All yeas Motion passes PUBLIC HEARING 1. Commercial Rehabilitation Exemption Certificate Motion by Allen, seconded by Green, to open the public hearing on the establishment of a Commercial Rehabilitation Exemption Certificate application for Dick Huvaere Land, Inc. for property located at 67567 Main Street (APN: 50-07-06-01-451-058) at 7:04 pm. All yeas Motion passes City Manager Moore informed Council that the public hearing was to receive public comments on the Application for Commercial Rehabilitation Exemption Certificate submitted by Dick Huvaere Land, Ind. As part of the application process the City was required to hold two public hearings. The first public hearing, held on September 7, 2021, was on the establishment of the district. The second public hearing, being held tonight, is to consider that application. No verbal or written comments were received. Motion by Reindel, seconded by Greene, to close the public hearing on the Commercial Rehabilitation District at 7:05 pm. All yeas Motion passes ITEMS FOR CONSIDERATION 1. Consideration of Approving Resolution No. 2021-21/Approval of the Application for a Commercial Rehabilitation Exemption Certificate/Dick Huvaere Land, Inc./67567 Main Street City Manager Moore informed Council that Resolution 2021-21 was being presented to Council for approval of the commercial rehabilitation exemption certificate application, under PA 210 of CCM: 10/18/2021 Page 2 of 4 APPROVED 11/01/2021 2005 as amended, for property located at 67567 Main Street. The application was received from Dick Huvaere Land, Inc. Administration is recommending approval of the resolution that would approve a commercial rehabilitation exemption certificate for a period of five (5) years. Given the uncertainty of both the pandemic and the resulting use of virtual technology, administration is uncertain what the impact will be to the value of commercial properties in the near future. It is understood that the applicant has the right to come back to City Council after the five years, to request approval for the remaining five years. The reason a community would provide the Commercial Rehabilitation Exemption is to maintain a corporate citizen that provides 135 job currently with a potential 30 additional jobs at the end of the renovations. The tax exemption allows the business to remain financially stable while making a $16,000,000 investment into our community. Motion by Reindel, seconded by Warn, to approve Resolution No. 2021-21, a resolution that approves a commercial rehabilitation exemption certificate application from Dick Huvaere Land, Inc. under P.A. 210 of 2005, as amended, for property located at 67567 Main Street (APN: 50- 07-06-01-451-058) for a period of five (5) years. All yeas Motion passes 2. Consideration of Transportation Improvement Program (TIP) Grant Application/Mill and Overlay of Gratiot Avenue Motion by Greene, supported by Allen, to authorize the DPW Director to submit a TIP Application requesting grant funding for the mill & overlay of Gratiot Avenue. All yeas Motion passes 3. Consideration of Special Event Request/Goodfellow Paper Sale/Richmond Lions Club Motion by Allen, seconded by Greene, to approve the request received from the Richmond Lion’s Club to conduct their Good Fellow Paper Sale, at the intersections of Main/Division and County Line Road/St. Clair Highway on Friday, December 3rd and Saturday, December 4th, 2021; further, the Lion’s Club agree not to be in the Main/Division intersection on Friday, December 3rd, from 2:30 p.m. to 3:30 p.m.; and further that the Lion’s agree to sign a Liability Waiver. All yeas Motion passes 4. Consideration of Approving Resolution No. 2021/Recognition of the Richmond VFW Post 75th Anniversary Motion by Greene, seconded by Schultz, to approve Resolution No. 2021-22, a resolution recognizing the 75th anniversary of the James Coleman VFW Post 6802. Other persons in attendance at the meeting shall not speak unless recognized by the Chair (Roberts’ Rules). Prior to the discussion by the City Council on each item to be considered, the Chair shall first ask for a motion from the Council on the item to be discussed. Once a motion is made and seconded, the City Council may discuss the matter at hand. Once Council has finished its discussion on the matter, the Chair shall open discussion on the matter to the public. The Chair, at his sole discretion may establish a time limit for individual public comments on any business item if the Chair determines that time limits are necessary to provide for the orderly conduct of the meeting (PA267 of 1976, as amended). When the Chair determines that there are no other public comments on the business item, discussion on the item will be closed to the public and only the City Council shall then engage in any final discussion on the matter and act on the business item without interruption from the public.
