All yeas Motion passes PUBLIC HEARING None. ITEMS FOR CONSIDERATION 1. Consideration of Request to keep chickens/70171 Main Street/Bernadette Biniek City Manager Moore informed Council that we have received a request from Bernadette Biniek to keep up to fifteen (15) egg-laying chickens (hens) on her property located at 70171 Main Street. Notices were mailed to the surrounding properties informing them of the request and allowing for their comments. To date, no verbal or written comments have been received. Motion by Reindel, seconded by Allen, to approve the petition from Bernadette Biniek to keep up to fifteen (15) chicken hens on the property, subject to the following conditions: a. The chicken allows will be female chicken hens. No rooster shall be allowed. b. This approval shall be subject to a one (1) year review if any complaints are received from neighbors regarding the chickens. c. The applicant shall be limited to the existing 4’ by 8’ coop as seen in the photos. All yeas Motion passes CCM: 09/20/2021 Page 2 of 6  2. Consideration of Special Event Request/Richmond High School Band Boosters/Banner request for annual Pumpkin/Craft Extravaganza Motion by Allen, seconded by Greene, to approve the special event application from Richmond Band Boosters for an across the road banner from September 21st through October 2nd in conjunction with the annual Pumpkin, Craft and Vendor Sale on October 2nd and 3rd. All yeas Motion passes Motion by Greene, seconded by Reindel, to approve the special event application from Richmond Band Boosters for temporary signage in conjunction with their annual Pumpkin, Craft and Vendor Sale, October 2nd and 3rd. The signs placed at the City Limit Signs will be allowed beginning Friday, September 17th. All yeas Motion passes 3a. [ADDED AT MEETING] Consideration of Special Event Request/PYRO Joes Fireworks Demonstration Motion by Greene, seconded by Warn, to approve the Pyro Joe’s request to conduct a firework display at Richmond High School after the Homecoming Game on Friday, October 1, 2021. All yeas Motion passes 3b. Consideration of Special Event Request/Richmond High School/Homecoming Parade Motion by Allen, seconded by Warn, to approve the request from the Richmond High School to conduct the annual Homecoming Parade and direct the City Clerk to apply to MDOT for permission to close M-19 from 5:00 to 6:00 pm, on Friday, October 1, 2021, to conduct the annual homecoming parade. Consideration of Special Event Request/Richmond Moose Lodge/Michigan Dressers Motorcycle Toy Run Motion by Reindel, seconded by Misteravich, to approve the special event request from the Richmond Moose Lodge and Michigan Dressers Motorcycle Club to conduct their 34th annual Toy Run for Kids; including the closure of Grand Trunk Avenue from 10:00 am to 6:00 pm on Sunday, October 3, 2021 and the use of Grand Trunk from the Moose Lodge to Shepherds for the reception following. All yeas Motion passes CCM: 09/20/2021 Page 3 of 6 Motion by Allen, seconded by Warn, to approve the banner request for a small banner promoting the Richmond Moose Lodge and Michigan Dressers Motorcycle Club’s 34th annual Toy Run for Kids to be placed in the grass area near Grand Trunk and M-19 beginning on Sunday, September 26th, 2021. All yeas Motion passes 5. Consideration of the Introduction and First Reading of Ordinance No. 156- 29/Changes to Accessory Structure Standards City Manager Moore informed Council that the Planning Commission discussed amendments to the Accessory Structure Standards at length. The main areas that were amended are as follows: Changed the maximum accessory structure allowed to 7.5% of the total lot size or the footprint of the house whichever is larger, which for small lots, is similar to what we allow currently. It is also recommended that we cap the total accessory structure area within the City to 3,000 square feet. Any property that requests more than 3,000 square feet of accessory structure area would be subject to a site plan review by the Planning Commission. Increase the height limit to 22 feet which is an increase of 6 feet, this would limit the maximum peak height to 29.5 feet. Increase the minimum setback of 3 feet from any side or rear property line to 5 feet, which is the same minimum side-yard setback that a primary dwelling has in the R-3 zoning classification. Motion by Reindel, seconded by Misteravich, to introduce and give first reading of Ordinance no. 156-29 which amend Section 7.02.C (Detached Accessory Structures Standards for Single and Two-Family Residential Uses) to revise the maximum accessory structure size, height and setback regulations. All yeas Motion passes 6. Consideration of Memorial Benches Motion by Allen, seconded by Greene, to approve the memorial bench donation agreements in memory of Jim Shepherd, Denise Miller and Patricia Nye. Consideration of Scheduling 2022 Council Meeting Schedule Motion by Reindel, seconded by Warn, to adopt the 2022 City Council Meeting Schedule as amended: Change the first meeting for July to the first Wednesday of the month, due to the Fourth of July Holiday. Consideration of Scheduling a Quarterly Roundtable Meeting Date Motion by Greene, seconded by Allen, to schedule the special quarterly roundtable meeting of the City Council on October 18, 2021, at City Hall beginning at 5:30 pm. All yeas Motion passes MISCELLANEOUS MATTERS FROM THE CITY MANAGER - Concrete work at 31 Mile Road/Gratiot will be redone by the Contractor - Work on the traffic signal at 32 Mile/Main is scheduled to begin in October COUNCIL COMMENTS Councilors commented on how great the Good Old Days Festival was this year – many positive comments were received. Misteravich – reminded Councilors to hand in their City Manager Evaluation forms. - Councilor Greene and Misteravich will be attending the MML Convention this week Rix – Thanked the Administration, on behalf of the Good Old Days Committee, for all of the support they receive in organizing the festival. It was a record year in most events. - Reminder of calendar events: 9/22 – TIFA meeting at 7:00 pm 9/23 – EDC meeting at 7:00 pm 9/25 – Puzzle sale at the Library 10:00 am – 2:00 pm 9/25 – Cemetery Walk at 1:00 pm – 3 pm 9/25 – Macomb County/Meet me on the Trail/Gentle Yoga by Wild Flower Yoga/Pilates at 9:00 am Scarecrow Contest sponsored by Richmond Parks and Recreation – contact 727-3064 for more information.
