APPROVED 08/20/2018 REGULAR MEETING MINUTES AUGUST 6, 2018 THE REGULAR MEETING OF THE RICHMOND CITY COUNCIL WAS CALLED TO ORDER AT 6:00 P.M., ON MONDAY, AUGUST 6, 2018, BY MAYOR RIX. Consideration of Adopting Resolution No. 2018-7 / Recognition of the State Champion High School Trap Team Motion by Reindel, seconded by Greene, to adopt Resolution 2018-7, a resolution recognizing the 2018 State Champion Richmond High School Trap Team as a source of civic pride. Discussion on motion: Rix - The coaches and athletes have worked very hard. Be very proud of your accomplishment on being State Champions. Thank you to Fred McCallumore, a long standing City of Richmond Police Officer, on bringing this all together. All yeas Motion passes 2. Consideration of Adopting Resolution No. 2018-8 / Request to be recognized as a non-profit organization operating within the City / Richmond Youth Trap Boosters Motion by Allen, seconded by Warn, to adopt Resolution No. 2018-8, which will recognize the Richmond Youth Trap Boosters as a “non-profit organization” operating in the City of Richmond. Consideration of St. Augustine’s Parish Parking Request Motion by Reindel, seconded by Allen, to approve the request from the St. Augustine Parish Festival to make the 13 parking spaces on Howard Street between the two church driveways handicapped parking for the St. Augustine Parish Festival on August 10th through August 12th. All yeas Motion passes 4. Consideration of the Purchase of a Police SUV Motion by LaFore, seconded by Misteravich, to authorize the purchase of a 2019 Ford Police Interceptor SUV with necessary equipment upgrades and graphics from Signature Ford, Image Authentics and Winder Police Equipment in the amount of $44,237.00, with the expense charged to the appropriate line item(s). Discussion on motion: Reindel – wondered how long it will take to get the new SUV. Chief Teske was not certain but will look into it. Rix – will we be putting this up on MITN also for resale? City Manager Moore stated we are looking into this as an option. All yeas Motion passes 5. Consideration of Designating an MML Voting Delegate and Alternate Voting Delegate Motion by Reindel, seconded by Warn, to designate Jaime Greene, as the City’s Official MML Representative to cast the vote of the City of Richmond at the annual meeting. All yeas Motion passes Motion by Greene, seconded by Warn, to designate Emily Allen, as the City’s Official MML Alternate Representative to cast the vote of the City of Richmond at the annual meeting, should the Official Representative not be in attendance. Discussion on motion: Misteravich – I hope they can attend the meeting. It is a great opportunity to meet other council members and mayors from other villages and cities and to see the MML staff in action. They have a lot of good training and information on what is going on in Lansing. All yeas Motion passes Page 3 of 5  APPROVED 08/20/2018 6. Consideration of Good Old Days Resolutions - Resolution No. 2018-9 / Grand Parade and Children’s Parade - Resolution No. 2018-10 / Outhouse Race - Resolution No. 2018-11 / Fireworks Display - Resolution No. 2018-12 / Banners, Street Closures, Parking Lot Use Motion by LaFore, seconded by Allen, to adopt Resolution No. 2018-9, which directs the City Clerk to submit an application, on behalf of the Good Old Days Festival Committee, to MDOT, for permission to close M-19, to conduct the Grand Parade and Children’s Parade in conjunction with the 55th annual Good Old Days Festival. Motion by Reindel, seconded by Warn, to adopt Resolution No. 2018-10, which directs the City Clerk to submit an application, on behalf of the Good Old Days Festival Committee, to MDOT, for permission to close M-19 to conduct the Outhouse Race on Friday, September 7, 2018, in conjunction with the 55th annual Good Old Days Festival. Motion by Allen, seconded by Greene, to adopt Resolution No. 2018-11, which approves the request to conduct the Fireworks Display on Saturday, September 8, 2018 in conjunction with the 55th annual Good Old Days Festival. Motion by Greene, seconded by Warn, to adopt Resolution No. 2018-12, which approves the request from the Good Old Days Festival committee to hang the banners, close certain streets and the City parking lots in conjunction with the 55th annual Good Old Days Festival. Discussion on motion: Rix – The Grand Parade route will end at Mary St. now. We have lost many marching bands due to the length of this parade. With shortening the route, we have already picked up five more bands to come back. Rix – The fireworks display will be further back due to the construction of the industrial building, to comply with safety regulations. Rix – The carnival this year will be coming from the UP right before Good Old Days. The carnival will open on Friday afternoon. All yeas Motion passes MISCELLANEOUS MATTERS FROM THE CITY MANAGER - The last date we received from M-Dot to complete the resurfacing is August 13th. COUNCIL COMMENTS Reindel – Sorry to have missed the last Council meeting. Extremely busy with fire calls due to the storm. Greene – The Richmond Bees have two home games remaining this season, on August Page 4 of 5  APPROVED 08/20/2018 12th and 19th at 2:00 p.m. at Beebe Street Park.
