Consideration of Board Appointments Motion by Yaroch, seconded by Greene, to reappoint Jennifer Haase to the Library Board for a 2-year term with an expiration date of June 30, 2018. Consideration of Adopting the 2017 City Council Regular Meeting Schedule Motion by LaFore, seconded by Allen, to adopt the 2017 City Council Meeting Schedule with the following changes: the first meeting in July will be held on Wednesday, July 5th; the July and August meetings will begin at 6:00 p.m. All yeas Motion passes 3. Consideration of Establishing a Quarterly Roundtable Meeting Date Motion by Allen, seconded by Warn, to schedule the special quarterly roundtable meeting of the City Council for Tuesday, October 18, 2016, at City Hall, beginning at 6:00 p.m. All yeas Motion passes 4. Consideration of Request to close M19 to conduct the annual Homecoming Parade/Richmond High School Motion by Greene, seconded by Allen, to approve the request from the Richmond High School to conduct the annual Homecoming Parade and direct the City Clerk to apply to MDOT for permission to close M-19 from 5:00 to 6:00 p.m., on Friday, October 7, 2016, to conduct the annual homecoming parade. All yeas Motion passes Rix – commented that this was a great tradition and he was glad it was remaining on Main Street. Did express concern with the early start time – many people haven’t gotten home from work yet, if the parade began later they would be a larger attendance. MISCELLANEOUS MATTERS FROM THE CITY MANAGER - The final wearing course will be put down this Thursday and Friday on Pound Road. The contractors are still working on mailbox placement. - The EMS bids came in and the project is moving forward. RLEMS will be moving into old City Hall later this week. CCM: 09/19/2016 Page 3 of 5  APPROVED 10/03/2016 COUNCIL COMMENTS Councilors commented on the great Good Old Days Festival and thanked all of the volunteers who make the festival possible. Yaroch – Commented on the great Romeo 2 Richmond Half Marathon. - Wished Councilor Greene a Happy Birthday. Greene – Commented on how great the park looked after the festival – great clean-up job was done throughout the City. Rix – Thanked the Community for all of the support given to the Good Old Days Festival Committee; - Reminder of upcoming calendar events: 9/20 – south end recycling pick-up 9/22 – Planning Commission meeting at 7:00 pm 9/27 – north end recycling pick-up 9/28 – TIFA meeting at 7:00 pm 10/3 – Council meeting at 7:00 pm 10/7 – Homecoming parade at 5:00 pm CLOSED SESSION 1. Patrol Officer Contract Motion by Yaroch, seconded by Allen, to convene into closed session in accordance with Section 8 (c) of the Michigan Open Meeting Act, Public Act 267 of 1976, as amended, for strategy and negotiation sessions connected with the negotiation of a collective bargaining agreement if either negotiating party request a closed hearing. A roll call vote was taken: All yeas (Greene, LaFore, Misteravich, Rix, Warn, Yaroch, Allen) Motion passes Council recessed 7:22 p.m. to go into closed session. Consideration of Patrol Officers Contract Motion by Yaroch, seconded by Warn, to approve the tentative agreement with the Police Officers Association of Michigan – Patrol Officers.
