Agenda as presented. All yeas Motion passes PUBLIC HEARING None scheduled. ITEMS FOR CONSIDERATION 1. Recreation Board By-Laws Amendment Motion by Allen, seconded by Greene, to approve the draft Recreation Board By-Law change to reduce the board membership from seven to five. All yeas Motion passes 2. Recreation Board Appointments Motion by Misteravich, seconded by LaFore, to reappoint Gina Caperton to the Recreation Board for a 2-year term with an expiration date of 03/31/2017. All yeas Motion passes Motion by Greene, seconded by Allen, to appoint Michelle Aiken to the Recreation Board to fill a vacant 2-year term with an expiration date of 03/31/2016. All yeas Motion passes 3. Pound Road Improvement Project City Manager Moore described the layout and design decisions that were made on the Pound Road Improvement Project. The project involves installing curb and gutter to enclose the ditches, replacing the existing 21’ paved roadway with a 31’ roadway and CCM: 12/07/2015 Page 2 of 6  APPROVED 12/21/2015 replacing the 4’ water main with a 12’ water main. The project will reduce both the Street Improvement and Water Funds, but until the project is bid out, it is too early to tell the exact impact. Motion by LaFore, seconded by Greene, to proceed with the bid process for the Pound Road Street Reconstruction Project with the layout as presented. Discussion on motion: Yaroch – informed Council that he was a Pound Road resident and would exclude himself if Council felt that would be appropriate. Council did not object to Councilor Yaroch discussing and voting on the issue. Council discussed the project and questioned how long of a project this would be – would it extend beyond the Good Old Days Festival? Council also commented on the potential for speeding on Pound Road once the project is complete and what could be done to reduce speeding. Drainage problems in some locations along Pound Road were also mentioned. City Manager Moore informed Council that the Administration would be holding informational meetings to inform residents of the project and how the City will maintain access to the homes on Pound. City Engineer Ken Kingsley informed Council that this was a large project and could go beyond the Good Old Days Festival. He also informed Council that yard basins would be installed to help eliminate some yard flooding. City Manager Moore informed Council that the Administration could research alternatives to help reduce the speeding along Pound Road. Vote on motion: All yeas Motion passes 4. Adoption of Resolution No. 2015-15/ADA Ramp Improvements/Curb Extensions at M19 and Monroe Street City Manager Moore informed Council that the original Streetscape Plans submitted to MDOT included the pedestrian bump-outs along Main Street. These original plans had not been approved by MDOT, but recently MDOT has softened their stance on the use of bump-outs and is allowing them in the Metro Region. The benefits of bump-outs is the traffic calming and pedestrian safety impacts. The bump-outs do cause some increased care when maintaining the roadway, particularly involving sweeping and plowing. The DPS Director has adjusted the radius of the bump-outs to help the CCM: 12/07/2015 Page 3 of 6  APPROVED 12/21/2015 sweeper maintain the curb line. At this time, Administration is recommending changes to the Monroe and Main Street intersection that will be part of the CDBG project that improves the Americans with Disabilities Act (ADA) ramps at the Water, Monroe and Park Street intersections along Main Street. Motion by Greene, seconded by Warn, to approve Council Resolution 2015-15: a Resolution acknowledging City Council’s desire to use traffic calming and pedestrian safety measures such as pedestrian bump-outs along M-19. All yeas Motion passes 5. Tennis Courts Reconstruction Project City Manager Moore briefed Council on the options prepared by the DPS Director for repairs to the tennis courts: 1. Patching the cracks and then doing 1.5” overlay on both the existing court surfaces. 2. Repair the crack on the old courts and then do a 1.5” overlay on these courts. The new courts would be removed and replaced with 3” of asphalt. 3. Remove and replace both the old and new courts with 3” of new asphalt. The TIFA reviewed the options and agreed to fund Option 3. The Recreation Board has also reviewed the options and concurs with Option 3. Motion by Allen, seconded by Greene, to authorize administration to move forward with the bidding out of the tennis court repairs under Option 3. Discussion on motion: LaFore – Commented that the TIFA discussed this issue at length at their last meeting and agreed that option 3 was the best alternative. The Authority would also like to see improved lighting for the courts. Rix – Commented that drainage has been a continual problem on these courts and hopes that once this project is completed it will address these problems. Vote on motion: All yeas Motion passes MISCELLANEOUS MATTERS FROM THE CITY MANAGER - Thanked volunteers Melissa and Sue from the Recreation Board for decorating both Christmas Trees and the wreath at City Hall. CCM: 12/07/2015 Page 4 of 6  APPROVED 12/21/2015 - Thanked all of the volunteers who help with the Tree Lighting. - Reminded Councilors to get their January 2016 calendar pages in to the Manager. COUNCIL COMMENTS Councilors thanked all of the volunteers who helped hang the Christmas Decorations throughout the City and who volunteered to help with the Santa Parade/Tree Lighting. Yaroch – Commented that today was Pearl Harbor Remembrance Day. Allen – Reminder that the Library Bake Sale was scheduled for December 11th. Rix – Commented on the successful City auction. - Spoke with the Cub Scouts on December 2nd – a good time was had by all. - High School winter sports are beginning. - Shop with a Cop is scheduled for December 19th. - EMS Blood Drive on January 5th at Richmond Township Hall from 2-8 pm. - Reminder of upcoming calendar events: 12/8 – Cable Commission Meeting at 7:00 pm 12/10 – Planning Commission Meeting at 7:00 pm 12/11 – Library Cookie Sale and Nearly New Book Sale 1-7 pm 12/15 – EDC Meeting at 7:00 pm 12/21 – Council meeting at 5:30 pm 12/21 – Streetscape meeting at 5:00 pm 12/21 – Open House 6-8 pm 12/24 & 12/25 – City Hall, Library and Recreation Department closed 12/28 – City offices re-open 12/31 & 1/1 – City Hall, Library and Recreation Department closed 1/4 – City offices re-open.
