APPROVED 10/18/2021 REGULAR MEETING MINUTES OCTOBER 4, 2021 THE REGULAR MEETING OF THE RICHMOND CITY COUNCIL WAS CALLED TO ORDER AT 7:00 P.M., ON MONDAY, OCTOBER 4, 2021, BY MAYOR RIX. ROLL CALL Present: Allen, Greene, Misteravich, Reindel, Rix, Schultz, Warn Absent: None Others: City Manager Moore, City Clerk Stagl Visitors: City Planner Jeschke, City Treasurer Hatfield, Melissa Majchrzak, School Superintendent Brian Walmsley, Daniel Hart, Dave Herrington and Keith Szymanski from Plante Moran APPROVAL OF MINUTES Motion by Warn, seconded by Greene, to approve the minutes of the September 20, 2021, regular meeting, as presented. All yeas Motion passes CONSENT AGENDA a) Receive and File September 16, 2021, Planning Commission Meeting Minutes b) Receive and File September 22, 2021, TIFA Meeting Minutes c) Approval of Schedule of Bills dated September 30, 2021, in the amount of $1,693,294.45 Motion by Schultz, seconded by Misteravich, to adopt the Consent Agenda as presented. Consideration of the Presentation and Approval of the FY2020-21 City Audit Dave Herrington informed Council that the auditors are able to give an unmodified opinion, which is the best opinion that can be provided. Council was provided with a presentation that included charts and graphs that give a visual representation of the City’s audit. Dave Hart informed Council that the General Fund revenues rose about 11%, with property taxes being the City’s largest source of revenue. Expenditures increased less than 1%. The City’s fund balance increased by $715,000. He congratulated the City for maintaining a healthy fund balance. Water and Sewer funds are also very healthy. Keith Szymanski briefed Council on the management letter that was supplied by Plante Moran. There is one material weakness that the auditors are correcting from a misstatement in previous audits. The MERS retirement system has been reclassified as a defined benefit plan. Motion by Reindel, seconded by Greene, to receive and file the City of Richmond June 30, 2021 Financial Report. Consideration of the Second Reading and Adoption of Ordinance No. 156-29/Text Amendment to Accessory Structure Standards Motion by Reindel, seconded by Allen, to give second reading and adopt Ordinance No. 156- 29 which amends Section 7.02.C (Detached Accessory Structures Standards for Single and Two-Family Residential Uses) to revise the maximum accessory structure size, height, and setback regulations. All yeas Motion passes 3. Consideration of Special Event Activity/Wrestling Registration Across the Road Banner Motion by Allen, seconded by Greene, to approve the across the road banner request from Richmond Wrestling Association for a banner to be placed over Main Street from Monday, November 1st through Friday, November 12th, 2021. Consideration of Special Event Activity/Tootsie Roll Sale/Richmond Knights of Columbus Motion by Greene, seconded by Allen, to approve the request received from the Richmond Knights of Columbus to conduct their Tootsie Roll Sale, at the intersections of Main/Division and County Line Road/St. Clair Highway (City side) on Friday, October 8th and Saturday, October 9th, 2021, from Dawn to Dusk; that the Knights of Columbus agree not to be in the Main/Division intersection on Friday, October 8th from 2:30 p.m. to 3:30 p.m.; and further that the Knights of Columbus agree to sign a Liability Waiver. All yeas Motion passes MISCELLANEOUS MATTERS FROM THE CITY MANAGER None. COUNCIL COMMENTS Misteravich – Thanked all of the Councilors for handing in their manager evaluation forms – he will begin compiling the information. - Attending the MML Convention, along with Councilor Greene. Received a lot of useful information. Greene – Thanked Council for the opportunity to attend the MML Convention. Rix – Commended the School for the great Homecoming Parade - Parks and Recreation is sponsoring a Scarecrow Contest – entries should be submitted by October 13th. Call 727-3064 for more information. - No Tricks only Treats scheduled for October 31st from 6-8 pm at the Fire Hall. - Update on calendar events: 10/5 – The Parks and Recreation park walk-thru has been cancelled 10/11 – Library Board Meeting at 7:00 pm 10/12 – Cable Commission Meeting at 7:00 pm 10/14 – Planning Commission Meeting at 7:00 pm 10/18 – Council Workshop at 5:30 pm 10/18 – Regular Council meeting at 7:00 pm. CLOSED SESSION 1. Consideration of the Purchase of Property Motion by Schultz, seconded by Greene, to convene into closed session in accordance with Section 8 (d) of the Michigan Open Meeting Act, Public Act 267 of 1976, as amended, to consider the purchase or lease of real property, as requested by administration. OTHER BUSINESS Motion by Schultz, seconded by Greene, to reconvene into open session at 7:35 pm. All yeas Motion passes 1. Approval of the Purchase Agreement Motion by Allen, seconded by Misteravich, to approve the purchase agreement in the amount of one dollar ($1.00) with the Richmond Community Schools for 68931 Main Street and 35620 Division Road, commonly known as the Roosevelt Auditorium and authorize the City Manager to sign on behalf of the City of Richmond. Discussion on motion: Rix stated that he was extremely happy for the community. The City has the funds to make the necessary repairs to the building. Feels this is a very positive thing for the community. Expressed his appreciation to the School Superintendent and School Board members for making this happen.
